HomeMy WebLinkAbout03-23-1999 Mechanical Mechanical Committee City Council Chambers March 23, 1999 - 6:30 p.m. Members Present: Chet Phillips, JoAnne Shores, Jim Hartford Others Present: Mayor Edwards, James Elson, Bob Molleck, Steve White, George Spahn, Chief Elam, Gary Orwig, Clif O'Brien, Linda Caudle, Jim Snider, Clark Wilson, John Froehling, Chris Clayton Public Safety & Traffic Committee Jo Anne Shores, Chairman Chief Elam presented the monthly written fire report which is self explanatory. Chief Elam also presented the monthly written police report which is self explanatory. Due to illness, Linda Evans, ESDA Director, was unable to attend. Chief Elam reported that the weather warning siren at 1st and Pine Street is now operational as are all of the sirens. Chief Elam asked committee if they had any problems with the auxiliary security detail being hired by private groups for securing parking lots during high school graduation parties. The committee had no objections. Chief Elam and Jim Snider asked committee to allow the city to participate in two off campus training programs for staff by Spoon River College's Professional Development Center. One class is a Level 1 customer service training program for 10 to 20 employees at a cost of $300. The other class would be for computer training for city personnel. 8 hours of training for 12 employees would be approximately $.432.00. Motion by `Alderman Hartford, second by Alderman Phillips to approve these employee training programs offered by Spoon River College. Voice vote, motion carried. Chief Elam reported that the department had received a check for $1,509.95 in drug forfeiture funds. Another check is expected to be received in the near future. The Police Department also received a seized vehicle, valued at $9,650 which was taken in Canton. The city can either keep it or sell it. Chief Elam suggested that it be kept for the undercover officer with the only cost being for insurance and license. Motion by Alderman Phillips, second by Alderman Hartford to keep this vehicle for use in the Police Department for at least one year. Voice vote, motion carried. As an informational item, Mayor Edwards told committee that the truck advertised for bids was advertised as a 3/4 ton and is a one ton. The high bidder refused to accept it, therefore, the city will need to advertise for bids again at a later date. No further business was discussed and the committee adjourned. Streets & Garbage Committee Chet Phillips, Chairman Clif O'Brien reported that he and the city's ADA Coordinator, George Spahn, checked all city parking lots and downtown for proper handicap parking. Everything is up to speed according to the Illinois Attorney General's Office, on placement and number of handicap spaces provided. Discussion followed on a handicap parking space at city hall. The committee asked Clif O'Brien to investigate the possibilities and bring a recommendation back to the next Streets and Garbage Committee Meeting. , Clif OBrien, and Collin Edwards from Mauer/Stutz Engineers addressed the committee regarding the FAU funds. These funds can be used on qualifying collector streets for maintenance instead of using the FAU funds for new construction. There is approximately $700,000 worth of "lap" funds to be used which can be phased over a 2 to 4 year period. The federal lap funds require a 20% match from the city. This match can come from the MFT funds the city receives. There would also be a 10% fee for engineering. Funds could be used to overlay 4th Avenue. The earliest these projects could take place would be next year but the preliminary work needs to be started now. Motion to recommend to council the city approve this concept and have the necessary papers filed to begin plans to use the lap funds was made by Alderman Hartford, seconded by Alderman Shores. Voice vote, motion carried. The committee discussed the continuous problem with Juniper Street. This street has not been accepted by the city as it does not meet MFT specifications. Four letters of correspondence have been sent to the developers to properly repair this street. Bob Anderson has a report dated September 1998 stating that the city needs evidence that the patching was done correctly and that the street needs a hot sand seal. Motion by Alderman Hartford, second by Alderman Shores to direct the city attorney to investigate this situation further and to take the next appropriate legal step to correct the problem. ''Voice vote, motion carried. For information only, Clif O'Brien informed the committee that McLoud USA is conducting a phone book recycling program. They will place a dumpster at the city's recycling drop off ce~Xer and will pay the cost of removing it. This service, at no charge to the city, will be available April 19th to May 27th. There was no further business to be discussed under Streets and Garbage, and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman Motion by Alderman Shores, second by Alderman Phillips to approve pay request #8 from Leander Land Company in the amount of $36,349.85 for rehabilitation to the depot according to contract. Voice vote, motion carried. 2 fir` °' Todd Jarnagin and Bob Yerke, representing Youth Acres, addressed the committee asking for assistance in running city water to the Youth Acres site. Clif has looked into this project and reported his recommendations to the committee. Motion by Alderman Phillips, second by Alderman Shores to assist Youth Acres Board with engineering, labor, partial cost of the meter and apply for the EPA permits for this project, with the understanding that money spent on this project would be recouped as other users connect to the extended water line. Voice vote, motion carried. Mayor Edwards acknowledged a visitor to the meeting. Mike Prippish of Norris asked if any vacant lots were available for lease around Canton Lake. He left his name and number to be contacted if a lot becomes available. Linda Caudle reported that the Millennium Committee, appointed by Mayor Edwards, has selected a four sided clock tower with carillon to be placed in Jones Park to celebrate the new millennium. It is the intent of funding this $40,000 project by individual contributions, with a fund raising campaign to begin April 1st. The clock will be purchased from the Virdin Company. Mayor Edwards was honored as an outstanding community leader with a $5,000 check presented to the city by Wal Mart to be used on a community project. The Mayor has designated this money to be used on the clock tower. Harlan Banister has also donated $1,000 to this project. The Virdin Company will accept this $6,000 as a down payment to place the order, along with a letter of intent from the city. The remainder must be paid in full 30 days prior to installation. Motion by Alderman Phillips, second by Alderman Shores to allow City Treasurer, Pat Wright, to release the $5,000 to the Virdin Company for this project, and to have the city send a letter of intent to the company. Voice vote, motion carried. Motion by Alderman Phillips, second by Alderman Shores to approve a bill from Crawford Murphy and Tilly in the amount of $1,296 for engineering services rendered January 30 through February 26, 1999 for the rehabilitation of the water treatment plant filters. Voice vote, motion carried. 'Motion by Alderman Phillips, second by Alderman Shores to refer the water solutions bill to the next Finance Committee Meeting. Voice vote, motion carried. There was no business to be discussed and the committee adjourned. Public Works, Water & Sewer Committee Jim May, Chairman In the absence of Alderman May, Alderman Hartford served as acting chairman. Motion by Alderman Phillips, second by Alderman Shores to open the carbon dioxide bids for the water plant. Voice vote, motion carried. Bids were opened and read aloud as follows: Praxair, Inc., $160 per ton; Air Liquide America Corp., $150 per ton; Messer, MG Industries, $85 per ton. Motion by Alderman Phillips, second by Alderman Shores to send bids to staff for a recommendation. Voice vote, motion carried. 3 Clif O'Brien discussed suggested the city charge double on the water tap fees for outside of the city limits in order to regain costs to the city. He also informed committee that all persons outside the city limits wishing to connect to city water must first see engineer Bob Anderson for his approval. Motion by Alderman Shores, second by Alderman Phillips to allow for double water tap fees for residents outside of the city limits. Voice vote, motion carried. Before committees adjourned, Mayor Edwards took a moment to praise city employees and all department heads for the fine job they do. He also commented that department heads do not select their replacements, the council does. The comments were in response to a letter to the editor that appeared in today's Ledger.
