HomeMy WebLinkAbout06-24-1997 Mechanical Mechanical Committee City Council Chambers June 24, 1997 6:30 p.m. Members Present: Jo Anne Shores, Jim May, Chet Phillips, Jim Hartford Others Present: Mayor Donald Edwards, Kevin Meade, Larry Sarff, Bob Molleck, David Nidiffer, Steve White, Tom Reid, Chief Elam, Nancy Whites, Chief Jackson, George Spahn, Harlan Banister, Clark Wilson, John Froehling, Rich Doland Public Safety & Traffic Committee Jo Anne Shores, Chairman Ray Hartle spoke of his concern of all the traffic on North 1st where he lives. His complaint is that he can't get out of his driveway. Alderman Sarff agreed with Ray, and mentioned the traffic has changed drastically. Mayor Edwards mentioned that Clark Wilson has used counters over the last five years. We want traffic in the community, it is just a problem we have to deal with. A study was done on Avenue A, but we left the street alone after the study. Maybe we need to take another look at that street. Ray suggested North 1st be one way. Mayor Edwards said it would have to be from Locust to Birch. No action taken. The Insurance recommendation will be held over and place on the committee agenda for July 1st. Chief Elam's written police report is self explanatory. Chief Elam explained how Grando is worth his weight in gold. Rick Nichols was called to assist the Sheriff' in finding some drugs in a suspect's vehicle. They were found by Grando in the car speaker. David Ayers received a $4,000 scholarship for 6 weeks training at Grafton, Illinois from the Illinois Law Enforcement Training Board and North Western Traffic Institute. Mayor Edwards asked Mike his thoughts about fining teenagers for smoking on city streets. Chief Elam said he is not in favor of this as he does not have enough police ofI•icers. "Has anyone seen a federal employee here in town checking on the selling of tobacco products'?" Mayor Edwards asked Mike to give the Morton Police Chief a call to see what he does, if anything. Chief Elam also reported on grant money for an unmarked drug vehicle for the police department. This grant requires a local match of $2,666 which can come from the trade of a used vehicle. Chief Elam asked permission to obtain quotes from local car dealers for a vehicle and use one of our older, high mileage vehicles for trade. Due to the confidential nature of this purchase has also asked permission to complete the purchase without open discussion of the council. The grant will reimburse the City in 4 to 6 weeks. Voice vote, motion unanimous. Chief Jackson's written fire report is self explanatory. Chief Jackson added that 911 will be on line July 15th with 100% of Canton tested by that date. New fire fighter, Ryan Calhoun began work June 23, 1997. Mayor Edwards informed committee that four letters went out to downtown building owners for them to attend a meeting at city hall with the downtown building evaluation committee consisting of Linda Caudle, George Spahr and Michael Jackson. Chief Jackson requested permission to purchase turnouts for the new fire fighter. Motion by Alderman Hartford, second by Alderman Phillips to allow for the purchase of one set of firefighter's equipment. Voice vote, motion unanimous. Under the ESMA Report, Chief Jackson reported that one person wants his computer. Sirens are a problem since there has been no regular maintenance. In thirty days there will be a written report on this and for the personnel recommendations. The Tab Sheet for demolition bids for 123 East Elm Street are attached. Mayor Edwards received a call from a citizen on Sycamore. The street is a dead end and people turn around in her driveway and break down her mail box. She wants a sign for dead end street. Chief Elam will look at this and make a recommendation. No other business was discussed and the committee adjourned. Streets & Garbage Committee Chet Phillips, Chairman First item was the 1997 MFT Maintenance Bids and TIF Bids with a recommendation from Maurer/Stutz, Inc. Bids were received at a letting held at 10:00 a.m. today at City Hall. Motion by Alderman Hartford, second by Alderman Shores to accept the low bid of Pschirrer Asphalt for the resurfacing, patching and hot sand seal coat in the amount of $259,895.70 and to accept the low bid of Pschirrer Asphalt Company for their bid of $31,260 for the seal coat program and to send to council for recommendation. Voice vote, motion unanimous. No further business was discussed and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman Linda Cargill addressed the committee. She leases lake lot 5 and Mr. and Mrs. Riccioni lease lot 6 at Canton Lake. There is a public area between these lots with a road going down to the lake. Because of the road being closed they requested that the city incorporate the land up to a reasonable easement of the road on each side of their lots. They would care for and make attractive improvements on the land. It would be about 20 to 30 feet on the side of lot 5 and 40 to 50 feet on the side of lot 6. Mayor Edwards said the