Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on October 03, 2023 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. She attested to the owner’s integrity, trustworthiness and incredible organizational skills. MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell wished Joe Ginger Happy Birthday. He also, wanted make the public aware there have been numerous complaints about door-to- door solicitors in town and the City Clerk has Not issued any license for door to door. He stated that if anyone is solicited they are to contact the police department immediately so the officers are able to locate them and cite them. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Police Chief Eveland wanted to remind everyone that they are still taking applications from th organizations that are interested in participating in the Trunk or Treat event October 28 until th October 13. th Fire Chief reminded everyone of the Fire Department open house on October 10 from 4-7. Public Utilities Director Joe Carruthers explained that through satellite imagery with Astera they have located 57 different areas with water, not all of them being in the Canton area. COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR APPROVAL OF THE MUNICIPAL ELECTRIC RENEWAL RATES FOR THE CITY OF CANTON FROM DACOTT. Alderwoman Chamberlin said 0.0725 was Constellation and Homefield was 0.07253 for 12 months. The recommendation was to go with Constellation. Motion and second were made by Alderpersons Chamberlin/Lovell to approve Municipal Electric renewal rates for the City of Canton from Dacott. IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR RESOLUTION ACCEPTING BID FOR SURPLUS PROPERTY LOCATED AT 920 W. LOCUST STREET, CANTON, IL 61520. Alderman Ketcham stated that only one bid was received. It was from Gilliam Custom Fabrications in the amount between $52,000.00 and $55,000.00. It was bid that way because he wasn’t sure if closing costs were included in it. Motion and second were made by Alderpersons Ketcham/Gossett to accept the bid from Gilliam Custom Fabrications in the amount of $52,000.00 - $55,000.00 for 920 W. Locust Street and approve the Resolution for $52,000.00. ND RESOLUTION ACCEPTING BID FOR SURPLUS PROPERTY LOCATED AT 155 S. 2AVE, CANTON, IL 61520 Alderman Ketcham stated there was only one bid that came from Jarvis Welding in the amount of $40,000.00. Motion and second were made by Alderpersons Ketcham/Gossett to approve a Resolution to nd accept the bid for surplus property located at 155 S. 2 Ave. in the amount of $40,000.00. APPROVAL OF A REQUEST FROM LAKEWIND LLC/LORI SHAW FOR A CONDITIONAL USE PERMIT FOR A SHORT-TERM RENTAL AT 117 POPLAR CANTON, IL 61520. Ketcham stated this property is a VRBO vacation rental. Lori Shaw gave a presentation of the property in question. Motion and second were made by Alderpersons Ketcham/Gossett to approve the request from Lakewind LLC/Lori Shaw for a Conditional Use permit for a short-term rental at 117 Poplar Canton, IL 61520.
