Youxc November 23, 1965 Honorable Paul Woods Mayor City of Canton Canton, Illinois Dear Paul: Re: 6030 - Improvement to Fifth Avenue, Locust Street and North Main Street After reading the letter from Mr. Harland, I believe the next step is up to the City if you care to take it. In order for you to consider the obligation you would be making, we have drafted a resolution to be passed by the Council and a letter to be written by you to Harland in the event the Council approves the resolution. If the joint City-State agreement follows current administrative procedures, all of the costs including engineering would ultimately by paid by the State. However, current limitation of State funds has caused the State to reconsider many of their administrative policies and it is conceivable the policy con- cerning State financial participation on projects like this may be revised to require some City participation. This is the chance you would be taking. The letter seems to imply that if the City does not take this step the State will eventually offer a joint City-State agreement anyway at which time the City's obligations will be spelled out. I do not believe that the step sug- gested here will result in any more financial obligation than you will eventu- ally have anyway and it should result in getting the planning started now. Hawley Road Peoria, Illinois Dear Mr. Harland: Re: 6030 - Improvement to Fifth Street, Locust Street and North Main Street The City of Canton is pleased to be advised by your letter of November 12, that you and the Springfield office have agreed on the desirability of beginning the detailed planning for the improvement and upgrading of Routes 9 and 78 through Canton. We understand that funds are not available to construct any portion of the work in 1966. We hope your financial situation improves so that this much needed program can be put under construction in 1967 or at the very latest in 1968 but we are aware that you have made no commitment in this regard. We are, also, aware that it takes at least a year and often times longer after planning is actually begun to complete final plans and acquire rights- of-way which may be required for an improvement of this type. For this reason we are very anxious to have planning be initiated as soon as possible so the work can be in shape for construction contract letting as soon as State funds do become available. To expedite this planning the City will be pleased to enter into an engineering agreement to proceed with the planning of this work in the immediate future with the understanding that any expenditures made by the City for such engineering will ultimately be credited or refunded to the City toward whatever obligation would be incur- red by the City and the State in accordance with the joint agreement for project development. We assume the joint agreement will follow the appli- cable guide line described in your administrative policies at the time the joint agreement is consummated. w D12AFT City of Canton November 23, 1965 Page two In order to implement this offer on the part of the City our Council has passed an improvement resolution,. two (2) copies enclosed, which would authorize us to use Motor Fuel Tax funds for engineering services for this project. If you approve this resolution, we will submit the agreement with our engineers, to you, for review and approval prior to final execution by the City. We presume your office will draft the joint City-State agreement for this project. Please call upon us if you desire any assistance in this respect. We are hopeful that such an agreement can be drafted at an early date even though we are aware that a firm commitment on the date construction will begin can not be established at this time.
