Members Present: Chet Phillips, Dick Coay, Jim May, Chuck Chapman Others Present: Jim Elson, Clif O'Brien, Gary Orwig, Kevin Meade, Ray McKinney, Bob DeRenzy, Mike Elam, George Spahn, Bob Molleck, Kayma Duncan, John Freehling, Don Hopper, Howard Williams, Public Safety & Traffic Committee Chuck Chapman, Chairman The first item on the agenda was the fire report. Bob DeRenzy stated the monthly report was self explanatory. No action was necessary by the Committee. The police report was next. The report was self explanatory. Mike Elam noted that the call load was down but the criminal arrests are up. No action was necessary by the Committee. The ESMA report was next. Howard Williams requested permission to have a relay in the siren in the south end of town replaced. He stated all the sirens had been tested by hand and only one had problems. The cost of the relay is $500 plus shipping. Howard commended George Spahn on assisting in this endeavor. A motion was made by Chuck Chapman and seconded by Jim May recommending approval of the replacement of the relay. Voice vote. Motion carried. A request for reimbursement for car repairs for a city vehicle be reimbursed to the individual was next on the agenda. Mike Elam stated that an officer waa out of town and a police car broke down. The business would not take a purchase order and since the city does not have credit cards, the individual paid for the repairs with a personal credit card. Mike stated that the same day the report was presented at city hall, a check waa issued to the individual. No action was necessary by the Committee at this time. At this time Mike Elam presented a five year plan for purchasing police cars. He stated that Mayor Edwards, Harlan Banister and Chuck Chapman support this plan. Mike gave a synopsis of the history of the fleet, the condition on the fleet now, the amount of time and mileage put on the care, maintenance costs of the fleet, and his plan which allows the city to purchase more new equipment and to save money over a five year period. Discussion followed on the possibility of selling used police cars to be used as taxi cabs. The Committee discussed the possibility of having credit cards for the police department in case 1 of breakdowns and the number of hours Mike was commended by the Committee on the report. A motion was made by Chuck City Council the approval of the plan. vote. Motion carried. the cars spend out-of-town. the time and effort put into Chapman recommending to the Seconded by Jim May. Voice A motion was made by Chuck Chapman to refer to the Finance Committee the acquisition of credit cards for the police department. Seconded by Jim May. Voice vote. Motion carried. No further action was taken by the Committee and the Public Safety and Traffic Committee was adjourned. Streets and Garbage Committee Richard Coay, Chairman The first item on the agenda was a request from Clif O'Brien to have two garbage trucks repaired. He stated that the first truck needs two rams replaced. This is in the truck used as a backup. The cost is approximately $3,808.00. The other garbage truck, #54, needs anew fuel infector pump. Clif stated he did not have a price at this time. A motion was made by Dick Coay and seconded by Chuck Chapman recommending approval to have the two garbage trucks repaired. Voice vote. Motion carried. The 1994 Motor Fuel Tax program was reviewed next. Clif O'Brien stated that the city has approximately $250,000 to spend on this years' program. Discussion followed on the individual line items and the costs. The Committee came up with a $269,000 recommendation to send to the city treasurer. The list includes: Raising Manholes Scarifying & Reshaping Equipment Reimbursement Stock Materials Pavement Markings Ash Street from 4th Avenue to 11th Avenue Main Street from RR tracks to 200' South of Holly Oil and Chip - all streets listed Class I - Sunview Drive and Orchid Court First Avenue - Hickory Street to Linn St. 12th Avenue - Sycamore to the Cul-de-Sac TOTAL City City $ 70,000.00 (the tar kettle was listed twice) $ 37,603.50 $ 8,000.40 $ 48,547.00 $ 59,981.00 $ 10,935.75 $ 19,858.00 $ 9815.25 $ 4,147. o0 $268,887.90 A motion was made by Dick Coay and seconded by Chuck Chapman to refer the above list to the city treasurer. Voice vote. Motion carried. 2 No further business was discussed and the Streets and Garbage Committee was adjourned. Lake, Buildings & Grounds Committee Chet Phillips, Chairman The first item on the agenda was the clarifier bids. A motion was made by Chet Phillips and seconded by Dick Coay to open the bids. Voice vote. Motion carried. The bids were opened and a tab sheet is attached. A motion was made by Chet Phillips and seconded by Dick Coay to refer the bids to staff with a recommendation to be presented at the next City Council meeting. Voice vote. Motion carried. As an informational item, Kayma Duncan stated that a brochure for Canton Lake had been developed by the Community Development Department with assistance from Ray McKinney. She stated that approximately 350 of the brochures had been printed with the help of a local business. These brochures will be distributed to the Chamber of Commerce, the Parlin-Ingeraol Library and will be made available through City Hall as well as at the campground. No action was necessary by the Committee on this matter. The carp harvest at Canton Lake was next on the agenda. Ray McKinney stated he had received letters from two interested parties. He recommended Dennis Hartle. A motion was made by Dick Coay and seconded by Chet Phillips recommending Dennis Hartle be allowed to harvest the 10,000 pounds of carp from Canton Lake. Discussion. Ray McKinney stated he would put Mr. Hartle in touch with the agency in Springfield who will be overseeing this operation. Voice vote. Motion carried. The committee discussed the possibility of having the local bow club arrange a competition for shooting carp at the lake. No action was taken on this matter. No further business was discussed and the Lake, Buildings and Grounds Committee was adjourned.
