Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on December 19, 2023 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. Alderman Patrick Ketcham moved his committee to the beginning under property. Alderwoman Andra Chamberlain moved item C to go before item B in her committee under finance. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Ed Glad announced Chief Eveland was the winner of the ugly sweater contest and Mayor thanked everyone who participated. Mayor McDowell announced that the leaf pickup program was finished for the year. City hall will be closing this coming Friday at noon. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: City Clerk Andi Smith-Walters announced the approval and notice of Canton City Council 2024 regular meeting schedule, pursuant to 5 ILCS 120/2.02(a). The meetings will still be held on the strd 1 and 3 Tuesday of each month. Motion and second were made by Alderpersons Hale/Gossett to approve Canton City Council 2024 regular meeting schedule. DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Fire Chief Scott Roos explained “Water Wednesday”, which is the reminder day to water Christmas trees so they don’t dry out. Christmas trees are a high-risk fire hazard. He asked that is gets passed around and reminded everyone to get into the habit of watering their trees every Wednesday, so they aren’t drying up. Public Utilities Director Joe Carruthers had two topics he would like to discuss. The first being a recent inspection they had last month with the City Engineer at the dam. Some of the findings were that the spillways will need some concrete added. He looks for any erosions or washouts. There is money budgeted each year towards the dam. All in all, the conditions are good but will need some work. Lastly, a grant was received from Ameren in the amount of $32,000 for reimbursement for VFDs in the water treatment project upgrade that has been completed. They would like to put the money towards a new boat dock for lake patrols, since we are currently using a resident’s. COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR RESOLUTION APPROVING A LEASE AGREEMENT BETWEEN JASON ELWELL AND CITY OF CANTON AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY CANTON, ILLINOIS. The agreement will be between Peculiar Projects, LLC which Jason Elwell is the manger of. It’s the same agreement as the previous year. For anyone not familiar, it is the patio that’s next to the Odd Fellows building. Motion and second were made by Alderpersons Gossett/Ketcham to approve lease agreement between Jason Elwell and City of Canton. REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR RESOLUTION OF SUPPORT FOR AN APPLICATION TO THE STATE OF ILLINOIS FOR A COMMUNITY DEVELOPMENT BLOCK GRANT. This is a repeat event and was included in the packet with more information. Motion and second were made by Alderpersons Chamberlain/Lovell to approve an application to the State of Illinois for a community development block grant. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR DISCUSS TOTE PRICING AND UPDATE. Alderwoman Angie Lingenfelter brought in the different sized totes for the council to see. The small tote is 35 gallons and costs $54.00. The medium tote is 65 gallons and costs $64.00. Lastly the large tote is 95 gallons and costs $71.00. A comparison was made and the City garbage totes are cheaper than Lowes, Home Depot and Walmart and they come with a 10-year warranty for normal wear and tear. APPROVAL OF BID OPENING RESULTS AND RECOMMENDATION FOR WATER TREATMENT PLANT TRACTOR. This was originally approved back on September 5, 2023, with the bids being due yesterday. The City received 3 bids, and it was asked that this be continued into the next meeting so the staff can have time to review the bids, the specifications, and compare warranties. FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR ORDINANCE ABATING ALL OF THE BOND LEVY FOR THE 2022-2023 FISCAL YEAR. The bond council prepared the 2023 bond abatement ordinance which was part of the packet that the council received. This is done on an annual basis. The amount levy for the year 2023 and the ordinance abated for $637,600. Motion and second were made by Alderpersons Chamberlain/Lovell to approve ordinance abating all of the bond levy for the 2022-2023 fiscal year. ORDINANCE LEVYING AND ASSESSING TAXES FOR CORPORATE PURPOSES OF THE CITY OF CANTON, ILLINOIS FOR THE FISCAL YEAR BEGGINNING MAY 1, 2023, AND ENDING APRIL 30, 2024. The ordinance is standard every year, the only thing that changes are the numbers. The amount being $3,411,812. Motion and second were made by Alderpersons Chamberlain/Lovell to approve ordinance levying and assessing taxes for corporate purposes of the City of Canton, Illinois for the fiscal year beginning May 1, 2023 and ending April 30, 2024. RESOLUTION APPROVING AND ENGINEERING AGREEMENT BETWEEN MAURER-STUTZ, INC. AND CITY OF CANTON FOR THE DESIGN, PLAN AND SPECIFICATION DEVELOPMENT, AND BIDDING PHASE SERVICES FOR THE REMOVAL AND REPLACEMENT OF CURB, SIDEWALK AND ADA RAMPS ALONG THE WEST SIDE OF N. MAIN STREET FROM CHESTNUT STREET TO HARVESTER INN. The sidewalk is on the west side of Main Street and runs all the way to the Harvester Inn. Over the years there has been complaints regarding the concrete from salt erosion. The entire section of sidewalk and curb will be replaced. As of right now there isn’t much of a curb at all. Once finished, there will be a new curb added with a 6-inch elevation. All the businesses will have an ADA accessible curb. TIF dollars will be used for this section, and then construction will be budgeted for the next fiscal year still using TIF dollars. Motion and second were made by Alderpersons Chamberlain/Grimm to approve resolution engineering agreement between Maurer-Stutz, INC and the City of Canton for the design, plan, and specification development and bidding phase services for the removal and replacement of curb, sidewalk, and ADA ramps along the west side of N. Main Street from Chestnut Street to Harvester Inn. RESOLUTION APPROVING AN ENGAGEMENT LETTER WITH LAUTERBACH AND AMEN TO PREPARE GASB 74/75 ACTUARIAL VALUATIONS FOR THE CITY OF CANTON FOR APRIL 30, 2023, THROUGH APRIL 30, 2026. This is regarding post employee benefits. This will be yearly for the next three years for planning purposes. This is separate from any of the pension plans. Motion and second were made by Alderpersons Chamberlain/Lovell to approve resolution for an engagement letter with Lauterbach and Amen to prepare GASB 74/75 actuarial valuations for the City of Canton for April 30, 2023, through April 30, 2026. IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR ORDINANCE REGARDING THE ILLINOIS PAID LEAVE FOR ALL WORKERS ACT FOR THE CITY OF CANTON AN ADOPTING A PAID LEAVE POLICY FOR ALL EMPLOYEES. Attorney Jump stated that they are not adding any new leave for any of the non-probationary or non-union employees. To become compliant with this, the City is to provide at least 40 hours of paid leave for all employees to be used for any purpose. Currently the personnel policies do not provide that for probationary employees and non-union part time employees. Union employees will be governed by the collective bargaining agreement. It will be a use or lose it policy, with 1 hour acquired for every 40 hours worked. Part time workers can now acquire 40 hours paid leave. 40 hours is the maximum you can earn. If the 40 hours aren’t accrued, then they aren’t accrued. Motion and second were made by Alderpersons Chamberlain/Grimm to approve ordinance regarding the Illinois Paid Leave for all Workers Act for The City of Canton an adopting a paid leave policy for all employees. PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR APPROVAL OF A REQUEST FROM DANIEL LATTIMORE AND LEAH LATTIMORE FOR A CONDITIONAL USE PERMIT FOR SHORT-TERM RENTALS AT 29 S. MAIN STREET. This is two separate properties across the street from one another. These are essentially Air BNB’s and will be under the hotel/motel tax. This permit went through planning and zoning with no issues. He would like to get this started as soon as possible. Motion and second were made by Alderpersons Gossett/Ketcham to approve a conditional use permit for short-term permits at 29 S. Main Street from Daniel Lattimore and Leah Lattimore. This is the same thing talked about in the previous voting, however it’s just a different property across the street. All the same things still apply.
