HomeMy WebLinkAbout05-28-1996 Mechanical Mechanical Committee City Council Chambers May 28, 1996 6:30 p.m. Members Present: Jim May, Joanne Shores, Chet Phillips, Jim Hartford Others Present: Bob Molleck, Dave Nidiffer, Mayor Donald Edwards, Jim Elson, Ray McKinney, Chief Elam, Chief Jackson, Clif O'Brien, Harlan Banister, George Spahn, Peggy Buskirk, John Froehling, Brad Choat, Neils Sorrels Public Safety & Traffic Committee Joanne Shores, Chairman The Police Report was presented and was self explanatory. Alderman Shores complimented Chief Elam and his staff on a good job during the Bull Trial. Alderman Phillips asked what the city received for a parking ticket and the Chief said $5.00. Chief Elam has given a new fee structure for fines to Harlan Banister for review. Some discussion was held on possible community service to work off fines. The Mayor said that should be left to the discretion of the attorney. Chief Jackson presented the Fire Report which was also self explanatory. He mentioned one quote had been received so on the truck refurbishing. Chief Jackson will be talking to the city attorney to see about an ordinance that would require a time limit, perhaps 72 hours, for clean up and boarding up of property destroyed by fire. This is a safety concern. However, the property owner is responsible, so an ordinance is needed. Motion by Alderman May, second by Alderman Hartford to send this issue to Legal and Ordinance Committee for consideration. Voice vote, motion carried. For informational purposes, at 5:30 a.m. Thursday morning they are taking a field trip to Appleton, Wisconsin to evaluate Peirce Fire Apparatus. The Chief is setting up three committees to help write specs. No ESMA Report was given After review, Chief Elam suggests placing a street light at the intersection of 6th Avenue and Liberty Place. Motion by Alderman Hartford, second by Alderman May to place a street light at the intersection of 6th Avenue and Liberty Place. Voice vote, motion carried. Chief Elam stated there were not enough vehicles for a speed study on N. 9th Avenue between Locust & Ash Street. It is a narrow street, much like an alley. Motion by Alderman Hartford, second by Alderman May to place a 15 MPH restriction on this area of North 9th Avenue. Voice vote, motion carried. `~/` `~ Regarding the parking limit request on 16th Avenue north of Chestnut Street, Chief Elam stated they had measured, and it is a wide street. No real problem was found, and he suggests to leave as is. No action was taken. Chief Jackson asks that the committee approve purchasing the American Heat Series Training Tape for the Fire Department. It is in the budget, but there is a special price of $888 if ordered by a certain date. There are lots of advantages with this tape he said. Motion by Alderman Phillips, second by Alderman Hartford to send this request to order the training tape for $888 to council for approval. Voice vote, motion carried. Harlan Banister spoke about the BOCA Conference on Zoning to be held July 18 & 19 in St. Paul, MN. It will be 10 hours contact time during the two training days and there will be six panel discussions. A handbook will be given to those attending. The cost is $229, registration; $77 hotel rate for a single, plus expenses for meals and mileage. Total cost should not be more than $1,000. This would be an excellent conference for Clark Wilson to attend. Motion by Alderman Hartford, second by Alderman Phillips to send to council for approval, Clark Wilson attending the BOCA Conference Training Sessions on Zoning July 18 & 19. Voice vote, motion carried. No further business was discussed and the committee was adjourned. Streets & Garbage Committee Chet Phillips, Chairman Clif O'Brien stated the dates for GABBY Days have been changed to work with the West Side Association. GABBY Days will now be June 22 & 23. Pick up will be the week starting June 24. No appliances, no yard waste, no tires, and no car batteries will be picked up. The computer for the student in the engineering department was discussed. A list of specs and prices were given to committee with Canton's Radio Shack being least expensive. The mayor had given Ben Bankert approval to go ahead and order software so he could start working. He used his own money because of a cheaper price for students. There was some discussion of the equipment systems quoted. Motion by Alderman Shores, second by Alderman Hartford to reimburse Ben Bankert immediately for his cost and authorize him to place the order with the low quote of Radio Shack if Bob Anderson is in agreement. Voice vote, motion carried. The mayor will sign a PO and the equipment will be ordered tomorrow so work can get started. Harlan mentioned Susan and Nancy have computers in the budget. He will use the same specs as Linda's computer and get prices to bring back to committee. We want the computers to be compatible he said. No further business was discussed and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman 2 Mike Elam complimented city public works crews on the good job in tearing down the house on city property next to the police station on E. Ash. The Chief would like to get a building there for storage for bicycles, etc. Clif has measured the lot and will work on specs and plans and bring back to committee. George Spahn could watch for supplies at NAEIR for the building. Harlan suggested maybe the ESMA office and equipment could also be put in there. Some suggestions were briefly discussed but no action taken. Mayor Edwards brought up city property at 6th Avenue and Oak Street -Fire House #2. We get $375 per month rent from the school but we are not in the rental business. He feels we should consider selling it and this would help offset costs for fire equipment. Motion by Alderman Phillips, second by Alderman Shores to have the city attorney draw up an ordinance to start procedure for the sale of city property. Voice vote, motion carried. No further business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Jim May, Chairman The committee had no business to discuss. At this time motion by Alderman Hartford, seconded by Alderman Phillips to go into executive session for the purpose of discussing fire negotiations. Roll call vote: AYES: Alderman Hartford, Alderman Phillips, Alderman Shores, Alderman May. Motion carried. Minutes of the executive session are on file.
