Finance Committee

Motion by Alderman Molleck, second by Alderman Meade to go into executive session
for the purpose of Fire Negotiations. Roll call vote: AYES- -Meade, Molleck, Sarff,
Motion carried. Executive session minutes are on file. Committee reconvened into open
session.
The bills were discussed. Alderman Sarff asked to add to the Police Department bills,
Canton's portion of the 911 billing from Ameritech pending adequate proof from the
company. Motion by Alderman Meade to add this bill pending information and to send
the bills to council for approval, second by Alderman Molleck. Voice vote, motion
carried.
Clif O'Brien requested permission to purchase a MSA four-gas detector at a cost of
$2,443.05 from Sidener's in St. Louis. This purchase will bring the Confined Spaces
Safety Program for System Maintenance in compliance with the Illinois Department of
Labor. Motion to approve purchase by Alderman Molleck, second by Alderman Meade.
Voice vote, motion carried.
Mayor Edwards informed the committee that the Canton High School FFA Chapter would
like to paint the Dinky at the Depot as a class project. Motion by Alderman Meade,
second by Alderman Molleck to have Clif O'Brien contact the advisor, Mr. Delligatti, to
work out the details of this project. Voice vote, motion carried.
Gary Orwig presented a quote of $5,950 from Pschirrer Asphalt to oil and chip the road at
the Waste Water Treatment Plant. The funding will come from the depreciation fund.
Since the road work needs to be completed by the end of the month there is not enough
time to go through the bidding process. Motion by Alderman Meade, second by
Alderman Molleck to accept this quote and to waive the bidding process. Voice vote,
motion carried.
The next item on the agenda has already been added to this month's bills for the Waste
Water Treatment Plant. No action required.
Chief Jackson asked permission to obtain quotes on 18 sets of turn outs for the fire
department and bring them to nmthe next Mechanical meeting. Motion by Alderman
Meade, second by Alderman Molleck to approve this request. Voice vote, motion carried.
Motion by Alderman Molleck, second by Alderman Meade to move the six city owned
cars and the old street sweeper to the Waste Water Treatment Plant and to advertise for
bids on these vehicles with minimum bids be in place for each one. Voice vote, motion
carried. In a related item, Mayor Edwards recommended to Clif O'Brien that he begin
preparing specs to advertise for bids for a new dump truck for the street department. No
further business was discussed and the committee adjourned.
Negotiations, Grievance & Personnel Committee
Kevin Meade, Chairman
Clark Wilson, representing the city's insurance committee, discussed an insurance bill for a
dependent of an employee which was refused by Mutual Medical. This was a medical
condition, not cosmetic. The employee has two letters from doctors stating it was a
medical condition which was treated by a dentist. Motion by Alderman Molleck, second
by Alderman Sarffto approve payment of this bill by Mutual Medical. No further business
was discussed and the committee adjourned.
Community & Industrial Development Committee

Clif O'Brien informed the committee that Bob Anderson has put out for bids the
downtown sidewalk program which is funded by TIF.
Alderman Molleck told the committee that an individual was interested in purchasing city
owned lot #58 along 4th Avenue. Adjacent to that lot are lots 57 and 61. Motion by
Alderman Sarff, second by Alderman Meade that an appraisal be completed on all three
lots and the city advertise for bid proposals for these lots. Voice vote, motion carried.
No further business was discussed and the committee adjourned.
Mayor Edwards addressed the committee concerning the problem of pigeons on South
Main Street, just off the square. The area has been washed down and will be washed
down before the parade on Saturday. The possibility of having the police department
shoot the pigeons was discussed. Motion by Alderman Sarff, second by Alderman Meade
to allow Chief Elam to take any action necessary, at his discretion, to alleviate the pigeon
problem . Voice vote, motion carried.
