City Council Chambers
November 23, 1999 - 6:30 p.m.
Members Prresent: Jo Anne Shores, Jim Hartford, Jim May, Chet Phillips. Others
Present: Jim Elson, Steve White, Chief Elam, Chief Stanko, Gary Orwig, Clif
O'Brien, Linda Caudle, Jim Snider, George Spahn, Clark Wilson, John Froehling.
Public Safety & Trat'fic Committee

Chief Elam distributed the written police report, which was self explanatory. Anew
officer started with the police department last week and Denny Brown is on schedule to
take over the school officer position. Chief Elam also reported that the police department
has a Y2K plan in place and will have officers on standby starting December 26's. Mayor
Edwards also said that all department heads will check their departments on New Year's
Eve to make sure everything is operating properly. Jim Snider stated that the city is not
expecting any problems but is taking a proactive position and will be prepared for any
problems.
Chief Stanko also reported that the fire department is prepared for Y2K. He presented
the monthly written fire report and added that the fire department has developed a new
fire prevention program for the schools, which has reduced the cost by nearly 85% over
last year's costs. He also added that the pump tests have been completed and all passed.
The reserve pumper will probably need repairs before it passes the test next year. He will
present a proposed fleet plan in January. The ESDA report is included in the fire report.
Chief Stanko added that he is working with RER Developers in regards to changing the
dumpsters on North Main Street behind Fulton Square Mall.
Mayor Edwards received a request from Bud Hughes asking if the aldermen would assist
with the bell ringing for the Salvation Army. Jim Snider was asked to coordinate this and
contact the aldermen.
Jim Snider reported that the traffic signals at Sycamore and Main would be installed and
working at the end of January 2000, according to IDOT.
No other business was discussed. The Public Safety and Traffic Committee adjourned.
Streets & Garbage Committee

Motion made by Alderman Phillips, seconded by Alderman Shores to open bids for the
grader lease. Voice vote, motion carried.
Bids were openel`id read aloud as follows: Martin Equ~ent - $3,080 for one year on
a John Deer 672 CH, and Altorfer Inc. - $15,679.46 for one year on a Cat 143 H. Both
bids included trade in. Motion by Alderman Phillips, and seconded by Alderman
Hartford to send the bids to staff for review and a recommendation. Voice vote, motion
carried.
Clif O'Brien distributed a letter from IDOT, inviting the city to assist with a 2000
Average Daily Traffic Count for the City of Canton. This will be at no cost, other than.
manpower for the city. IDOT will provide the equipment. Clark Wilson has done this in
the past and will oversee the employees from the street department and instruct them on
placement. Motion made by Alderman Phillips, seconded by Alderman Hartford to
participate in the "ADT" with IDOT. Voice vote, motion carried.
Mayor Edwards asked the committee if they would agree to meet jointly with the Clerical
Committee on December 14~' and to cancel the regular meeting on December 28a` due to
the Holidays. Committee agreed.
There was no other business discussed under Streets and Garbage, and the committee
adjourned.
Lake, Buildings & Grounds Committee

Jim Snider received a request from Jim Booth for the city's share of the fence
replacement along adjacent properties. This was discussed at committee a few months
ago and the committee recommended paying half of the cost of the fence. Clif O'Brien
and Jim Snider inspected the fence and reported it is properly installed. Motion made by
Alderman Hartford, seconded by Alderman Phillips to pay Jim Booth $800
reimbursement for the city's cost of the fence along the city's property next to the old city
dump. Voice vote, motion carried.
No further business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee
Jim May, Chairman
Gary Orwig reported that the wastewater plant has a scum station with two pumps that
are in need of repair. Cost for one pump is estimated at $3990. Gary recommends
purchasing two new submersible pumps to replace the old ones at a total cost of $5800
that includes shipping. Motion made by Alderman May, seconded by Alderman
Hartford to approve the purchase of two new submersible pumps for the wastewater plant
at a cost of $5800 to come from the depreciation account. Voice vote, motion carried.
No other business was discussed and the committee adjourned.
