HomeMy WebLinkAbout04-23-1996 Mechanical Mechanical Committee City Council Chambers Apri123, 1996 6:30 p.m. Members Present: Jim May, Joanne Shores, Chet Phillips, Jim Hartford Others Present: Bob Molleck, Dave Nidiffer, Mayor Donald Edwards, Jim Elson, Steve White, Gary Orwig, Don Edwards, Chief Jackson, Harlan Banister, George Spahn, Linda Caudle, John Froehling, Brad Choat, Journal Star. Public Safety & Traffic Committee Joanne Shores, Chairman The Police Report was presented and was self explanatory. The Fire Report was also self explanatory. Chief Jackson included a report on the cost incurred on the Bull Trial. He also reported he is planning a field trip to Wisconsin where fire trucks are constructed. Interested persons should contact him. Howard Williams reported the ESMA volunteer group continues to grow with 25 to 30 members. He also has an equestrian unit available for emergencies. A group of volunteers will be going to the Weather Bureau in Lincoln for a video taped tour which will air on local cable channel 3. He also informed the committee that all storms are now being documented by the ESMA volunteers. No further business was discussed and the committee was adjourned. Streets & Garbage Committee Chet Phillips, Chairman Clif O'Brien presented the final MFT list for 1996 work. Jim May asked to include 9th and 10th avenues for oil and chipping from Elm to Chestnut. The cost would be approximately $2,000. Jim Hartford made a motion to add these two streets to the list, seconded by Jim May. Voice vote, motion carried. Mayor Edwards had received a complaint about the barricade at the end of West Elm Street. It needs to be either taken down or repaired. Clif O'Brien suggested that this barricade be removed. Motion by Jim Hartford, seconded by Jim May to remove barricade. Voice vote, motion carried. Mayor Edwards informed the committee that the Chamber of Commerce has asked if the city would consider purchasing decorative cement trash containers for downtown. He suggested we purchase 6 containers from downtown TIF funds and place them in front of the Theater, Capital Music, CEFCU, Dollar General, and the Newstand and at one other area. According to information provided, the cost would be approximately $400 each. Clif O'Brien will check with Abel Vault and Monument for local availability and prices and report back to committee. Motion by Jim Hartford, seconded by Jim May to approve the concept of purchasing downtown trash containers from TIF Funds. Jim Hartford had a request for a street light at North 6th and Liberty Place. Motion by Jim Hartford, seconded by Jim May to refer the request to the Police Department for a recommendation at next committee meeting. Voice vote, motion carried. Clif O'Brien requested permission to rent two, 35 horsepower tractors for mowing approximately 4 to 5 months. Total cost for the two tractors is $600 per month. Motion by Jim Hartford, seconded by Jim May to approve this request. Voice vote, motion carried. No further business was discussed and the committee was adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman The report on the city property next to the Public Safety Building from Chief Elam was held over until next committee meeting as the Chief is on vacation this week. Clif O'Brien requested the purchase of a power screed (vibrator used for cement work) be purchased at a cost of $695 instead of renting the equipment at a cost of $58 per day. This will be needed when work begins on the handicap ramps. Motion by Chet Phillips, seconded by Joanne Shores to approve this expenditure out of Capital Funds. Voice vote, motion carried. The rejection of the bids for city owned property in Wright's Addition and in Jones Second Addition was discussed. Motion by Chet Phillips, seconded by Jim May to reject the bids at next council meeting and to re-advertise for bid proposals with a minimum bid of $5,000 on the parcel in Wright's Addition and a minimum bid of $6,500 for the parcel in Jones Second Addition. Voice vote, motion carried. Steve White addressed the Boat License Ordinance. A change to the ordinance was approved at committee level but was never brought before Council. The Ordinance read that a boat license was good January 1st through December 31st however, the boat license is good April 1st through March 31st and is the way they are now being issued. This change is reflected in the proposed Ordinance. Motion by Chet Phillips, seconded by Jim May to send the Ordinance to Council. No further business was discussed and the committee was adjourned Public Works, Water & Sewer Committee Jim May, Chairman Clif O'Brien requested the purchase of a Cut off Saw to be used for cutting pipe in ditches. The one he has been using is worn out. This has been a budgeted item for the past two 2 years. Motion by Chet Phillips, seconded by Jim Hartford to spend $795 out of Capital Funds for the purchase of a cut off saw. Voice vote, motion carried. As an informational item, Mayor Edwards discussed the continuing water problems on Van Dyke Drive. He asked the committee to consider looping Van Dyke Drive along with North Park and Middle Park to tie those three areas together. Bob Anderson has been asked to investigate this and bring back a recommendation. Motion by Jim Hartford, seconded by Joanne Shores to approve the concept of looping Van Dyke Drive pending recommendations from Bob Anderson. Voice vote, motion carried. At this time motion by Jim May, seconded by Joanne Shores to go into executive session for the purpose of discussing personnel and overtime. Roll call vote: Shores -Aye, Phillips -Aye, Hartford -Aye, May -Aye. Motion carried. Minutes of the executive session are on file. No further business was discussed and the committee was adjourned.
