City Council Chambers

Public Safety & Traffic Committee

Chief Jackson presented a written fire report for May, which was self explanatory.
Linda Evans, ESDA Director, reported that there were several storm watches this month
and the group did a 3 hour presentation at the Canton High School. Complaints that the
warning sirens can not be heazd have been received from residents of Sherwood Forest.
After discussion, it was decided that Linda Evans should inform the owner of the mobile
home pazk that the most cost effective solution would be to advise the residents to
purchase the home weather alert radios which aze available for purchase locally.
Chief Elam's written police report was self-explanatory. Chief Elam requested permission
to purchase two Motorola GP 300, 16-channel portable radios for a total of $1,230 from
Radio Express. This is an on-going program to replace the current portable radios. The
funds for this purchase would come from the Gaming account. Motion by Alderman
Phillips, second by Alderman Hartford to allow for the purchase of two portable radios for
the police department for $1,230 with funds to come from the Gaming account. Voice
vote, motion carried.
Chief Elam requested permission to purchase video and audio equipment totaling $2,200
from SRA Enterprises, Inc., of Canton to be used during serious crime interviews at the
police station. Motion by Alderman May, second by Alderman Phillips to purchase the
video equipment for $2,200 from SRA Enterprises with the money to come from the
seized drug monies fund. Voice vote, motion carried.
Chief Jackson asked committee to consider allowing the purchase of three high priority
items that he has listed in the Fire Department's Capital Budget. The first item is a new
one-ton pickup truck at a cost of $22,000 to $24,000 plus equipment. The second is
another set of Turn Outs at a cost of $22,000 and the other request is for a program to
purchase four portable radios a year for four yeazs. Cost would be approximately $2,500
a yeaz. These radios would co-ordinate with the police department portable radios which
Chief Elam is purchasing. Under discussion, it was noted that council has not yet
approved the Capital Budgets for this year. Motion by Alderman Hartford, second by
Alderman May to refer these purchase requests to the next Finance Committee Meeting.
Voice vote, motion carried.
Chief Jackson requested permission for a hazardous materials operations class plus
permission to purchase the necessary equipment required for handing hazardous
materials. Approximate cost is $6,000, and is in the fire department budget under training.
Motion by Alderman Phillips, second by Alderman May to approve this request. Voice
vote, motion carried. No further business was discussed and the committee adjourned.
Streets & Garbage Committee

Motion by Alderman Phillips, second by Alderman Hartford to open sidewalk bids for the
west side of 2nd Avenue from Chestnut to Locust, and at 154 East Chestnut. Voice vote,
motion carried. Bids were opened and read aloud as follows: Greg Foose Construction,
$3.25 a square foot; Kinsel Construction, $14,696; Seward Construction, $12,128; and
Otto Baum & Sons, $9,000. Motion by Alderman Hartford, second by Alderman Shores
to refer the bids to staff for review and bring back to the next council meeting. Voice
vote, motion carried.
Sam Laswell, resident on West Pine Street addressed the committee regarding a problem
of flooding on his property and in his basement. The street in front of his residence is in
the city limits and his home is not. He requested that the culvert be replaced and
extended to eliminate the flooding problem. Motion by Alderman Shores, second by
Alderman Hartford to have Clif O'Brien and Bob Anderson look at this problem and bring
an estimate to the next council meeting. Voice vote, motion carried.
No further business was discussed and the committee adjourned.
Linda Caudle informed the committee that the recycling drop off center will begin
collecting newsprint June 1, 1998, in accordance with the recycling grant conditions. She
also reported that promotional and educational materials are now available at the city
building. No further business was discussed and the committee adjourned.
Lake, Buildings & Grounds Committee

Jim Hartford received a request from the church at Elm and 3rd Avenue to share in the
cost of replacing the sidewalk and the curbing that they felt was damaged by fire
department equipment during the I.H. Fire. Clif O'Brien estimated the city's share to be
approximately $2,000. Under discussion, Alderman Shores stated that she had brought
before the committee, the church's request for replacement of the curb prior to the I.H.
Fire, and it was denied. Motion by Alderman Hartford to replace the curb and the
sidewalk at a cost of $2,000. No second to the motion was received. Chief Jackson was
instructed to review the photos of the fire to see if any equipment could have damaged the
curb and sidewalk and report back to council. No action required at this time.

Jim Snider presented several bills from Phillips & Associates in Canton for architectural
services rendered to the City of Canton. The total amount is for $1,322.90. Motion by
Alderman Shores, second by Alderman May to send the bills to council for approval.
Voice vote, motion carried.
Alderman Hartford stated that complaints have been received from residents on East
Chestnut Street regarding the traffic of heavy trucks on the street. Alderman Hartford
asked Chief Elam to do a study of this area when time permits. No action required at this
time.
For information only, Linda Caudle reported that Phillips and Associates of Canton will
hold a bid opening on the renovation of the Burlington Northern Depot, at the City
Building on Thursday, June 4th at 2:00 p.m. Local bidders may pick up specifications
from Phillips and Associates. No further business was discussed and the committee
adjourned.
Public Works, Water & Sewer Committee

Jim Snider reported that CMT has requested permission to go out for bids on Contract #2
for the Canton Lake spillway repairs. CMT will handle the preparation of the specs.
Motion to allow CMT to go out for bids on Contract #2 by Alderman Phillips, second by
Alderman Shores. Voice vote, motion carried.
Jim Snider presented a request from the wastewater plant to repair the cub cadet mower at
an approximate cost of $1,200. Motion to approve this request by Alderman Phillips,
second by Alderman Shores. Voice vote, motion carried.
Item #3 was removed from the agenda.
The Water Department requested permission to purchase water meters at a total cost of
$6,164.19. The trace meters are sold to customers. Motion by Alderman Phillips, second
by Alderman Hartford to approve this purchase request from the Water Department.
Voice vote, motion carried.
No further business was discussed and the committees adjourned.
