Public Safety & Traffic Committee

As requested by committee, Chief Elam presented results of a police department survey of
businesses regarding downtown parking limits. (copy attached) The Chamber conducted
the same survey of its downtown memberwith the mcurrentrparking limit theM tQOn by
the downtown businesses are satisfied
Alderman Phillips, seconded by Alderman Hartford to amend the parking ordinance to
allow the two 15 minute parking spaces in front of Atlas Camera and to continue the 2
hour parking and continue the 3 hour parking facing Jones Park, and the all day parking
along Fulton Square to 1st Avenue. Voice vote, motion carried
Chief Elam presented the written monthly police report which is self explanatory. He
added that one officer went on workman's comp and the department is short one
detective. A temporary officer maybe needed. Ted Rumler has passed all testing and will
start training on Apri127th.
Alderman Nidiffer presented a proposed ordinance change for the police department.
This change is reflected in the number of personnel that shall make up the department,
section 6-1-1. It allows for up to 7 telecommunicators. Chief Elam added this is the least
costly of the four alternatives that he presented earlier to committee. Motion by
Alderman Hartford, seconded by Alderman Nidiffer to send the ordinance to council.
Voice vote, motion carried.
Chief Jackson presented the monthly fire report and added that the vapor problem on
West Locust is being monitoredd bhas asked orhe test g of 911 to be atCane80% level

before going online, and will be asking the coordinator for a date to cut in.

Avenue cleaned up by September and he will need a permit to work on the building.
Mayor Edwards added that he and attorney Jim Elson have been going over the original
sale agreement between Mr. Wheeler and the City on the purchase of the two lots in the
Industrial Park. This area has received many complaints. Mr. Wheeler has violated the
agreement and there may be a possibility that the City could reclaim that property.
Motion by Alderman Hartford, seconded by Alderman Phillips to have the City Attorney
research the agreement and report back to the committee. Voice vote, motion carried.
Chief Elam reported that he is compiling a list of residential properties for possible
condemnation and encouraged aldermen to contact him if they have properties in their
wards that should be on the list. Attorney Elson reported that he is working on
foreclosure on the property on Vine and also working on the property at 416 North
Avenue B. Mayor Edwards, Chief Jackson and Clark Wilson are meeting tomorrow to
discuss the condition of some properties in the community.
In the absence of ESMA Director, Merle Pettit, Gene Phillips gave a brief ESMA report.
Communication is going well, however, ESMA has lost several members and gained only
one new member. The ETN machine has been very helpful. Mr. Phillips asked for an
executive session at the end of the meeting for the purpose of discussing personnel.
Mayor Edwards told the committee that he received a complaint on the sidewalk in front
of the old Norwest Bank Building. He will contact the bank to see if they are interested in
replacing the sidewalk with a 50 per cent participation from the city, even though it is not
the city's responsibility to replace it. It can not be done with downtown TIF funds as it is
not located in that district. Mayor Edwards will also ask George Spahn to look at the
sidewalk. No action required by committee.

Streets & Garbage Committee

Clif O'Brien distributed and explained the list of streets for repair under this year's Motor
Fuel Tax Program. Pat Wright asked if the Industrial Park Drive meets the MFT
requirements. Jim Davis of Mauer and Stutz, told Clif that it does. The total cost of
repairs to Enterprise Drive will be $24,000 instead of $12,000. Motion by Alderman
Hartford, seconded by Alderman Shores to send this list to council. Voice vote, motion
carried.
Clif O'Brien asked committee to rent two mowing tractors from Flinginger's as he has
done in past years. Cost is $780 a month. Motion by Alderman Hartford, seconded by
Alderman Shores to allow Clif to rent two mowing tractors from Flingingers at a total cost
of $780 a month during the mowing season. Voice vote, motion carried.
No further business was discussed and the committee adjourned. ,
Lake, Buildings & Grounds Committee

Steve White reported that he had received a letter from Rob Hilsabeck of the Illinois
Department of Natural Resources, suggesting that Canton Lake be stocked with Flathead
Catfish to control the Carp problem. The agreement would be for 3 years at a cost of

project has been included in next year's budget. Motion to approve the 3 year agreement
at a cost of $1500 a year by Alderman Phillips, seconded by Alderman Shores. Voice
vote, motion carried.
As an informational item, Steve White informed the committee that last week a large
amount of debris was dumped at the lake. The person responsible has been fined and
ordered to clean it up.
No further business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee

Gary Orwig, Waste Water Superintendent, asked for approval of repairs on a mixer
motor at a cost of $950 to come out of the depreciation account. The work was done by
Foremost. Motion to approve this expense by Alderman Phillips, seconded by Alderman
Hartford. Voice vote, motion carried.
Steve White requested permission to attend the Lake Conference in Decatur May 1st
through May 3rd requiring two nights lodging. Approximate cost, including registration,
will be $300. He plans to use the city truck for transportation. Motion by Alderman
Shores, seconded by Alderman Phillips to approve sending Steve White to the Lake
Conference in Decatur at a cost of $300 and allow him to use the city truck. Voice vote,
motion carried.
Motion by Alderman Phillips, second by Alderman Shores to go into executive session for
the purpose of discussing personnel. Roll Call vote. Ayes: May, Shores, Meade, Phillips,
Sarff, Hartford, Nidiffer, Molleck. Motion unanimous.
The committee reconvened in open session at 7:55 p.m.
Frank Jones with the Morning Star Lodge requested permission for the Lodge members to
paint street numbers on city curbs with proceeds to be used for playground equipment for
Eastview School. Mayor Edwards told committee that he asked City Clerk, Nancy
Whites, to waive the fee for the permit. Chief Elam and Chief Jackson said they have no
problems with this. Motion by Alderman Molleck, seconded by Alderman Phillips to
endorse this project. Voice vote, motion carried. Mayor Edwards said he would give the
Morning Star Lodge a letter from the city.
City Treasurer, Pat Wright, informed the committee o e w th the cove age rematuvngrthe

same. Motion by Alderman Phillips, seconded by Alderman Hartford to send the request
of the rate increase to council. Voice vote, motion carried.
Insurance Company of Illinois has contacted fire districts regarding a rebate of

Committee discussed the waste water budget with Gary Chwig and the need for more
revenue in the water and sewer departments.
