Whereas, realty within the corporate limits of the City of Canton,
Illinois is generally taxed and required to financially support all of the
various services rendered or offered by this City; and,
Whereas, the owners of realty not within the corporate limits of this
City have in the past sometimes been allowed to specially select and enjoy
services (particularly, sewer and water) rendered by this City to and for
such realty but without the same and commensurate financial obligations
therefor as has been imposed on realty within this City; and,
Vrhereas, the rendition of these services (specially mentioned) has some-
times imposed a strain on the facilities of this City to such an extent that
they have either been denied or li.arited (either in fact or in prospect) to
realty within this City; and,
Whereas, tYie incidence of demand for such services for realty within
this Gity has been greatly increased and promises to increase even more in
the future; and,
Whereas, the advancement of such services to realty beyond the corporate
limits of this City is not a matter of right bat one of strict privilege which
ought to be closely disciplined for the protection of residents and realty
within this City,
NOW, THEREFORE, BE IT, AND IT HEREBY IS RESOLVED BY THE CORPORATE
AUTHORITIhS OF THE CITY OF CANTON, ILLINOIS, AS FOLLOWS:
(1) That it is hereby declared to be the policy of this City that, hence-
forth, se~uEr and. water services of this City shall be newly offered and render-
ed only to and for realty located within the corporate limits of this City and
to none other; and,
(2) That any exception thereto, including any extension, ch~~nge or mod-
ification of any existing service to realty not within tYie corporate limits of
this City, shall be made only by the corporate authorities of this City at a
regular meeting thereof and then only on such express terms and conditions as
may by such authorities then be determined.
PASSED by the City Council of the City of Canton, Illinois and approved
by the Mayor thereof this 16th day of January, 1973.
