Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on November 21, 2023 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell brought attention to the demolitions that have been going on around town. He would like to use the demolition fund in a similar way to the sidewalk fund. For example, if you were to get a new sidewalk in front of your house, you would pay for the labor and the city would pay for the materials. Right now, this is just a discussion, but is believed to be able to get houses down quicker. It would be 50/50 between the property owner and the city. Attorney Jump said that he would like to implement just a few conditions in terms of safety. Lastly, the Mayor announced the ugly sweater contest on December 05, 2023. Chief Eveland will be in charge of the holding the money. It is $20 to enter. The winner can donate the money to their favorite charity and judging will take place on Facebook. The winner will be announced on December 19, 2023. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Fire chief Scott Roos wanted to remind everyone, with the upcoming holidays to be conscious of kitchen areas as they are a greater risk for fires. Public utilities director Joe Carruthers wanted to give an update on the water main break. There was a break on the zipper line that runs along county highway 5. There was a valve that broke that was isolated and fixed. Water was restricted to the west of Canton, where they were able to utilize what they call a loop thought process, which then provided them with water again and surrounding areas. After they had gotten the valve fixed, another one broke that they were able to fix as well. A boil order went into effect for some of the surrounding homes. Carruthers wanted to commend Shaun Miller and his crew for the outstanding work that they do. He also wanted to talk briefly about the new equipment they are provided with, allows them all to be safer. Lastly, Carruthers stated that the leak detection has been finished. There were 18 confirmed leaks within the areas. The next game plan will be to go around and find exactly where those leaks are coming from. Jace Chamberlain is a personal trainer and would like to have training sessions in his detached garage. He will have a max of 4 trainees and plans Monday through Friday sessions. PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR RESOLUTION APPROVING AN ANGREEMENT BETWEEN IMPACTLIFE AND THE CITY OF CANTON FOR RENTAL OF THE HISTORIC DEPOT FOR 2024. ImpactLife is the same thing as Mississippi Valley Blood Draw. This is the ninth year for this annual lease. Motion and second were made by Alderpersons Gossett/Ketcham to approve resolution approving an agreement between ImpactLife and the City of Canton for rental of the Historic Depot for 2024. CHESTNUT ST.) This is a TIF in the form of a $75,000 forgivable loan over five years if the requirements are met. They will be forgiven $15,000 a year. This comes out of TIF-2. Motion and second were made by Alderpersons Lovell/Chamberlain to approve ordinance for a TIF in the form of a $75,000 forgivable loan over five years for JV Enterprises. This is a TIF forgivable loan of $45,000 over five years. $9,000 will be forgiven each year if the requirements are met. This comes out of TIF-1. Motion and second were made by Alderpersons Grimm/Lovell to approve ordinance for the TIF forgivable loan of $45,000 over five years with $9,000 being redistributed back each year for 309 Developments. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR RESOLUTION APPROVING A RENEWAL FOR THE CITY OF CANTON’ PROPERTY CASUALTY INSURANCE WITH ILLINOIS COUNTIES RISK MANAGEMENT TRUST. Kiesewetter referred to the summary letter in the packet that was given to council. He explained that since covid, most insurance has skyrocketed. He talked a lot about homeowners’ insurance and property insurance. He explained that our current insurance for the storm package was $271,000 with a renewal premium of $87,030 with a 32% increase. Mostly being driven by the amount of property coverage being bought into because of substantial improvements to the water treatment plant and the cost of things such as pumps and valves. The rate didn’t go up, there is just more property insurance. The City had an additional $52,857,456 of property coverage which is a substantial amount that nearly doubled. The water treatment plant sustained a significant loss in 2022 that included a $110,000 claim where a valve failed and flooded the basement. For example, Kiesewetter and Joe Curruthers spent time looking at the treatment plant which was covered for $7,000,000 and is now covered for $40,000,000. The reason for the big increase was the cost to fix everything based on the current prices, not what it would have been to fix everything back in 2022. Which is the reason why the insurance premiums have gone up on property coverage. Next, the law enforcement liability pricing is up 19% compared to last year. There has been a $1,000,000 cyber liability added as well. Ralph Grimm explained that it’s a concern that the liability policy is only at that amount, and that it should be more. There are a lot of categories that go into cybersecurity and that aren’t typically in the hundred thousand range, but more so in the million-dollar range. As cyber criminals become more advanced, it has evolved into larger covered limits. The council would like to see other surrounding areas cybersecurity coverage in comparison to Cantons. Motion and second were made by Alderpersons Chamberlain/Lovell to approve resolution approving a renewal for the City of Canton’ property casualty insurance with Illinois Counties Risk Management Trust. RESOLUTION APPROVING A RENEWAL FOR THE CITY OF CANTON’ WORKERS’ COMPENSATION INSURANCE WITH THE ILLINOIS PUBLIC RISK FUND. Kiesewetter explained that the workers compensation will be a little bit better than what the casualty insurance was. The expiring premium is only up 5%, and the reason for that is because the payroll is up 5% as well. There was no rate increase for the workers’ compensation, there is just more payroll than the previous year. The claims for the past year totaled up to $203,358 which is more than the annual premium paid to the workers compensation. If we had a traditional insurance company for this type of coverage, the premium would have raised 20- 50% with 100% loss ratio for the workers compensation. Which is why this is a benefit of being in one of the homogenous pools. Motion and second were made by Alderpersons Chamberlain/Ketcham to approve resolution approving the renewal for the City of Canton’ workers’ compensation insurance with the Illinois Public Risk Fund. REVIEW AND APPROVAL OF IDOT DOCUMENTATION REVIEW #73 COVERING THE RECEIPT AND DISBURSEMENT OF MOTOR FUEL TAX FUNDS BY THE CITY OF THE PERIOD BEGINNING JANUARY 01, 2022 AND ENDING DECEMBER 31, 2022. This was also included in the packet handed out. This is something new, which is just a formality that IDOT is now doing. It’s not something that is because anything was wrong, but because IDOT has been enacted as an audit and it will now be annually.