city's lines for the well go down that road. Steve White mentioned that the well goes within 18 inches of where she is planting flowers. Alderman Sarff said he was not in favor of this. Linda asked for 1st choice if the city would decide to lease the ground. Mayor Edwards said you can't tie another council to this commitment. He further stated that what she is doing now is fine, and we appreciate the mowing and the work she has done. Sallie Franciskovich addressed the committee for a temporary waiver to an existing rule in the lake property lease agreement. She asked to allow her sister and her family live in a double wide mobile home on city property near her home on the upper lake road until such time she can secure financing for the property on her own. Motion by Alderman Phillips, second by Alderman Shores to allow a temporary waiver to an existing rule on lake property lease agreement between Sallie Franciskovich and Sandra Fulton. Voice vote, motion unanimous. The city received a letter from the city attorney of the old beach area plot that concerns the area north of the Dam that has never been recorded. Motion by Alderman Shores, second by Alderman Phillips to have the city engineer to check for markers and set the markers. Voice vote, motion unanimous. No further business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Jim May, Chairman Alderman Jim May left the meeting at 7:00 p.m. The looping of the water line on South 1st, South 2nd, and South 3rd was discussed. Clark Wilson said that Clif O'Brien told him that this has been included in the budget. The estimated cost is $7,000 fora 4 inch water loop. Mayor Edwards said a petition was presented earlier from the residents but he has never had a complaint from the south end on water. Motion by Alderman Shores to have the city engineer check this out. Alderman Sarff mentioned there is no funds available to do the work. Motion withdrawn by Alderman Shores. Harlan Banister said he would work with Clif OBrien on this matter. Motion by Alderman Phillips, second by Alderman Hartford to open bids for chemicals at the water plant. Voice vote, motion unanimous. Bids were opened and read aloud. Motion by Alderman Phillips, second by Alderman Hartford to send the bids to staff for their recommendation. Voice vote, motion unanimous. Steve White presented the CO2 quotes. M.G. Industries was the low quote at $100 per ton. Motion by Alderman Hartford, second by Alderman Shores to accept the low quote from M.G. Industries for CO2 at $~60 per ton. Voice vote, motion unanimous. ~f/Od-°a 3 Steve White distributed the carbon feeder quotes. Mayor Edwards said a motion should be made to waive going out for bids at the council meeting for this quote and the one above. Motion by Alderman Shores, second by Alderman Phillips to accept the low quote from Penn Process Tech. for Carbon in the amount of $7,425. Steve White said they will charge $250 for shipping. The company guarantees to make the feeder work. Voice vote, motion unanimous. Mayor Edwards explained the plat for Tim Wells was prepared by Mauer-Stutz setting the new lots for Wells Subdivision. There are six lots on the north side of the street where Tim will be building duplexes. Clif O'Brien is putting in the sewer at this time. The plat has been reviewed by city engineer, Bob Anderson. Tim had received the following quote from Gary Slack for Tim's cost in this project with the city doing the labor. Install 500' of 8 inch sewer - $10,500. Furnish and install 2 new man holes - $2,000. Hook into existing sewer tap - $325. Install six 8 x 6 tee's at $7,500. Total price is $13,575. Mayor Edwards said our city engineer says the cost for Tim Wells is $18,000. Tim Wells mentioned that Bob Anderson had some numbers on other sewer lines at $30 a foot. This was just casual conversation. Harlan Banister said we should check on the discrepancy. Mayor Edwards said to Tim this will be discussed further next week at the council meeting and we will work with you in that time between. Arnold Faulkner requested relief from a large water bill. He claimed that a house he owns at 220 West Spruce sprung a lead last winter and flooded the basement. The water did not go through the sewer system as there is no drain in the basement since it has a dirt floor. The amount he wants relief on is $386.60. Steve White had told Mr. Faulkner that the ordinance does not allow for adjustments for leaks. Steve also said the water department was not informed of a change of renters. Alderman Shores wants to find out if the house has a floor drain. Steve and Mr. Faulkner will check this out on Wednesday. Alderman Phillips felt there was not enough facts to make a decision. Steve White will make a report at next week's meeting. Motion by Alderman Phillips, second by Alderman Hartford to go into executive session for Personnel and Litigation. Voice vote, motion unanimous. Committee convened at 8:23 p.m. Committee reconvened and no further business was discussed and the committee adjourned.
