Mechanical Committee
City Council Chambers
February 23, 1999 - 6:30 p.m.

Public Safety & Traffic Committee

Chief Elam presented the monthly written fire report and added that the State training
board recently audited the fire department's training records and gave a favorable report.
Chief Elam presented the monthly written police report which is self explanatory.
Linda Evans reported on ESDA activities. Linda requested to upgrade her pager at a
$25.00 set up charge and a $14.95 monthly charge. Motion by Alderman Hartford,
second by Alderman Phillips to allow the purchase fora 6 month period. Under
discussion, committee decided to have Linda bring back further quotes and information to
the next city council meeting. Alderman Hartford withdrew his motion and Alderman
Phillips withdrew his second to the motion.
Motion by Alderman Shores, second by Alderman Hartford to remove Max Hutton item
from the agenda. Voice vote, motion carried.
Chief Elam requested permission to purchase a used 1998 Crown Victoria for the price of
$15,000 from Shaheen Chevrolet of Lansing, Michigan. Chief Elam suggested selling the
1990 GMC 3/4 ton pickup and the 1991 Chevy Caprice used by the fire chief and move a
1995 Chevy Corsica from the police department to the fire department. This would meet
the police department fleet needs and solve a vehicle fleet problem in the fire department
fleet. Motion by Alderman Hartford, second by Alderman Phillips to advertise for bids to
sell the truck and the Caprice, move the Corsica to the fire department and purchase the
1998 Crown Victoria at a price of $15,000 of which $9,000 will be paid from the fire
department capital budget, and monies received from the sell of the two vehicles will be
returned to the fire department budget. Voice vote, motion carried.
Motion by Alderman Phillips, second by Alderman May to approve the purchase of a
Neptune stainless steel tub washing machine for the fire department at a cost of $1,000
from Gorsuch Appliance. Voice vote, motion carried. No further business was discussed
and the committee adjourned.

Streets & Garbage Committee

Jim Davis of Maurer/Stutz, Inc. gave a presentation on IDOT's request for projects for
their FY 2000 to FY 2002 local agency program He offered several projects to be
submitted to the state. SCU funds could be used to upgrade one of the state routes
through Canton; North Main Street, Locust Street, Linn Street, or 5th Avenue south of
Linn Street. The total cost of the project for 2800 lineal feet of highway would be
approximately $1,029,800. Construction costs would be $868,000, and the city's share
would be approximately $248,600 which would come out of the city's MFT funds. Jim
Davis said that Dale Risinger of IDOT feels that there may be some funding for state
highways and that he advised us to wait. There was no further business to be discussed
under Streets and Garbage, and the committee adjourned.
Lake, Buildings & Grounds Committee

Harlan Banister updated the committee on the Rehabilitation of the Depot which is being
funded partially by an enhancement grant from the Illinois Department of Transportation
for historic transportation sites. The project is approximately 75% completed. There is
still a lot of work that will need to be done by city employees. Harlan and Joe Ginger are
discussing plans for the cable tv broadcasting equipment to be located at the Depot for
broadcasting the city council meetings. He asked council members to be thinking of how
they would like to utilize the council chambers which will be relocated to the Depot.
Mayor Edwards also stated that there is a possibility of moving other city offices to the
Depot. There will be additional expenses incurred in relocating council chambers and
cable tv equipment. No action was required at this time by the committee. There was no
business to be discussed and the committee adjourned.
Public Works, Water & Sewer Committee

Motion by Alderman Phillips, second by Alderman Hartford to approve spending $695.00
to send Joe Carruthers from the Waste Water Treatment Plant, to a 2 day electrical
seminar in Peoria May 5th and 6th. Voice vote, motion carried.
Mayor Edwards reported that he has received several notices from Ameren CIPS in
regards to passing an ordinance on electric deregulations in regards to our utility tax. He
asked that an ordinance be brought before the next city council meeting. No further
business was discussed and the committee adjourned.
