Finance Committee

Alderman Meade served as acting chairman until Alderman Sarff arrived from work.
A bill for repair of the "Jetter", under system maintenance, was presented by Clif O'Brien.
Total cost of repairs is $2547.71 to be approved under current bills.
Chief Elam presented a report on the Mobile Data Terminal for information only.
Bills for October 1997 were discussed. Motion by Alderman Meade, second by Alderman
Nidiffer to send bills to council for action. Voice vote, motion carried.
Jim Davis, representing Maurer & Stutz, presented alternatives to the widening of 4th
Avenue under discussion of the "resolution approving preliminary engineering service for
MFT/FAU 6901 - 4th Avenue, Phase I . Harlan Banister, financial advisor, expressed
concerns from an economic standpoint,,,as to how the city would be able to fund this
project with the 5th Avenue expansion planned for the near future. Mayor Edwards
expressed his feeling that 5th Avenue is also a priority, as well as maintaining current
infrastructure in the city.
Jim Davis indicated that it is important that we stay on line for state funding for this
project and not to drop out. This item on the agenda was tabled with no recommendation
for Council.
Harlan Banister referred to a packet that council members received from Jim Snider
regarding water and sewer rates. Harlan asked that they review the material before next
week's Council meeting. Any questions regarding this information should be directed to
Jim Snider or Harlan Banister. No action required at this time.
Mayor Edwards discussed the need to finalize items for the city auction.
Mayor Edwards also asked everyone to keep Alderman Molleck in their thoughts, as he is
recovering from surgery today.

Mayor Edwards informed the committee that he would be meeting with the EPA on
Wednesday, October 19th, in Springfield, along with Chief Jackson and Attorney Jim
Elson. No further business was discussed and the committee adjourned.
Negotiations, Grievance & Personnel Committee

No business was placed on the agenda for discussion and the committee adjourned.
Community & Industrial Development Committee

Due to the absence of Alderman Molleck, Alderman Meade served as chairman
Father Combs, of St. Peter's Episcopal Church, requested the city replace approximately
400 feet of brick sidewalk located on the west side of the one hundred block of North 2nd
Avenue next to the church. Father Combs asked that it be replaced with concrete.
Following discussion, a motion was made by Alderman Nidiffer, second by Alderman
Meade, to replace the sidewalk next spring with money from the TIF funds since this
property is located in a TIF District. Voice vote, motion carried.
Jim Snider presented a written proposal from Mike Harmon, owner of Harmon Trucking,
to purchase the north half of lot #15 in the Enterprise Industrial Park. This is the only lot
that he would be interested in purchasing. Half of the lot would be 1.15 acres at $5,000
an acre, or $5,750. Mr. Harmon plans on constructing a 30 x 56 foot building for his
trucking business and will also do repair work on this site. Harmon Trucking employees
two, and plans to add 2 employees after the 1st of the year.
Motion by Alderman Nidiffer, second by Alderman Meade, to recommend to Council the
sale of the north half of lot #15 to Harmon Trucking, if they are not interested in lot #14,
and that Mr. Harmon and the city will share equally in the cost of surveying the property
in order that it be divided. Voice vote, motion carried.
Jim Snider referred the committee to a memo from Linda Caudle updating them on a
$2500 TIF downtown rehabilitation loan that was paid in full this week.
Mayor Edwards reminded the committee of the upcoming Community Mapping Session
to be held Thursday from 6:30 p.m. to 9:30 p.m. at the Canton Country Club. No further
business was discussed and the committee adjourned.

The item on the agenda referring to a lot exchange request from Dave Bruketta was held
over.
Jim Elson, City Attorney, informed the committee of a lawsuit against the city by Fulton
County Rentals, Inc., owned by Ray Jackson. Mr. Elson will review the law suit and
report back to full council next Tuesday. No other business was discussed and the
committee adjourned.
