HomeMy WebLinkAbout09-12-2000 Clerical MINUTES CLERICAL COMMITTEE City Council Chambers @ Historic Depot September 12, 2000 - 6:30 p.m. Members Present: Dave Nidiffer, Kevin Meade, Robert Molleck, Larry Sarff Others Present: Mayor Edwards, Jim Elson, Jim May, Chet Phillips, Jo Ann Shores, Clif O'Brien, Steve White, Chief Elam, Bonnie Cremer, Jim Snider, Gary Orwig, Linda Caudle, George Spahn, Clark Wilson, Patricia Wright, Harlan Banister, John Froehling, Matthew Leaf Finance Committee Larry Sarff, Chairman Bills were reviewed and comments made by Chairman Sarff. Attorney Jim Elson stated that the billing from Barnhart and Beal for $1970 should be billed to the Insurance Company. Motion was made by Alderman Meade, seconded by Alderman Nidiffer to send the bills to council for action. Voice vote, motion carried. Treasurer Pat Wright presented a written insurance review. Under discussion Jim Snider told the committee that Canton Union School District #66 has approached the City regarding insurance coverage. Jim talked about the benefits of having Risk Management review the City's coverage and make a recommendation. It was noted that the City worked with Risk Management approximately four years ago and did have problems with their services. Attorney Elson stated that he had difficulty with them returning his calls and also stated that items the City thought were covered actually were not covered in the plan developed by Risk Management. Aldermen Meade and Sarff agreed that the City should hire a consultant to find out what is available and to provide an objective view. Jim Snider and Pat Wright will investigate other consulting firms regarding an insurance review. No action required at this time by committee. The committee received a memo from Chief Stanko, represented at the meeting by Bonnie Cremer, to authorize the annual pump service tests be performed on all three fire pumps by Global Fire Equipment at a cost of $650. ISO requires these tests. This is a budgeted expense in category 411. A Motion was made by Alderman Molleck, seconded by Alderman Nidiffer to approve the expenditure. Voice vote, motion carried. A motion was made by Alderman Nidiffer, seconded by Alderman Meade to authorize Linda Caudle to order 5,000 printed purchase orders from Crawford Printing in Canton at a cost of $387. Under discussion, Linda said that 5,000 are ordered every two years and the price has increased by $7.00. Voice vote, motion carried. Linda Caudle informed the committee that the Chamber of Commerce has authorized Village Profile to develop a professional image brochure for Canton. It will be funded 1 totally by advertisers. The company will hire a local photographer and a local printer. The city map will be included inside the booklet. Linda stated that this will be an image builder and will also be a great piece to promote Canton and to send to business leads. 5,000 booklets will be printed and distributed to the advertisers and the Chamber. Linda is looking into the possibility of purchasing additional booklets for use by the City. She will bring this information to the committee when available. A motion was made by Alderman Meade, seconded by Alderman Molleck to place a 1/8 page ad in the Canton marketing booklet being developed by the Chamber of Commerce and Village Profile at a cost of $295. Voice vote, motion carried. Chief Elam requested permission to send Officer Rusty Graham and Officer Gerald Foreman to a 5 day firearms instructor course at a cost of $1,764. 16 hours of overtime to replace these officers on the patrol shift during the training is included in this cost. A motion was made by Alderman Nidiffer, seconded by Alderman Molleck to approve the firearms range instructor training at a cost of $1,764. Voice vote, motion carried. As per a recommendation from Phillips and Associates, a motion was made by Alderman Meade, seconded by Alderman Molleck to authorize Phillips and Associates to order 8,000 brick for construction of the sally port at the new City HalUPolice Station at a cost of $2,880. Under discussion, committee would like to obtain permission from Wells Fargo Bank to begin construction before the bank moves from the present location. Voice vote, motion carried. The committee received a letter from Phillips and Associates stating that Illinois Law requires all public buildings to be remodeled must have a survey conducted to determine if hazardous materials are present. A motion was made by Alderman Meade, seconded by Alderman Molleck to authorize Phillips and Associates to proceed with the sampling of the Wells Fargo Bank building using Aspec Environmental Testing, Inc. at a cost not to exceed $1864. Voice vote, motion carved. Steve White informed the committee that Midwest Meter, Inc checked the large meters in Canton and found that two of the meters at Spoon River College did not check well. Parts are no longer available. The new meters must be replaced along with four shut off valves and two spacers. The spacers and valves are the responsibility of Spoon River College. That cost would be $1760. The