HomeMy WebLinkAbout11-14-2000 Clerical MINUTES CLERICAL COMMITTEE City Council Chambers @ Historic Depot November 14, 2000 - 6:30 p.m. Members Present: Dave Nidiffer, Kevin Meade, Robert Molleck, Larry Sarff Others Present: Jim Elson, Jo Anne Shores, Chet Phillips, Steve White, Chief Elam, Chief Stanko, Jim Snider, Gary Orwig, Linda Caudle, Clark Wilson, George Spahn, John Froehlin¢. Matthew Leaf Finance Committee Larry Sarff, Chairman Bills were reviewed and comments made by Chairman Sanff regarding items listed that will be partially reimbursed by the Insurance Company. Motion was made by Alderman Molleck, seconded by Alderman Meade to send the bills to council for action. Voice vote, motion carried. Motion was made by Alderman Meade, seconded by Alderman Molleck to open bids for a storage building. Voice vote, motion carried. Bids were opened and read aloud as follows: Seward Construction, $36,070; Thompson Construction, $29,285; Taylor Construction, $29,806; Ryco Dist. Inc. of Bushnell, $44,205. Motion was made by Alderman Meade, seconded by Alderman Molleck to refer bids to staff and request a bid bond as required by law. Voice vote, motion carried. Nancy Elson, Chairman of the Heritage Committee, provided information regarding the 175' anniversary of the founding of Canton, which will be December 10 The Heritage Committee is planning monthly activities for the upcoming year. In looking at using the Historic Depot for the events, there are some items that would make the Historic Depot more user friendly for all events. Some items needed may be borrowed, such as overhead projectors and a screen. The most urgent need is for 25 additional metal folding chairs at an approximate cost of $20 ea. and 2 round tables at approximately $120 ea. The tables would be needed by February 25th and the chairs by March 1~`. Alderman San-ff agreed that tables and chairs are needed for public use of the facility. Jim Snider said that there wasn't enough funds in the TIF account but the money could come from the general fund. Alderman Meade suggested picking up donated items when possible from State Farm and NAIER. George Spahn was asked to check with NAIER on availability of these items. Under discussion, John Stanko said there are nine tables in the building that can be utilized as soon as staff attaches the legs. Alderman San-ff informed Ms. Elson that the City would have tables ready by the February 25a' event and additional folding chairs by March 1~`. Karen Threw, President of the Fulton County Humane Society returned to the committee to see if the aldermen had questions regarding her request last month. The Fulton County Human Society would like to join with the County and the City of Canton in sharing the cost of building and operating an animal shelter for the entire county. In order to get the National Humane Society to assist with cost estimates, a letter of support is needed from the County and from the City. Karen has drafted the letter. The County has sent their letter. This would be the 1~` step to see if this venture would be feasible. A Motion was made by Alderman Meade, seconded by Alderman Molleck to ask Mayor Edwards to forward a copy of the letter on City Stationery in support of obtaining information and cost estimates from The National Humane Society Headquarters on this project. Under discussion, Karen asked that the letter be sent to her. Voice vote, motion carried. Mauer Stutz Inc. was not available to present their report as originally scheduled. Jim Snider spoke briefly on Pat Wright's memo on the proposed tax levy ordinance. It represents a 21% increase over the previous year. Notice was printed in today's Daily Ledger of the public hearing next week. If constituents have questions they may contact Jim Snider or Pat Wright at City Hall. Chief Stanko requested permission for the final training needed for investigator Jay Smith to receive peace officer status. The class will be held January 2 to February 2, 2001 in Champaign. Included in the training is the purchase of a weapon for use by investigator Smith. To save costs, the Canton Fire Department has made arrangements to share lodging expenses with the East Peoria Fire Department. Total cost is $3,544.38 from the operating budget. Motion was made by Alderman Molleck, seconded by Alderman Meade to approve this request. Voice vote, motion carved. Chief Stanko requested authorization to have American Test Center perform the annual ladder tests, required by law, at a cost of $1,630 from the operating budget. Motion was made by Alderman Meade, seconded by Alderman Molleck to approve this request. Gary Orwig requested authorization to purchase electrical parts for the #2 pump at the Kilroy Lift Station. Motion was made by Alderman Meade, seconded by Alderman Molleck to approve $955.47 for the repair of the #2 pump at the Kilroy Lift Station. Voice vote, motion carried. Jim Snider gave a brief report on where the City stands in regards to this year's budget. Everything is looking good for this fiscal year. Attorney Jim Elson commented on a couple of items by request of the aldermen. The 30 days is up this Friday on the Randolph Building. The City also received ownership information on the Drow Building. There may be mortgages outstanding on the property. This building also has party walls on both sides. The City will continue to move forward on this building. Alderman Meade also added that the City should take a look at what is taking place at Dahm Hall according to the City's original agreement with the owners. A Motion was made by Alderman Molleck, seconded by Alderman Meade to allow the City Attorney to send a letter to the owners of Dahm Hall asking about the renovation and to inform them that the time allowed for completion has been up for quite some time. Voice vote, motion carried. 2 Having no other business to discuss, the Finance Committee adjourned. Negotiations, Grievance & Personnel Committee Kevin Meade, Chairman Alderman Meade informed the committee that a final Drug and Alcohol Policy has been drafted and is being reviewed by Attorney Bruce Beal. It will be ready to go to Council next week. There was no other business for discussion and the committee adjourned. Community & Industrial Development Committee Robert Molleck, Chairman No business was discussed and the committee adjourned. Legal & Ordinance Committee David Nidiffer, Chairman Due to the illness of Chairman Nidiffer, Alderman Molleck presided. Chief Elam requested guidance in the regulation of the New Year's Eve hours for liquor-licensed businesses. New Year's Eve falls on Sunday which creates problems. Liquor license holders are required to pay an additional $100 per year to open Sundays. Many of the liquor license holders do not have Sunday licenses. Motion was made by Alderman Molleck, seconded by Alderman Sarff to offer a Class F Special event license to those who do not have a Sunday license at a cost of $30.00, and to allow all liquor license holders to be open New Year's Even unti13:00 a.m. Voice vote, motion carried. A Motion was made by Alderman Molleck, seconded by Alderman Meade to enter into executive session for the purpose of the selling of land and for personnel in the Fire Department. Roll call vote was as follows: Ayes -Aldermen Meade, Sarff, Molleck, Phillips. Nays -none. Motion carried. Alderman Shores left prior to executive session.
