HomeMy WebLinkAbout08-27-1996 Mechanical Mechanical Committee City Council Chambers August 27, 1996 6:30 p.m. Present: Jo Anne Shores, Jim May Others Present: Mayor Donald Edwards, Kevin Meade, Dave Nidiffer, Bob Molleck, Jim Elson, Ray McKinney, Gary Orwig, Chief Elam, Rod Heinz, Harlan Banister, George Spahn, Linda Caudle, John Froehling, Brad Choat Public Safety & Traffic Committee Jo Anne Shores, Chairman Chief Elam presented the police report with a notation that there were 102 criminal arrests for last month. In the absence of Chief Jackson, Rod Heinz presented the monthly fire report which was self explanatory. In the absence of Howard Williams, Alderman Shores reported there were 150 volunteer hours last month for ESMA and that meetings from September through April will be held the 1st and 3rd Wednesdays. In regards to the DTN equipment for ESMA, Harlan Banister, Budget Advisor, asked that this item be held over pending further information. The City has received a request to renew an ad in the National Jewish News publication for $195.00. Discussion was held regarding the need for this type of advertising since we are an Equal Opportunity Employer. Motion by Alderman Shores, second by Alderman May to deny the request to advertise in the Jewish News. Voice vote, motion carried. No further business was discussed and the committee adjourned. Streets & Garbage Committee Chet Phillips, Chairman There were no items on the agenda, however, Alderman Molleck informed the committee he has received complaints of pigeon droppings on the sidewalks in the downtown area. No action was taken at this time and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman Ray McKinney addressed the committee regarding concerns of Jet Ski speeds of up to 65 mph. on Canton Lake. Ordinance provides for a speed limit of 30 mph. Committee decided to keep the restrictions as is on horsepower limits on the lake and to enforce the speed limit. No action was required. As an informational item, Ray told the committee that next year in order to obtain boat stickers, owners must show boat registration and a driver's license. No further business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Jim May, Chairman Motion by Alderman May, second by Alderman Shores to open bids for the Chopper Mixer Pump for the Waste Water Treatment Plant. Voice vote, motion carried. One bid was received which came from J.D. Wilson and Associates, 901 Mohawk, Crown Point, IN., in the amount of $18,563.00. Motion by Alderman May, second by Alderman Shores to refer the bid for review to staff and bring a recommendation to Council. Voice vote, motion carried. Ray McKinney discussed bulk mailing of water bills. The cost of bulk mail will increase next month. As a way to save costs, the city can become certified for bar coding at a cost of $450. With bar coding there is a discount on bulk mailing. Ray is putting together quotes. This is an informational item with no action required at this time. Ray McKinney informed the committee of problems with the septic tank at the lake leaking. In discussing the situation with Bob Anderson and Gary Zaborac, the best system to use would be a jet air system at a cost of $2680, plus the chlorine tablets. If this system is installed by city personnel, the additional $4,000 installation fee would be saved. Motion by Alderman Shores, second by Alderman May to approve $2680 for a jet air system with installation done by city personnel. Voice vote, motion carried. Ray informed the committee that there may be loan funds available to improve municipal and rural water systems under a recent bill passed by Congress for safe drinking water. Linda Caudle was asked to call Western Illinois Regional Council to obtain additional information. Ray McKinney requested permission to replace the aerators at the water plant at an estimated cost of $11,000 each. Currently there are two of these run by electric engines. These alternated on a 24 hour basis. Both have had numerous repairs. Motion by Alderman Shores, second by Alderman May to go out for bids on one new aerator for the water plant. Voice vote, motion carried. For information, Harlan Banister reported that Resource Management Inc. will send a preliminary assessed valuation report to the city next week. Attorney Jim Elson reported that several properties which we have received complaints have been mowed by the city. The owners have been identified and liens are being sent 2 "~r-' out. Privately owned property that is not kept up and has to be mowed by the city costs the owner around $150. each time it is mowed by city crews. Motion was made by Alderman May, second by Alderman Shores to move into executive session for the purpose of personnel. Roll Call vote: Ayes -Aldermen Shores, May, Meade, Molleck, Nidiffer.
