At the invitation of Chief Elam, Jim Kumer, coordinator of 911 updated the committee
and answered questions on the status of 911. The system is being tested for 100%
accuracy with the phone company and there is no projection as to when 911 will go on
line. Chief Elam voiced concerns about additional trained dispatchers needed to answer
emergency calls when 911 goes on line. 'T'hey must have well trained staffing due to the
liability inivolved. The police department does not have the funding to hire additional
dispatchers for 911. Financial Advisor, Harlan Banister said he felt the 911 board needs to
provide the funds for the extra dispatchers. Fire Chief Jackson stated that there is a
standard which provides guidelines on the number of dispatchers necessary for emergency
calls. Chief Elam stated that even though there will be a problem staffmg the dispatchers
the department has benefited by 911 already. He feels the committee needs to be aware
of the problems that can exist with improper staffing of 911 dispatchers and is seeking
guidance from the committee. No action was taken at this time.
Chief Elam presented the police report with a notation that June was a busy month with
above 100 criminal arrests. He also presented a report on the problems in parking lots and
in Jones Park occurring mostly on 3rd shift. He asked that he and attorney Jim Elson be
directed to investigate ordinances which allow more action be taken by the police
department on problems such as stated in his report. Motion by Alderman Shores, second
by Alderman Hartford to approve request. Voice vote, motion carried.
Chief Jackson presented the Fire Report which was self explanatory. He noted that thirty
man hours were spent on the recent drowning at Canton Lake and there may be a future
need for the replacement of some of their under water recovery equipment. He also
reported that 114 inspections of commercial buildings have been completed. It will take
from two to three years to cover the entire community.
Howard Williams gave the ESMA Report. Over 400 man hours were donated last month.
He also introduced Tom McKibben from the Data Transmission Network who gave a
demonstration of weather information equipment which operates via satellite. This
equipment may be leased by the city at a one time set up fee of $318 plus shipping and a
monthly fee of $64 which is paid annually ($768). Motion by Alderman Shores, second
by Alderman Hartford to allow Harlan Banister to look into this and hold the item over
until next meeting. Voice vote, motion carried.
Chief Elam requested that William Awl, Brad Jarvis and Kim Weaver be appointed to a
Citizens Advisory Board. The use of such boards are a proactive approach to policing our
community. Motion to approve the request made by Alderman Phillips, second by
Alderman Hartford. Voice vote, motion carried. Mayor Edwards added that these
persons will be appointed officially at the next council meeting. All three were present and
introduced to the committee. Mr. Awl commented that he has visited several police
departments and is very impressed with the professionalism in the Canton Police
Department.
Clark Wilson, Zoning Officer introduced Harry Thacker, owner of the Canton Inn. Mr.
Thacker is requesting permission from the city to place an 8' by 16' sign on N. Main Street
between Spoon River Animal Clinic and Motel 8. He has permission from the property
owner and also presented to the committee an outdoor advertising permit from the State
of Illinois. Motion by Alderman Phillips, second by Alderman Hartford to approve Mr.
Thacker's request. Voice vote, motion carried.
Mayor Edwards informed the committee that the Canton Futures Softball Team coached
by John Nelson won a 4 State Tournament recently. He has been asked for permission to
erect signs at the entrances to the city in recognition of the team and the state has been
contacted. Mayor Edwards also stated that the team represents Canton very well. No
further business was discussed and the committee adjourned.
Streets & Garbage Committee

Chet Phillips brought before committee a request seen in the newspaper by the Wesley
Church to vacate the alley between 32 and 44 North Ave. A for their expansion. Attorney
Jim Elson stated there is a statute that must be followed for the process of vacating an
alley. Motion by Alderman Hartford, second by Alderman Shores to refer this item to
Planning and Zoning. Voice vote, motion carried.
Clif O'Brien reported that bids were opened today for MFT. The low bid on overlay was
Pschirrer Asphalt Co. in Canton in the amount of $287,287.75 and the low bid on oil and
chip was Brandt Construction of Milan, Illinois in the amount of $30,519.68. Both bids
came in under estimate. Clif stated the need to begin work immediately and will start
raising man holes tomorrow. Bob Anderson, city engineer said there would not be a
problem starting the work before council approval. Motion by Alderman Hartford,
second by Alderman Shores to accept the low bids of Pschirrer Asphalt for overlay and of

