Others Present: James Elson, Steve White, Chief Elam, Chief Stanko, Gary Orwig, Clif O'Brien, Linda Caudle, Jim Snider, George Spahn, Clark Wilson, John Froehling, Chris Clayton. Public Safety & Traffic Committee Jo Anne Shores, Chairman Chief Elam distributed the written police report which was self explanatory. Mayor Edwards asked for an executive session at the end of the meeting for the purpose of discussing personnel in the police department. This was added to the agenda. Chief Stanko's written monthly fire and ESDA reports were self explanatory. Chief Stanko explained the new mandates for the use of fire fighters in hazardous situations. Chief Elam and Clark Wilson investigated the parking problem on Avenue B south of Locust Street in front of the Prairie Schooner. Chief Elam distributed a written report suggesting that parking be eliminated on the east side of Avenue B, south of Locust Street 114 feet. Motion by Alderman Hartford, second by Alderman May to eliminate parking for 114 feet on the East side of Avenue B, south of Locust Street. Voice vote, motion carried. Motion by Alderman Hartford, second by Alderman May to allow Chief Elam to sell 1400 rounds of .40 caliber ammunition to the Monmouth Police Department for $7.10 per box and to sell or trade 1400 rounds of 9mm ammunition to a law enforcement agency. Under discussion, attorney James Elson will check to see if this type of sale would be legal. Voice vote, motion carried. No other business was discussed. The Public Safety and Traffic Committee adjourned. Streets & Garbage Committee Chet Phillips, Chairman In the absence of Alderman Phillips, Alderman Hartford chaired the committee. Joe Sale addressed the committee requesting permission to open up an area that he believes was used as an alley at one time in order to gain access to his back yard. Mr. Conrad, a neighbor was also in attendance. He does not want Mr. Sale to use his private drive for access because he has the maintenance responsibility of the private drive. According to Clark Wilson, the sidwell map shows that approximately 9 feet of property has not been platted. Mayor Edwards stated that if all of the neighbors are in agreement to use that area as an alley, the city can put down blacktop grindings. Clark Wilson was instructed to measure the alley and locate property markers. Clif O'Brien will contact the residents to make sure no one has any objections. Clif suggested that the blacktop grindings be taken back just to Mr. Sale's lot so it will not be used as a through alley. Chief Elam reported that he received another complaint on the litter and loitering problems on the Main and Sycamore parking lot. Discussion followed. Motion by Alderman Hartford, second by Alderman May to install "No Parking from 6:00 p.m. to 6:00 a.m. "signs along the parking lot to see if this helps eliminate some of the problems. Voice vote, motion carried. There was no other business discussed under Streets and Garbage, and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman Mayor Edwards asked the committee to consider making a full payment to the Verdin Company for the Clock Tower and Music Carillon, using the downtown TIF funds with this money paid back to the fund when more donations arrive. He reported that a major industry has committed a donation to this project which will be forthcoming. There is an urgency to send in the check now so that delivery can be made in thirty days. Clif will need time to install the clock before inclement weather. Linda Caudle reported that the actual cost of the clock and the carillon is $35,450 plus shipping. Originally the cost was estimated at $40,000. $25,000 in donations has been received. Motion by Alderman Shores, second by Alderman May to have the city treasurer send the total amount for the clock and carillon to the Verdin Company using the donations and the balance to come from the downtown TIF fund, and to repay the TIF fund as more donations are received. Voice vote, motion carved. Clif O'Brien reported that he has obtained two quotes for insulating the Burlington Northern Depot. One quote for $2,397 and the other for $4,800. Motion by Alderman Shores, second by Alderman May to approve the low quote of $2,397 from Home Comfort in Galesburg for insulating the Depot and to take the money from the TIF fund. Voice vote, motion carried. Motion by Alderman Shores, second by Alderman May to approve the final payment to Holthouse for the roof repairs which is slightly over $27,000. Voice vote, motion carved. No further business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Jim May, Chairman Chief Stanko reported that he received a request from the proposed Oakridge Estates for the city to put in another fire hydrant to serve their new facility. Clif O'Brien estimated the total cost to be $2500 to $3000. Under discussion Clark Wilson stated that the city still needs a site plan from the developers. He further stated that Bob Anderson has started preparations for approval from the EPA to hook onto the sewer that was originally installed for use by the church. Motion by Alderman Hartford, second by Alderman err `~" Shores to approve the concept of the placement of a new fire hydrant to serve the proposed Oakridge Estates. Voice vote, motion carried. Mayor Edwards told the committee to be thinking about a method of financing the water improvements, whether the committee wants to raise the water rates or go to a referendum. He also stated that he is not in favor of putting it on the property taxes. Jim Snider reported that he will be presenting some schedules at the Finance Committee Meeting. No action required by the committee at this time. Motion by Alderman Shores, second by Alderman Hartford to move into executive session for the purpose of discussing personnel in the police department. Roll call vote as follows: Ayes: Aldermen Sarff, Nidiffer, Meade, May, Shores and Hartford. Motion unanimous. Mayor Edwards dismissed all department heads except for Chief Elam and Chief Stanko and dismissed Linda Caudle. The regular open session reconvened after the executive session for the purpose of adjournment. No other business was discussed and the committee adjourned. Recorded by Linda Caudle
