RESOLUTION APPROVING UNDERTAKING OF GENERAL NEIGHBORHOOD RENEWAL PLAN
AND FILING OF APPLICATION FOR FEDERAL ADVANCE OF FU1~IDS BY THE CITY OF
CANTON, ILLINOIS.
WHEREAS, under Title I of the Housing Act of 1949, as amended,
the Department of Housing and Urban Development is authorized to extend
financial assistance to localities in the elimination and prevention
of the spread of their slums and urban blight through the planning and
undertaking of urban renewal projects; and
WHEREAS, under Section 102(d) of said Title I, the Department of
Housing and Urban Development may make advances of funds for the prepara-
tion of General Neighborhood Renewal Plans for urban renewal areas of such
scope that the urban renewal activities therein may have to be carried
out in stages over a period of not more than ten (10) years; and
WHEREAS, it is desirable and in the public interest that the City
of Canton, Illinois prepare such a General Neighborhood Renewal Plan,
in that certain area, proposed as an Urban Renewal Area, situated in
the City of Canton, County of Fulton and State of Illinois and described
as follows:
Beginning at the intersection of the center line of Walnut
Street and at the eastern most boundary of the city limits;
thence continuing southwardly along the eastern boundary of
the city limits to the southern most boundary of the city
limits; thence westerly along the southern boundary of the
city limits to the western boundary of the city limits; thence
northwardly along the western boundary of the city limits to
a point of intersection with a southward extension of Wallins
Avenue and northwardly along this projected extension across
the TP&W Railroad tracks, continuing along the center line of
Wallins Avenue to the center line of Maple Avenue; thence east-
wardly to the center line of Main Street; thence southwardly
along the center line of Main Street to the southern edge of
the right of way of the TP&W Railroad tracks; thence eastward-
ly along the southern boundary of the TP&W Railroad tracks to the
center line of Third Street; thence southwardly along the center
line of Third Street to the center line of Oak Street; thence
eastwardly along the center line of Oak Street to the eastern
boundary of the right of way of the CB&O Railroad; thence north-
wardly along the eastern boundary of the CB&O Railroad right of
way to the southern boundary of the right of way of the TP&W
Railroad; thence eastwardly along the southern boundary of the
TP&W Railroad to the center line of Fifth Street; thence north-
wardly to the center line of Walnut Street; thence eastwardly
along the center line of Walnut Street to the point of beginning.

and further that a project be initiated in the Eastern portion of the

GNRP area, said project to be known as "East Oak Project", to include
the area with boundaries as follows:
Beginning at a point at the center line of Walnut Street and
the eastern boundary of the city limits; thence southwardly
along the eastward 1y boundary of the city limits to the south-
ernmost boundary of the city limits; thence westwardly to the
eastern boundary of the right of way of the CB&O Railroad; thence
northwardly to the southern boundary of the right of way of the
TP&W Railroad; thence eastwardly along the southern boundary of the
right of way of the TP&W Railroad to the center line of Fifth
Street; thence northwardly along the center line of Fifth Street
to the center line of Walnut Street; thence eastwardly along the
center lip of Walnut Street to the point of beginning. See
Exhibit B attached.
and presently estimated to cost Two Million Two Hundred Seventy Three
Thousand Three Hundred Twenty-Two Dollars ($2,273,322.00), which estimated
cost does include the sum of Seventy Six Thousand Seven Hundred Dollars
($76,700.00) to be used for the preparation of surveys, planning, adminis-
tration and contingencies on the balance of the said General Neighborhood
Renewal Project Area.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CANTON, ILLINOIS as follows:
Section 1: That the proposed Urban Renewal Area described above is
an area of such scope that it is estimated that the urban renewal activities
therein may have to be carried out in stages over a period of not more
than ten (YO) years.
Section 2: That the undertaking by the City of Canton, Illinois of
the preparation of a General Neighborhood $enewal Plan for the proposed
Urban Renewal Area described above is hereby approved.
Section 3: That it is cognizant of the intention of the City of
Canton, Illinois, to undertake an urban renewal project promptly upon
completion of the General Neighborhood Renewal Plan and the preparation of
an urban renewal plan for such project, which project shall embrace at
least ten (10) percent of the proposed Urban Renewal Areaand shall be of
the character contemplated by Section 110(c) of Title I.
Section 4: That it is cognizant of the conditions that are imposed
in the undertaking and carrying out of urban renewal projects with
Federal financial assistance under Title I, including those relating to
(a) a feasible method of relocation, (b) the provision of necessary local.

grants-in-aid, and (c) the prohibition of discrimination because of race,
color, creed, or national origin; as well as the requirements of Section 102(d)
of Title I that a General Neighborhood Renewal Plan conform to the locality}s
general plan and workable program for community improvement.
Section 5: That it is the intention of t~iis body that the General
Neighborhood Renewal Plan will be used to the fullest extent feasible as a
guide for the provision of public improvements in such Area and that the
Plan will be considered in formulating codes and other regulatory measures
affecting property in the Area and in undertaking other local government
activities pertaining to the development, redevelopment, rehabilitation,
and conservation of the Area.
Section 6: That the filing of an application of the City of Canton,
Illinois for an advance of funds from the United States to enable it to
defray the cost of preparing a General Neighborhood Renewal Plan for the
proposed Urban Renewal Area described above is hereby approved.
APPROVED BY THE CITY COUNCIL OF THE CITY OF CANTON, ILLINOIS, AND
APPROVED BY THE MAYOR THIS 2ND DAY OF AUGUST, 1966.

The undersigned hereby certifies, as follows:
1. That he is the duly qualified and acting City Clerk of the City
of Canton, Illinois, herein called the "Municipality", and the keeper of
its records including the journal of proceedings of the City Council, herein
called the "Governing Body";
2. That the attached resolution is a true and correct copy of the
resolution as finally adopted at a regular meeting of the Governing Body

held on the 2nd day of August, 1966 and duly recorded in his office;
3. That said meeting was duly convened and held in all respects in
accordance with law and to the extent required by law due and proper notice
of such meeting was given; that a legal quorum was present throughout the
meeting, and legally sufficient number of members of the Governing Body
voted in the proper manner and for the adoption of said resolution; and
all other requirements and proceedings under law incident to the proper
adoption or passage of said resolution, have been duly fulfilled, carried
out, and otherwise observed;
4. That if an impression of the seal has been affixed below, it
constitutes the official seal of the Municipality and this certificate is
hereby exeouted under such official seal. If no seal has been affixed
below, the Municipality does not have and is not legally required to have
an official seal;
5. That the undersigned is duly authorized to execute this certi-
ficate.
