RESOLLTTIOi~? APPROVING APPhICATION FOR PRELIMINARY LOAN
FOR ELDERLY AN:t) LOW INCOP?E PUBLIC HO?TSING
WHEREAS, it is the policy of this locality to eliminatg substandard
and other inadequate housing, to prevent the spread of slums and
blight, and to realize as soon as feasible the goal of a decent
home in a suitable living environment for all of its citizens; and
'WHEREAS, under the provisions o±' the LTnited States Housing Act of
193?, as amended, the Public Housing Administration is authorized
to provide financial assistar_ce t~ local public housing agencies
for undertaking and carrying out preliminary planning of elderly
and low income housing projects ghat. will assist in meeting this
goal; and
WHEREAS, the Act provided that t~iere shall be local determination
of need for elderly and low income housing to meet needs not being
adequately met by private enterprise and that the Public Housing
Administration shall not make any contrs.ct with a public housing
agency for preliminary loans fcr surveys and planning in respect
to any elderly and low income housing projects unless the governing
body of the locality involved ha:~ by resolution approved the appli-
cation of the public housing; agency for such preliminary loan; and
~~fiEREAS, the Housing Authority of the County of Fulton (herein
called the "Local Authority") is a public housing agency and is
applying for a preliminary loan to the Public Housing Administration
to cover the costs for surveys and planning in connection with the
development of elder7_y and low income housing;
NOW, TPEREFORE, be it resolved by the City Council of the City of
Canton, Illinois, as follows:
1. There exists in the City of Canton need for such elderly and
low income rousing at rents within the means of low income families.
