Members Present: Joanne Shores, Jim Hartford, Chet Phillips, Jim May Others Present: David Nidiffer, Mayor Edwards, James Elson, Gary Orwig, Clif O'Brien, Chief Elam, Chief Jackson, Clark Wilson, Steve White George Spahn, Linda Caudle, Harlan Banister, John Froehling, Brad Shoat, Peoria Journal Star Public Safety & Traffic Committee Joann Shores, Chairman The police report by Chief Elam was self explanatory and is on file. He reported that the 1st Citizens' Police Academy graduation ceremony will be held March 7, 1996 at 7:45 p.m. at 101 East Spruce. Chief Jackson's fire report is self explanatory and on file. He pointed out that the three truck evaluations are included in his report and they will be discussed at a later date. He+ reported that ISO will make a return visit in May. ESMA Coordinator Howard Williams provided a written report which states that the emergency staffing pattern is being realigned and new guidelines are being established. Meetings are Wednesdays at 7:00 p.m. at their EOC. Attorney James Elson received a letter of complaint regarding the Jackson Neal property on Johnson Court. The health department feels this property is a health problem. Motion by Chet Phillips, seconded by Jim Hartford to give Chief Elam the authority to proceed with the necessary steps to address this problem. Voice vote, motion carried. Building Official Clark Wilson and Chief Jackson provided information on the Robert Wheeler Property at 424 South 4th Avenue. Dale Berry, Chief Jackson and Clark Wilson made a joint inspection on January 26, 1996. Mr. Wilson sent photos and information to Mr. Wheeler today by certified mail regarding this inspection along with a letter requesting a response within 7 days. Chief Jackson sent to Mr. Wheeler information as well as the citation and a list of violations in regards to his inspection. A video was made of this inspection. It was pointed out that Mr. Wheeler did not file for a permit for occupancy nor did he file for a use permit. Mayor Edwards stated that Mr. Wheeler came before the council to state his intentions of opening a recycling center but there was no inspection of the building when the business opened. The Mayor's office and the aldermen have been receiving complaints for three months on this property. Discussion on this matter is informational only and no action is required at this time by the committee. Attorney Jim Elson addressed the committee in regards to Dahm Hall. In the Fall of 1993 the City paid the back taxes on the property and entered into an agreement with Hidden Treasures, Inc. in which they would repair the building according to a work schedule that requires all work to be done by January 1997. It appears that the work has come to a halt. Motion by Chet Phillips, seconded by Jim Hartford to have the city attorney send a letter to Hidden Treasures, Inc. stating that the City is monitoring the situation and must be informed on work being done. Voice vote, motion carried. Mr. Elson reported on the Bob Watt's property stating that Mr. Watts has not been able to provide a bond which is necessary according to our agreement we reached with him in regards to halting the condemnation proceedings. Motion by Jim Hartford, seconded by Chet Phillips to have Mr. Elson send a letter to Mr. Watt's attorney allowing 7 days in which to provide a bond, otherwise agreement is cancelled and condemnation proceedings will continue. Voice vote, motion carried. Chief Jackson addressed the committee concerning fire protection for Spoon River College. Mayor Edwards stated that in 1972 Spoon River College located in Canton with the understanding that fire protection would be provided by the City. Research has not provided a written agreement to this affect. Motion by Jim Hartford, seconded by Chet Phillips to continue to provide fire protection to Spoon River College without interruption and to draft a written agreement to be approved by the College Board and the City Council. Voice vote, motion carried. No further action was taken and the Public Safety and Traffic Committee adjourned. Streets and Garbage Committee Chet Phillips, Chairman Clif O'Brien requested that each alderman comprise a list of streets in their respective wards which they would like to see included in this year's Motor Fuel Tax work. Clif requested the lists be given to him within the next 2 weeks for review. MFT work will be done the last week of July and the first week in August. For information Mayor Edwards stated he had talked with John Belless of DOT and also Bob Anderson regarding Handicap Ramps. Bob has sent the plans to DOT. No further business was discussed and the Streets and Garbage Committee adjourned. Lake, B~imdF~ar~~fordro~~iasrmanmittee The City owned property on East Ash along the alley next to the Public Safety Building was discussed. Motion by Chet Phillips, seconded by Joann Shores to have Clark Wilson proceed with research on this property regarding set backs and variances required to construct a storage building and to bring a recommendation to committee. Voice vote, motion carried. A new roof for the Mausoleum was discussed. Motion by Chet Phillips, seconded by Joann Shores to go out for bids on a new metal roof and to have City Engineer, Bob Anderson draft the bid specs. Voice vote, motion carried. Chairman Hartford also requested that Options A and B be on the IDOT Drug Policy be discussed at the next council meeting. No further business was discussed and the Lake, Buildings and Grounds Committee adjourned. Public Works - Water and Sewer Committee Jim May, Chairman Gary Orwig reported that one of the large storm pumps was repaired by Manufacturing Services last week at a cost of $2,897.38. Motion by Jim Hartford, seconded by Joann Shores to approve the expense to be taken from the depreciation fund. Voice vote, motion carried. Mayor Edwards reported he had received a complaint from Bea Hall who resides at the entrance of the Big Creek Park on North Park Drive. She has been getting rusty water. Clif O'Brien stated he is aware of the problem which is caused by her being on the end of the line. Clif will check with Ray McKinney on this situation. As an information item only, Mayor Edwards commended Clif O'Brien on making a wise decision in the field today while work was done on the North End Sewer Project. Water was shut off on North Main from 9:30 a.m. until noon as a safety measure to protect workers and prevent damage to the 12 inch water line that had to be exposed. The work was done with no problems and the line is now secure. Motion was made by Chet Phillips, seconded by Jim Hartford to convene into executive session for the purpose of discussing fire negotiations in regards to a negotiations meeting March 4, 1996 at 6:00 p.m. in the office of attorney Bruce Beal. Roll call vote as follows: Hartford - aye, Phillips - aye, Nidiffer - aye, Shores - aye, May - aye. Motion carried. Minutes of the executive session are on file.
