HomeMy WebLinkAbout07-27-1999 Mechanical 2nd~" ` Mechanical Committee City Council Chambers July 27, 1999 - 6:30 p.m. nbers Present: Chet Phillips, JoAnne Shores, Jim Hartford, Jim May, Kevin Meade ers Present: James Elson, Greg Pollitt, Chief Elam, Chief Stanko, Gary Orwig, O'Brien, Linda Caudle, Jim Snider, George Spahn, John Froehling, Chris Clayton Public Safety & Traffic Committee Jo Anne Shores, Chairman Chief Elam distributed the written police report. He also complimented Darlene English on her actions during the recent suicide attempt by a person incarcerated at the police department. Chief Elam added that there is now $8,500 in the K-9 donation account and he would like to get something started on another K-9 unit for the year 2000. This will be discussed at the next finance committee meeting. Chief Stanko distributed the monthly fire report which includes details of the reorganization of the department and specialty assignments. The ESDA report is also included. Chief Stanko added that he has applied for a new ESDA radio license which will take 3 to 4 months for processing. The department will also be involved with East Peoria and Pekin for joint training on a hazardous materials disaster. He also asked the committee's opinion on working towards a working agreement with those departments on hazardous materials. Motion by Alderman Phillips, second by Alderman Hartford to ask the Chief to look into forming a joint agreement with other fire departments in the area on hazardous materials. Voice vote, motion carried. Chief Elam briefed the committee on Senate Bill 740, amending the Illinois Vehicle Code. The current DUI law has been amended to include an additional $100 fine that is to be imposed in addition to other penalties when a person is found guilty of DUI. This fine will be distributed by the circuit clerk to the arresting law enforcement agency to be used for the purchase of law enforcement equipment. This shall include, but not limited to mobile video cameras, radars and breath testers. He stated that another line in the budget will need to be added for these additional fines from Lewistown. Chief Elam discussed the problems taking place in regards to youth gathering on private parking lots. Dave Cope, owner of McDonalds attended to make the city oiJ'icials aware of the problems in the parking areas along Sycamore. He wants to work together with the city to find a solution to this problem. He feels the extra congestion and the careless driving exhibited creates a dangerous situation. He asked that the city take a good look at what can be done before an accident or major incident occurs. Chief Elam discussed a brief, and to the point, ordinance that he feels would be beneficial. This ordinance calls for a $50 fine for each offense. Proper signs, created by the city, must be posted properly. Attorney James Elson said that he will reseazch this to develop a reasonable means of handling this problem. Chief Elam then referred to item #6 on the agenda. He feels there is a serious problem with smoking at the gas station on North Main while fuel is being dispensed. The city needs to decide if an ordinance is needed or if the business should take steps to correct this problem. Motion by Alderman Hartford, second by Alderman Phillips to direct the city attorney to investigate the possibility of creating an ordinance to address the problems of gatherings on private parking lots and smoking in fuel dispensing azeas. Voice vote, motion carried. As an informational item, Chief Elam reported that he has been looking at a truancy ordinance this past year and it is now in the hands of Mr. Grimm, superintendent of schools, for further review. The ordinance will come before the Legal and Ordinance Committee at a future date. Chief Elam received a request to remove the 15 minute parking spaces on South Main Street since they were placed there for the Canton News Stand. The Canton News Stand has recently moved to E. Elm Street. The police department conducted a survey of the businesses in that block and they aze in agreement the 15 minute limitation should be removed. Motion by Alderman Shores, second by Alderman Phillips to remove the 15 minute pazking spaces on South Main Street. Voice vote, motion carried. A request by Canton News Stand has been made for 15 minute pazking at their new location. The police department will interview the nearby businesses and then bring a recommendation back to council. Chief Stanko received a request from the Canton High School Booster Club to have fireworks at the home football games. After reseazching this, he said it is up to the local municipality to make the decision. Currently the city has no guidelines for permitting such and no permit fee structure. He added that the type of fireworks to be used aze safe and aze dischazged electrically. He has no problems with authorizing this, but will begin writing rules and regulations for public fireworks displays and he suggests that council determine a permitting fee structure. Motion by Alderman Phillips, second by Alderman May to allow the Canton Booster Club to have fireworks at the home football games beginning September 17th providing that they provide a one million dollar bond. Voice vote, motion carried. Jerry Henderson attended to request the city participate 50/50 in a new sidewalk at the First Baptist Church. The new sidewalk and curbing would be on the front and on the west side. The total of the lowest bid was $4,159. It was discussed having the city do the removal of the existing concrete and not participate monetarily. It was pointed out that the church is not in the TIF District. Linda Caudle stated that she has had two other churches and businesses also ask for the city's participation in the replacement of sidewalks and would this set a precedence. Clif O'Brien asked Mr. Henderson to ask the low bidder to provide a bid that states the amount of demolition per sq. ft. and a sepazate bid for the pouring of concrete per sq. ft. in both azeas. Motion by Alderman Hartford, second by Alderman Phillips to accept the concept of participating in the new sidewalk 2 and curbing at the First Baptist Church with in kind service. Voice vote, motion carried. No other business was discussed and the committee adjourned. Clif OBrien stated that he had received a request from the owner of Billy's Tavern, comer of East Elm and 2nd Avenue, to have the city replace the broken sidewalk on the 2nd Avenue side of the business. Clif stated that this is not in the TIF district. Clif estimates the cost to be approximately $10,000. No motion was made. Jim Snider received a request from Jim Booth, owner of property on West Cedar limits, adjacent to the old city dump, for the city to participate 50/50 in the removal of the fence on the property line and the replacement of a new fence. Jim recommends sharing in the cost of the new fence and in hiring a contractor to install it. He stated that the city would clear the fence line. Alderman Hartford said he felt that the city's manpower in clearing the fence line should be part of the city's 50/50 share. Alderman Shores suggested looking into the zoning laws to make sure that it would be proper to install a barbed wire fence. Motion by Alderman Hartford, second by Alderman Phillips to enter an agreement with Mr. Booth to split the cost of clearing the fence line and installing a new fence, pending the review by the city attorney, and to include any factors that would be a cost to the city including gas used and man hours worked by city employees. Voice vote, motion carved. Alderman May voted no, Alderman Phillips and Alderman Hartford voted yes. Streets & Garbage Committee Chet Phillips, Chairman There was no business discussed under Streets and Garbage, and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman No business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Jim May, Chairman Motion by Alderman May, second by Alderman Phillips to allow truck pump repairs in the amount of $2,333 to Auto Electric of Kewanee, with the cost split by the Waste Water Plant and the Water Plant ($1,166.50 ea.) and taken out of the depreciation account. Voice vote, motion carried. Clif OBrien informed committee that a new fire hydrant has been replaced at 13th and Elm and a new one will be replaced at 11th and Birch and that he will need to purchase three new hydrants. Motion by Alderman Phillips, second by Alderman Hartford to allow for the purchase of 3 new fire hydrants at a total cost of $2700 out of the Capital Account. Voice vote, motion carried.
