Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on September 05, 2023 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Walters, Treasurer Crystal Wilkinson, Fire Chief Scott Roos, Police Chief Michael Eveland, Utility Director Joe Carruthers, City Engineer Keith Plavec. Clean up week will be September 5-9. Nate Jackson was recently appointed the Parlin Ingersoll Library Board due to a resignation. Motion and second were made by Alderpersons Gossett/Hale to approve appointing Nate Jackson to the Parlin Ingersoll Library Board. The Proclamation for Chamber of Commerce Week was presented to Carla Bobell, Executive Director of the Chamber of Commerce. CITY CLERK COMMUNICATIONS DEPARTMENT HEAD COMMUNICATIONS/REPORTS Fire Chief Roos announced that they will be having an open house October 10 during fire prevention week from 4-7 p.m. Utility Director Joe Carruthers announced substantial completion date for the Water Treatment st Plant was September 1. He also gave an update on the Leak Detection Program and stated that ten to twelve days ago a leak was located being one of the largest leaks he has ever seen. A sixteen in water main line that ran to the ethanol plant had burst out the side of it. A fisherman in a strip mine pond spotted it and called the County when he saw water blowing water out of the bank. Joe stated a school bus would have fit in the hole it was that big. It was causing about a 600,000 gallon per day loss. We are now back at a normal pumping rate. CONSENT AGENDA APPROVAL OF THE MINUTES OF THE REGULAR CITY COUNCIL MEETING ON 08-15-2023. This is a repeat event. Motion and second were made by Alderpersons Hale/Gossett to approve the Downtown Special Event and Road Closure Request of Canton High School Homecoming Parade to be held on September 29, 2023. Motion and second were made by Alderpersons Hale/Gossett to approve the Downtown Special Event and Road Closure Request for the JFL Fundraiser to be held on September 23, 2023. Alderperson Hale stated that this is a repeat event and pointed out that this would not be on the same day as the Taste In Canton as it has been in previous years. Motion and second were made by Alderpersons Hale/Ketcham to approve the Downtown Special Event Request for the Cemetery Walk to be held on October 1, 2023. COMMUNITY AND ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND RANCHO NUEVO MEXICAN RESTAURANT, INC (811 N. MAIN ST.). Alderperson Lovell explained that we are agreeing to pay them up to $29,500.00.00 which he believed to be 25% of their costs of the improvements that they have made. Mayor McDowell added that they created an addition and added a parking lot as well. Motion and second were made by Alderpersons Lovell/Grimm to Approve the Execution of a Redevelopment Agreement by and between the City of Canton, Fulton County, Illinois and Rancho Nuevo Mexican Restaurant Inc. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO THE TIF REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND DANIEL LATTIMORE AND LATTIMORE PROPERTIES, LLC. This is an amendment to the agreement that is already in place. Alderperson Lovell asked Attorney Jump to elaborate on the actual changes to the amended agreement. Jump state that one of the changes was giving them an additional six months. The original agreement stated twelve months which brings it to eighteen months to complete the project. They are amending section C. which stated they needed to complete a verified amount of $30,000.00 in TIF eligible costs. That has been decreased to $20,000.00. The original $21,000.00 cap has not changed. It is only the verification levels and timing that has changed. Motion and second were made by Alderpersons Lovell/Nelson to Approve the Ordinance Executing the First Amendment to the TIF Redevelopment Agreement with the Addition of Subsection C1, A and B. by and between the City of Canton, Fulton County, Illinois and Daniel Lattimore and Lattimore Properties LLC. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A SECOND AMENDMENT TO THE TIF REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND JACOB POSTIN AND BROOKE POSTIN AND JBP PROPERTIES, LLC. Alderperson Lovell stated that this amendment is adding an additional six months to their time and has two payouts. The first one is at $137,500.00 which has been met and paid out $15,000.00. The agreement initially stated that and additional $150,000.00 had to be spent to receive another $15,000.00. That was reduced to $112,500.00 just to get them a total of $250,000.00 to get back a total of $30,000.00. Attorney Jump added this was initially for eighteen months and with the additional six months, it is now at twenty-four months. Mayor McDowell stated that the reason for the extension was due to there being an issue with getting materials that was beyond their control. Motion and second were made by Alderpersons Lovell/Nelson to approve the execution of a second amendment to the TIF Redevelopment Agreement by and between the City of Canton, Fulton County, Illinois and Jacob Postin and Brooke Postin and JBP Properties, LLC. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR APPROVAL TO SEEK BIDS FOR A NEW TRACTOR AT THE WATER TREATMENT PLANT. Utility Director Joe Carruthers explained that the Water Treatment Plant and Public Works Department is asking permission to go out and seek bids for a new piece of equipment which is a tractor. The current one they have is thirty-one years old. Carruthers went on to describe the package that comes with the type of tractor they are seeking. He added that it is a budgeted item. Alderwoman Lingenfelter asked Carruthers what their plan is for the old tractor. Carruthers replied that they were not sure yet. It would be either be repurposed or traded in. However, given the age and condition of it they are leaning towards trading it in. Jump requested that Carruthers have a trade-in value added to the bid packages as part of any bid. Motion and second were made by Alderpersons Lingenfelter/Gossett to Approve Seeking Bids for a New Tractor for the Water Treatment Plant. RESOLUTION APPROVING W. VINE STREET WATER MAIN IMPROVEMENT BID TO BE PAID OUT OF THE INFRASTRUCTURE FUNDS. There were four bids that were submitted. The lowest bid was for PIPCO Companies Limited in the amount of $137,875.00. Motion and second were made by Alderpersons Lingenfelter/Ketcham to Approve the Resolution to Accept the Bid from PIPCO Companies Limited in the amount of $137,875.00 to be Paid Out of the Infrastructure Funds for the Improvement of W. Vine Street Water Main.
