City Council Chambers

Public Safety & Traffic Committee

Chief Elam distributed his written monthly report and discussed the 911 agreement. He
requested authorization to purchase nine radio units at $250 each. Motion by Alderman
Hartford, second by Alderman Shores to approve expenditure. Voice vote, motion
carved.
As an informational item, Chief Elam reported that the Police Department's three part
drug plan is working well and he is very pleased with the results.
Fire Chief Jackson, presented the monthly fire report and added that the department has
been receiving training on the Cairns IRIS infrared imaging system. He also reported that
he, along with Mayor Edwards, Clark Wilson and Jim Elson met in Springfield last week
with the EPA and that the EPA is going through the necessary steps for clean up of the IH
Plant.
There was nothing to report for ESDA.
Chief Jackson asked approval to purchase six SCBAs (self contained breathing apparatus)
along with spare 30-minute bottles. Cost is $18,584 and is included in the Capital Budget.
Motion by Alderman Phillips, second by Alderman Shores to approve expenditure. Voice
vote, motion carried. Chief Jackson would also like to trade the old bottles for additional
items needed for the department. Attorney Elson will investigate this possibility as a
number of factors would be involved. He will bring back a recommendation to the next
council meeting.
Clark Wilson discussed the burned out Player's Lounge on West Locust Street. He sent a
letter to the building's owner and feels that the city needs to move forward and placard the
building tomorrow. Attorney Elson added that the insurance company has issued a check
but there is a question as to who has the check. After further discussion, motion by
Alderman Phillips, second by Alderman Hartford to prepare an ordinance regarding the
handling of burned out buildings and action taken regarding same and to allow Clark
Wilson to placard the Player's Lounge tomorrow. Voice vote, motion carried.
Motion made by Alderman Hartford, second by Alderman May to send Chief Jackson and
Clark Wilson to a one day Brownfield Seminar, December 9th, in Brookfield, at a cost of
$35.00 each plus one night's lodging and expenses. Voice vote, motion carried.
Mayor Edwards informed committee that the Liquor Commission held a hearing Monday
regarding a request from Event Manager's Inc. regarding a license for the new banquet
facility at 1120 East Linn. The Liquor Commission will recommend to the next council
meeting, the approval of a supper club license to Event Manager's, Inc.
Mayor Edwards reported he had received letters of apology from two juveniles, ages 12
and 13, who were involved in damaging some windows of the Dinky. Clif O'Brien was
asked to get an estimate of replacing the windows to be submitted to the juveniles, along
with a letter from the Mayor.
Attorney Jim Elson reported that on November 12th the City Clerk was served with a
summons by Fulton County Rentals. He in turn delivered it to the city's insurance agent.
After investigation, Mr. Kiesewetter, agent, informed Jim Elson that the city did not have
proper coverage for this. However, Jim noted that in the specs for insurance coverage it
was included. He will follow up on this situation and keep committee informed.
No further business was discussed and the committee adjourned.
Streets & Garbage Committee

Clif O'Brien offered options of striping the city parking lot on White Court. Motion by
Alderman Phillips, second by Alderman Hartford to allow Clif to stripe the lot tomorrow
for thirty spaces as was presented. Voice vote, motion carried.
Clif O'Brien presented a detailed report along with a hand out on street sweepers. He has
demonstrated several sweepers and feels the Sun Vac would best meet the city's
requirements. Harlan Banister suggested the city go with a trade in and a 5 year lease.
Motion made by Alderman Hartford, second by Alderman Shores to authorize Clif
O'Brien to write specs for a new street sweeper and advertise for bids. Voice vote,
motion carried.
No further business was discussed and the committee adjourned.
Lake, Buildings & Grounds Committee

Alderman Hartford, Clif O'Brien, Jim Snider and Harlan Banister toured the city building
today in regards to the heating system. They recommend tearing down the wall between
the entrance to the water department and the City Clerk/Treasurer's office as this was
recommended by the Illinois Historic Preservation Agency in Springfield. They also

recommended moving the counter and re-doing the flooring. This will be done to see if
the circulation and heating situation improves.
Motion by Alderman Phillips, second by Alderman Shores to open bids for the sell of
property at 123 East Olive. Voice vote, motion carried. Bids were opened and read
aloud as follows: $3,800 from Bill and Beth D d b oAlderma oShoresOto refemr U'ds to
Colbert-Foose. Motion by Alderman Philhps, sec y
staff and bring a recommendation back to next council. Voice vote, motion carried.
Clark Wilson presented written specs for a storage building behind the Public Safety
Building for use as evidence storage for the Police Department. Clark reported that he
has obtained all necessary variances required. Motion by Alderman Phillips, second by
Alderman Shores to advertise for bids for a storage building according to specs. Voice
vote, motion carried.
The City Auction was discussed. All department heads were reminded to get a list of
items they will have for the auction to Jim Snider as soon as possible. The auction will be

Public Works, Water & Sewer Committee

Harlan Banister, Financial Advisor, proposed an increase in water and sewer rates to go
into affect in January 1998. He proposed increasing the water rate to $1.38 per 100 cubic
feet and increasing the sewer to $1.15 per 100 cubic feet. For an average user this would
amount to $3.30 per month. Alderman Sarff pointed out that 20% of the water and sewer
income comes from water being sold outside the City. If this was not done, the residents
of Canton would now be paying 20% more. Motion by Alderman Phillips, second by
Alderman Shores to have the City Attorney draft an ordinance reflecting this rate increase
and bring to the next council meeting. Voice vote, motion carried.

Ordinance to the next council meeting. Voice vote, motion carried.
