Joint Meeting with Mechanical Committee

Finance Committee

Motion made by Alderman Molleck, seconded by Alderman Nidiffer to send the bills to
council for action. Under discussion Chief Stanko pointed out the Global Fire
Equipment bill was $688.39, however the estimate given to him was under $500. Also
noted was the Home Comfort bill under Buildings & Grounds, which was for insulation
in the depot and should be paid out of the TIF Account. Voice vote, motion carried.
Chief Elam requested permission to send Probationary Officer Ryan Demott to the Police
Training Institute ~ Champaign for mandatory basic training at a cost of $3,629,
beginning January 9 for ten weeks. Motion was made by Alderman Molleck, seconded
by Alderman Nidiffer to approve Chief Elam's request.
Chief Stanko requested permission to attend, along with Assistant Chief Bonnie Cremer,
the Fire & Rescue International 200 Conference at an approximately cost of $1500. He
asked to send in the registration fee prior to December 31~` in order to receive a discount.
Motion was made by Alderman Nidiffer, seconded by Alderman Molleck to approve
Chief Stanko's request.
Jim Snider addressed the proposed water and sewer rate increases and prepared a
handout to the committee, including a proposed Ordinance change. An increase of 35%
is proposed to cover the necessary expenditures in updating the water plant. Crawford,
Murphy & Tilly reviewed the proposed plans and the rate increase and stated they feel
the increases are reasonable for achieving the City's objectives. Tim Sumner,
representing Crawford, Murphy & Tilly and Colin Edwards, representing Mauer Stutz,
Inc. were in attendance to answer questions from the committee. The proposed increases
would go into effect January 1, 2000. Mayor Edwards suggested that the written
ordinance be simplified. The Ordinance will appear on the agenda at the next City
Council Meeting.
Jim Snider informed the committee that he and Clark Wilson attended a Brownfields

application for another $200,000 available for the Brownfields project. They are

following through with this. As an update, the Federal EPA will begin removing the
I.H. buildings along Elm Street in January.
As an information item, Tim Snider stated that Saturday's City Auction brought in $2300.
Motion was made by Alderman Nidiffer, seconded by Alderman Molleck to go into
executive session for the purpose of possible land acquisition. Roll call vote as follows:
Ayes, Aldermen May, Shores, Nidiffer, 5arff, Phillips, Hartford, and Molleck. Motion
carried.

Community & Industrial Development Committee

Mayor Edwards announced that the downtown clock is installed and is currently playing
Christmas Music from 10:00 a.m. to 6:00 p.m. for approximately 30 minutes at the
beginning of each hour.
No business was discussed and the committee adjourned.
Legal & Ordinance Committee

Attorney Jim Elson provided a memorandum referencing the fact that in April of 1998,
Canton became aware the new owners of the Ingersoll Manor Property had connected to
the Canton/Norris Water line. This was done without knowledge of the city and violates
the agreement between Canton and Noms. Mayor Edwards suggested Ingersoll Manor
pay double rates, and the owners would be required to enter into apre-annexation
agreement. Twice the owners have been contacted to sign apre-annexation agreement,
but have not heard anything from them for 2 months. Motion was made by Alderman
Sarff, seconded by Alderman Molleck to allow attorney Elson to send a letter to Norris
allowing 30 days for action. Voice vote, motion carried.
No further business was discussed in open session and the committee adjourned.
