COMMITTEE REPORTS: FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR LABOR AND EMPLOYEMNT ALDERPERSON RALPH GRIMM, CHAIR PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR ORDINANCE APPROVING THE PURCHASE OF BODY-WORN CAMERAS AND RELATED SYSTEM ACCESSORIES AND WAIVING COMPETITIVE BIDDING REQUIREMENTS. Chief Eveland stated this is going to be mandatory by January 01, 2025 as part of the SAFE-T Act. The department has been working on this for approximately a year now. A few different body cameras have been tested and the end decision is going to be the AXON body cameras. The budget was $30,500.00 based off the initial quote, with some talking and negotiation the final price is now a 5-year contract and is $128,248.83 which will equal $25,649.00. This is the same company that the tasers have been purchased through. After we have had the cameras for 2.5 years, with the plan we have, we will receive all new body cameras. At the 5-year mark, new ones will be received also. They will be under a service plan so that if any break, they will be replaced without having to wait for the 2.5-year mark. There will be no additional fees to get any fixed to access the data inside. If for some reason the storage ends up not being enough, which is not likely, it would cost to get more storage. There will be rules in play. The officers will be governed by the SAFE-T ACT for the state of Illinois. If body camera footage were to be requested by FOIA, there is very specific items on redaction software that will let us comply with the FOIA requests.
