Police Report
Chief Dan Taylor reported Lt. McDowell lectured three times to the Canton High school Civics Class and
the Driver's Ed class about the subject of DUI and impaired driving as well as the 4th and 5th
amendments. Auxiliary Officer Brian Williams was recognized for his performance. Detective Grant
was recognized for his role in a drug induced homicide investigation. Last month Bret Butler gave a
presentation at Maple Manor. The police participated in a sex offenders round up with US Marshall's.
Chief Taylor attended the MOCIC conference last month.
Fire Report
Interim Fire Chief Tom Shubert was not at the meeting to provide an update.
ESDA Director Phil Fleming gave an update on the storm that took place last night. It was very unusual to
have a tornado watch issued for our area during this time of year.
An Ordinance Amending Section 6 -9 -10 (Auxiliary Police Forces Powers) of the Canton Municipal Code
Attorney Peterson stated this ordinance was originally passed in November of 2006. The minutes of
2006 identify that it was passed, however it was never codified. This ordinance needs to be re- passed to
have a signed copy on file and send to be codified.
Motion and second were made by Aldermen Hartford /Reed to send the ordinance to Council for
consideration.
Agreement for Firefighting Assistance between the City of Canton and Aventine Renewable Energy -
Canton, LLC.
Attorney Peterson stated the City had an agreement with Aventine and it expired two months ago. A
three month extension was recommended by Attorney Peterson.
Motion and second were made by Aldermen Hartford /West to send the agreement to Council for
consideration for a three month extension.
The Public Safety & Traffic Committee adjourned at 6:45 p.m.
Streets & Garbage
Alderman Craig West, Chairman
Clif O'Brien gave an update on the road maintenance program. Clif reported the roads are complete
along with the City parking lot, and the only thing remaining is striping on a few of the roads and the City
lot.
Alderman West asked Clif O'Brien to prepare a report on the garbage rates comparison now that Eagle
Recycling started the curbside recycling program. Clif reported that currently approximately 800 people
participate in the recycling program. Clif will bring additional information back.
The Streets & Garbage Committee adjourned at 6:48 pm.
Lake, Buildings & Grounds

Alderman Reed reported this item would be discussed at a later date.
Canton Lake Ordinance Discussion and review:
8 -11 -2 Boating, License required
8 -11 -5 Fees held in special fund
8 -11 -6 Rules and regulations, boating
8 -11 -7 Rules and regulations, bathing
Alderman Reed distributed the above lake ordinances, and discussed each ordinance. The following
ordinance recommendations were made:
Section 1 (Limitations on Licenses) # 5 No boat shall operate on Canton Lake between one hour after
sunset and sunrise. The wording should be changed to reflect 1 hour prior to sunrise and one hour after
sunset.
Section 8 -11 -6 (Rules and Regulations Boating) # 14 also needs to have the time changed to be clear
and consistent. This would change the ordinance to reflect that no boats would be allowed on the lake
one hour after sunset and one hour prior to sunrise.
Section 8 -11 -6 (Rules and Regulations Boating) #14 Alderman Reed would like to review this ordinance
and possibly remove this section.
Alderman Reed suggested allowing boats on the lake after dark, with appropriate state regulated lights. -
No wake should also be added under this section. (Limitations on License)
Attorney Peterson stated the revision should not be made under the limitations on license, but rather
under the rules and regulations section.
After discussion on the above sections it was determined that item # 5 (Limitations on License) be
removed from this section
Alderman Schenck suggested adding language to identify how and where a license application could be
obtained.
Attorney Peterson suggested having a draft of the changes prepared and having it reviewed to make
sure all of the changes are accurate. This could be passed as first reading.
8 -11 -5 (Fees held in special fund)
Alderman Reed would like this section more specific to reflect: Boating license fees, lot rental fees,
camping fees, shall be held in special fund and made available for lake development for such legitimate
expenditures as may be subiect, however to the approval of the council.
8 -11 -6 ( Rules and regulations for boating)
1 -8 Alderman Reed stated that these sections are ok - -- no changes are needed.
#9 Should read No boats or watercraft shall be operated within the area near the intake or spillway
and which is so marked with markers.
Alderman Schenck discussed having a designated area to allow boaters to pull in -- get out of their boat,
and possibly have a cookout if desired. Swimming at the beach area is prohibited, however the issue of
allowing boaters to get out of their boats created further discussion.
Alderman Schenck suggested re- writing the section addressing bathing at the beach so recreation can be
addressed. Alderman Reed stated that this will be discussed further during review of that section.
# 12 add the language of "state regulations" and operating at no wake during those hours.
#14 Should be removed
# 18 Discussion took place about having jet ski's included in the language. It was determined that the
language "any vessel" would automatically include jet skis. Enforcement would need to be placed to
restrict jet ski's being operating by a person under the age of 12 years of age.
Attorney Peterson suggested changing the language of direct supervision of a person 16 years or older,
and placing language that reflects the minor would need to be accompanied by a person 16 years of age
or older.
8 -11 -7 (Rules and regulations, bathing)
Discussion continued about allowing boats to pull up, boaters get out of the boats, but people would not
be allowed to swim. If swimming were allowed, safety precautions would need to be put into place (life
guards etc.) and setting times for swimming. Alderman Reed will meet with Attorney Peterson to revise
the language in this section. This will be called a "boat access area ".
This will be further discussed at the next committee meeting. Alderman Reed asked everyone to review
the ordinances, and bring any concerns or changes back for further discussion.
IDNR PARC Grant Application
The grant ( Park and recreational facility construction) was made available on October 15, 2010. The
application deadline is between October 15, 2010 and November 29, 2010. Alderman Reed asked
permission to have Maurer and Stutz work on the grant application and bring back to Council for
consideration.
Alderman Reed discussed changes at the lake area. The changes would include a fire pit area, the south
ramp would be covered in concrete with brick areas. The shelter would have stone pillars and a green
tin roof. A walk way would be put in place to the boat ramp. Parking will also be changed. The
campground area would include new playground equipment and a new shower house. A new dump site
would be put into the campground area in a location that would be better placed and away from the
public. The entire area would be handicap accessible.
Motion and second were made by Aldermen Hartford /Ellis to allow Maurer and Stutz to work on the
grant application due November 29, 2010.
The motion carried.