Brandt Construction for oil and chip, and to begin work on the project as soon as
possible. Roll Call vote: Aye -Alderman Phillips, Alderman Hartford, Alderman Shores,
Alderman Meade and Mayor Edwards. Vote was unanimous. No further action was
required and the committee adjourned.
Lake, Buildings & Grounds Committee

Gary Zaborac, administrator of the Fulton County Health Department addressed the
committee with concerns about the future of Canton's water supply. He fears that private
homes around the lake using private disposal sewage systems can endanger the quality of
the water at Canton Lake. The life of these systems is approximately 20 years and in the
past year some of these systems have failed. Samples on raw water from February 1985
to June 1996 done by the state show that 84% of all samples collected were unsatisfactory
for coliform bacteria. Mr. Zaborac stressed that this is raw samples, not treated water and
that the city's drinking water is perfectly safe. Mr. Zaborac suggested that the city look
into long range plans to protect the water supply and suggested that the city look into an
alternate water supply and possibly a sanitary district for municipal sewage disposal.
Mayor Edwards stated that the city is already doing something about the quality of the
lake and its future with an on going Clean Lakes Program in place. Mayor Edwards also
stated that those people outside of the city limits should form their own taxing body for
establishing a sewage system and hooking on to the city's system. Each person hooking
on would be required to sign a pre annexation agreement. No action was required by the
committee at this time.
Ray McKinney presented a report on Canton Lake from the fish biologist in Pekin. The
report refers to Yellow Bass which have a tendency to take over a lake. Mr. McKinney
advised anyone catching a Yellow Bass not to throw it back in the lake. The report
suggested that the city remove 40,000 pounds of Carp from the lake and also to continue
the Large Mouth Bass regulation of 15". Motion by Alderman Phillips, second by
Alderman Shores to go out for bids on the removal of Carp from the lake. Voice vote,
motion carried.
Mayor Edwards reported that he has received complaints of motorcycles and 4 wheelers
damaging city property in the lake area. He does have the name of a person involved and
will meet with Chief Elam to discuss this problem. No committee action required.
Mayor Edwards also discussed problems Mr. Ellis is having with water draining on his
property on W. Myrtle Street. Clif O'Brien and Bob Anderson have both looked at this
property and feel that Mr. Ellis should do what he can to correct his problem. Clif feels it
is the private drain on his property that causes the problem. No action taken at this time
and the committee adjourned.

Public Works, Water & Sewer Committee

Ray McKinney presented quotes for purchasing chemicals for the water plant. Motion by
Alderman Hartford, second by Alderman Shores to accept the low quote of $53,395.57
from GS Robins & Co. Discussion followed addressing the issue of waiving the bidding
requirement. Alderman Hartford withdrew his motion and Alderman Shores withdrew her
second. Motion by Alderman Hartford, second by Alderman Shores to reject the quotes
and go out for bids on the chemicals used at the water plant with bid opening August 6,
1996 at Council. Voice vote, motion carried.
Mayor Edwards told the committee he had received a report from Clif O'Brien on the
expenses of the water line extension on Maple Street. In order to recover the city's costs
of $6,961, a charge of normal tap fees and an additional charge of $700 was
recommended by Clif to those persons hooking on to this line. Residents can begin
tapping on as soon as the water sample results are in. Motion by Alderman Hartford,
second by Alderman Shores to accept this fee and to have Ray McKinney notify the water
department. Voice vote, motion carried.
At this time motion was made by Alderman Phillips, second by Alderman Shores to move
into executive session for the purpose of discussing fire negotiations. Roll Call vote:
Ayes -Alderman Phillips, Alderman Hartford, Alderman Shores, Alderman Meade.
Motion was unanimous.
Minutes of the executive session are on file. No further business was discussed in open
session and the meeting was adjourned.
