The Police Report was presented. Chief Elam pointed out that criminal arrests are down
this month. He also discussed continuing problems with youth and young adults in
parking lots and in Jones Park and will be bringing suggestions to the Council regarding
this matter. He also expressed his desire to charge a $5.00 service fee for those persons
wanting to look at the list of sex criminals in accordance with the Community Notification
Act. Motion by Alderman Hartford, second by Alderman May to send this request to
council.
Chief Elam reported that a special committee conducted interviews last week for selecting
the 1st K-9 Officer for Canton. Officer Rick Nichols has been named to this position and
he and his family were introduced by Chief Elam. Rick thanked the council for their
support of the K-9 project.
Motion by Alderman May, second by Alderman Hartford to allow 2 police officers to
attend the Mid States Organized Crime Information Center Conference in Topeka,
Kansas, September 17 through 19, 1996 at an estimated cost of $705.00. Voice vote,
motion carried.
Chief Jackson presented the Fire Report which was self explanatory. Two quotes were
received on refurbishing the fire truck. One in the amount of $67,000, no name given, and
one from RPI of Indianna for $58,000. Motion by Alderman Hartford, second by
Alderman Phillips to waive the bidding process and to accept the lowest quote of $58,000
from RPI, for truck refurbishing. Voice vote, motion carried.
Motion was made by Alderman Phillips, second by Alderman Hartford that Chief Jackson
receive a 2 week vacation this year, and his personal days as discussed at the time he was
hired. Voice vote, motion carried
Howard Williams reported on ESMA activities pointing out that 710 man hours were
donated by volunteers last month. He also announced that ESMA has a new logo which
will be seen on their yellow T-shirts and on their stationery.
Property on North Avenue B that has received several complaints was discussed. Chief
Elam will look at this property and contact the Fulton County Health Department for an
inspection. He will bring a recommendation to Legal and Ordinance Committee.
Mayor Edwards addressed the problem of garage/yard sale posters being attached to road
signs and to utility poles. He asked Chief Elam to have the health officer return some of
these signs to the people at the addresses posted and issue a warning. No further business
was discussed and the committee was adjourned.
Streets & Garbage Committee

Steve Kindel, representative of CIPS presented a slide program from Dow Elanco on a
tree growth regulator CIPS wishes to use on the terrace trees in Canton to help cut down
on tree trimming. This small capsule, about the size of a Tylenol tablet, is not harmful to
trees. CIPS will fund this program. CIPS will not use the growth regulator on any
terrace tree where the resident objects. CIPS is asking for approval to begin this program
in Canton and to work with Clif O'Brien on the project. Motion by Alderman Hartford,
second by Alderman May to send this request to council. Voice vote, motion carried.
Clif O'Brien requested permission to purchase proper signage needed for working on
water main breaks, especially along state routes. The cost for the "Construction Ahead"
and "Flagman" signs is $995 plust shipping. Motion by Alderman Hartford, second by
Alderman May to approve this purchase. Voice vote, motion carried. No further business
was discussed and the committee adjourned.
Lake, Buildings & Grounds Committee

Mayor Edwards reported that UPS has placed a drop box in the Fulton Square Parking
Lot with permission granted from Fulton Square Corporation. Motion by Alderman
Phillips, second by Alderman May to approve the placement of the drop box with a
recommendation to UPS to secure it to the ground. Voice vote, motion carried. No
further business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee

City engineer, Bob Anderson gave a report on the Kilroy Lift Station on the Zink Farm.
He recommends that this 22 year old station be replaced and relocated on a different site
due to the amount of flooding it receives and the severe maintenance fees incurred. Mr.

Anderson will do an engineering report on the project. This is an informational item only,
no action required by committee at this time.
Motion by Alderman Phillips, second by Alderman Hartford to open bids for the Ag
Truck. Voice vote, motion carried. One bid was received from Ag-Chem Equipment
Company, 5720 Smetana Drive, Suite 100, Minnetonka, Minnesota in the amount of
$36,000, accompanied by a Bid Bond in the amount of 10%. Motion by Alderman
Hartford, second by Alderman Phillips to refer this bid to staff and bring back to council.
Voice vote, motion carried.
Gary Orwig requested permission to spend $2200 for repairs to the compressor on the
Digester at the Waste Water Treatment Plant. Motion by Alderman Phillips, second by
Alderman Hartford to approve this expenditure from the depreciation account. Voice
vote, motion carried.
Ray McKinney reported that his staff has installed all 8 filters that were purchased for the
water plant and he is ready to have a technician set the gages to get the pumps going
Estimated cost of a technician will be approximately $3,000 to $5,000. Motion by
Alderman Phillips, second by Alderman Hartford to approve up to $5,000 out of the
depreciation account. for the technician. Voice vote, motion carried.
Clif O'Brien addressed two outstanding bills in the amount of $1,014.44 for the
Renaissance Care Center in Canton. Gary Orwig has been there 3 times and removed
their towels from plugging the sewer. Clif has been there twice and removed rubber
gloves, hand towels, and wash cloths from their plugged sewer. They are the only ones on
this line. Clif has discussed this problem with maintenance personnel The administrator
has avoided his visits and scheduled meetings to discuss the problem. The office was
contacted today to notify them that this bill would be discussed at tonight's meeting,
however, no representative is present. Clif requested that these outstanding bills be added
to their water bill with service shut off if bill is not paid. Motion by Alderman Phillips,
second by Alderman Hartford to approve this request. Voice vote, motion carried. No
further business was discussed and the committee adjourned.
