Public Safety & Traffic Committee

Jim Snider informed the committee that the November Clerical Committee Meeting falls
on Veterans Day, which is an observed city holiday. The November Clerical Meeting will
be changed to Monday, November 10th, and the time will be changed to 6:00 p.m.
Chief Elam distributed his written monthly report and noted that the Police Department
will have extra auxilliary for Halloween Night and for the Chamber's Ghost and Goblin
event this Thursday evening.
Fire Chief Jackson, reported that his written report covers September and October. He
noted there was a 30 percent increase in total calls over last y ar. 199 hours of overtime
have been spent on investigations. Anew firefighter, Scott oos begins Thursday. For
information, Chief J ckson informed committee that he will be needing to purchase a set
of turn outs for Sand will send him to a fire academy for training in January or
February, at an approximate cost of $3600. No action required at this time.
Linda Evans, ESDA Director, reported they have a total of 35 volunteers who meet every
Wednesday at 7:00 p.m. in the City Building. She also invited all city employees to attend
a Weather Seminar Thursday, November 6th, from 7:00 p.m. to 9:00 p.m. in the Centers
Building at Spoon River College.
Mayor Edwards received a request from a member of the Retail Trades Committee of the
Chamber of Commerce, to share in the cost of providing Horse and Buggy Rides for a
Christmas Walk Promotion in downtown Canton. Attorney, Jim Elson, presented a memo
to the Mayor stating that the municipality can not legally fund this type of activity with tax
dollars. Linda Caudle will write a letter to be delivered to the Retail Trades Committee
tomorrow denying this request.
Chief Elam requested permission to purchase four Motorola portable radios for the Police
Department, a total of $2,800, with the money coming from their gaming fund. Motion
by Alderman Hartford, second by Alderman Phillips to allow this purchase. Voice vote,
motion carried.
Chief Elam presented an in depth written report regazding requests for lowering the speed
limit in the Westwood and Rosewood area, and placing afour-way stop at 1st Avenue
and Birch. Clark Wilson borrowed a high tech traffic analyser to do a 24 hour study of
each of these areas. The study showed no significant problem with speeding in those
azeas. The results of the studies did not warrant any changes for these areas. No action
required. No further business was discussed and the committee adjourned.
Streets & Garbage Committee

Lake, Buildings & Grounds Committee

David Bruketta, owner of the Canton Hotel on East Elm Street, addressed the committee
regarding his request to swap pazking lots with the city. Mr. Bruketta owns a 50' x 80' lot
South of Gale DeRenzy's blacktopped lot which he would like to trade for the city's
public pazking lot behind his hotel. He would like to bring as many as 20 jobs to his
refurbished building but he is worried about not having any control over parking in that
azea. In order to rehabilitate the other floors of the hotel for use as a professional
building, he must put in a fire escape, according to code, and will need a portion of the
parking lot to do this. Attorney, Jim Elson, stated that the law requires a 3/4 vote of the
council to have a public hearing at a council meeting to exchange properties. The hearing
must be publicized a minimum of 15 days prior to the public hearing. The decision to
exchange lots must be approved by a 3/4 vote of the council. The council would need to
determine that the city owned lot is no longer useful to the municipality. This would be
difficult. Mr. Bruketta added that he would be willing to pay for having the city's lot
surveyed. Motion by Alderman Phillips, second by Alderman Shores to accept the
concept of trading lots, and send a recommendation to council to hold a public hearing for
this purpose. Voice vote, motion carried. Vote was unanimous.
Discussion of pazking lots continued as the committee addressed the condition of the city's
pazking lot next to Mr. Bruketta's lot, which is known as the Jameson lot. Clif O'Brien
has a price on blacktopping this lot from Pschirrer Asphalt as part of an extended contract.
The pazking lots in this area are full everyday and need to be blacktopped and striped
which would allow more pazking spaces. Motion by Alderman Phillips, second by
Alderman Shores to blacktop the city's Jameson public pazking lot and to bring estimates
back to council on the cost of blacktopping the Bruketta lot without a recommendation.
Voice vote, motion carried. No further business was discussed and the committee
adjourned.
Clif O'Brien was instructed by committee to contact Phillips and Associates on a new
heating and cooling system for the city building. He presented a written report to
committee. A five zone system for the building was suggested by Phillips which would

cost between $75,000 and $85,000. Phillips would do a complete study which would cost
no more than $1,500. Phillips would do the bid specs and put it out for bids and they
would receive a fee of 12% of the total project. Harlin Banister felt we should investigate
a less expensive heating and cooling system. Clif O'Brien also reported that he had
received a quote from a company called "Twice Over Clean, Inc.", for the removal of the
asbestos in the basement of the city building at a cost of $4,639. These improvements to
the city building would come from the TIF fund. Discussion continued on possible
changes being made to the city building to improve working conditions. If changes are
made to the interior of the building this may affect the type of heating system needed.
Mayor Edwards received a memo from Linda Caudle that since the building is on the
National Historic Register, we are limited to the changes that can and can not be made to
the interior. Mayor Edwards asked Alderman Hartford to work with Lmda to obtain
further information and to contact the Illinois Historic Preservation Agency. This item
will be held over pending more information. No action required at this time. No further
business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee

Ray Thurman, Village of Norris Trustee, addressed the committee regarding a request
from Norris to hook on to the City of Canton's sewer. They would run the line to
Canton's system and pay for processing the sewage. Gary Orwig stated that he feels the
Canton plant could handle the additional sewage with no additional personnel. Mr.
Thurman stated that they are just beginning to research this concept. Motion by
Alderman Phillips, second by Alderman Hartford to approve in concept only, the Village
of Norris hooking on to the City of Canton's Sewer with the details to be worked out by
engineers. Voice vote, motion carried. No further business was discussed in open session
and the committee adjourned.