Public Works, Water & Sewer

Proposed Radial Collector Well Application for Payment #22 from Reynolds Inc. in the amount of
$114,355.35
The retainage would be reduced to 2.5 %. This would be paid from bond funds.
Motion and second were made by Aldermen Ellis /Reed to send to Council for consideration.
The Motion carried.
3'd Avenue Extension Application for Payment # 4 from Otto Baum Company, Inc.
This would be 99% complete. The total amount of the request is $299,912.39. A breakdown of the
funds will be provided next week.
Alderman Schenck asked to have a detailed list of other items that will be coming forward. Keith Plavec
will prepare a report with City Administrator Jim Snider and bring the information back.
Motion and second were made by Aldermen Ellis /West to send to Council for consideration.
The Motion carried.
WWTP Secondary Clarifiers 2.3 & 4 Applications for Payment # 3 from Leander Construction in the
amount of $3.060.00
The project was on hold waiting on material. Keith is waiting for a final date for the material. This
would be paid from the bond fund.
Motion and second were made by Aldermen Ellis /Hartford to send to Council for consideration
The motion carried.
WWTP Chlorination System Improvements Application for Payment #4 from Leander Construction in
the amount of $45.010.80
This will be 51.3% complete and paid from the bond funds.
Motion and second were made by Aldermen Ellis /Reed to send to Council for consideration
The motion carried.
WWTP Chlorination System Improvements Change Order # 1 from Leander Construction
Keith Plavec reported that the completion date would move to November 16`h, 2010 and December 14,
2010. The original dates were 9 -4 -2010 and 10 -1 -2010. Keith explained the urgency of completing the
project in a timely fashion.
This would extend the contract time.
Motion and second were made by Aldermen Ellis /Reed to send to Council for consideration of
extending the contract time.
The motion carried.
Crane Accident update
Joe Carruthers reported that OSHA is investigating the crane accident that occurred last week with the
Leander crane operator and a cause would be determined to help avoid this problem in the future. The
City has not received a cause at this time.
49 South Main Update
Sam Puleo hopes to have the permit by Friday.
Enterprise drive bids due Fridav
This will be added as a new agenda item next week
The Public Works, Water & Sewer Committee adjourned at 8:15 p.m.
ADJOURNMENT

purpose of police /public works negotiations, personnel and pending litigation.