meters are the city's responsibility and would cost $2550. All three of the hospital meters tested low and there are no repair parts available. The 3 meters need to be replaced at a cost of $4362. The City's financial responsibility is for the five meters at a total cost of $6912. Spoon River College will be notified of their responsibility. Amotion was made by Alderman Nidiffer, seconded by Alderman Meade to authorize the replacement of two Spoon River College meters and three Hospital meters at a cost of $6912. Voice vote, motion carried. A motion was made by Alderman Meade, seconded by Alderman Nidiffer to allow Steve White to purchase the Microsoft office 2000 computer program to update the system at the water plant at a cost of $599.99 which would come out of the operating budget. Voice vote, motion carried. 2 Jim Snider received a letter from the City's Verizone representative after a review of the city's cell phone account. The current contract will end in a couple of months. The representative recommends signing a new 18 month contract increasing air time to 1200 hours per month which would amount to savings of $145 per month. Alderman Phillips suggested that other cell phone companies be given an opportunity to compete with Verizone's contract. After discussion of Verizone's current service, a motion was made by Alderman Molleck, seconded by Alderman Nidiffer to approve a new 18 month wireless contract with Verizone. Voice vote, motion carried. Jim Snider requested permission for he and Clark Wilson to attend the 2000 Brownsfield Conference in October. The City's U5EPA contact recommends that Canton representatives attend this conference to continue making contacts for future funding opportunities for the IH Site. Several benefits have already occurred because of the contacts made at these conferences. Alderman Sarff agreed that it is important to continue making contacts at these conferences. Estimated cost is $2500. A motion was made by Alderman Meade, seconded by Alderman Nidiffer to allow Clark Wilson and Jim Snider to attend the 2000 Brownsfield Conference in October. Voice vote, motion carried. Colin Edwards, representative of Maurer Stutz, Inc. addressed the committee. He reported that repair work at the east side plant have been completed in good order and in a timely fashion. He recommends the City pay Blue Ridge Company the full amount of the pay request for $41,285 subject to receipt of proper lien waivers. Mr. Edwards also added that he has submitted the planning report to the EPA as part of the 1~' step in the loan application which as been discussed at prior meetings. In another areas he reported that Gregg Foose was the low bidder on the Post Office Sidewalk replacement project and he is awaiting the necessary paper work from Mr. Foose. No action required by the committee at this time. Having no other business to discuss, the Finance Committee adjourned. Negotiations, Grievance & Personnel Committee Kevin Meade, Chairman Chairman Meade asked for an executive session at the end of the clerical meetings for the purpose of discussing police personnel and salaries. There was no other business for discussion and the committee adjourned. Community & Industrial Development Committee Robert Molleck, Chairman 3 Karen Threw, representative of the Fulton County Humane Society presented a proposal for a new animal shelter for Fulton County to be placed on 22 acres of property one mile east of Canton on Route 9. She is asking that the Fulton County Board, the City of Canton and the Humane Society cooperate on this project. The Humane Society would provide the land and 1/3 of the cost of erecting the facility. Mayor Edwards suggested that the Humane Society also contact other communities in Fulton County to participate in this project. No action was required at this time. The complete proposal is attached to these minutes. No further business was discussed and the committee adjourned. Legal & Ordinance Committee David Nidiffer, Chairman Captain Chuck Cunningham informed the committee that the Salvation Army Store on the East Side of the Square would be closing at that location October 31~` and he is looking for another location. He is interested in purchasing the city owned comfort station and asked if the City would consider an alternate method of selling rather than accepting sealed bids. According to attorney Jim Elson, to sell the property outright it must be sold at 80% of the appraised value ($52,000) and would require a vote of 3/a of the council. If Canton falls under certain specification required by law it may auction the property and the 80% price would not apply. If auctioned, the notice must be published three times with the l~` publication appearing not less than 30 days prior to the auction. Mayor Edwards said he would be interested in having the comfort station sold at auction with a minimum bid requirement. Aldermen Nidiffer and Sarff concurred. A method of determining an auctioneer must be determined. A motion was made by Alderman Sarff, seconded by Alderman Meade to have a resolution brought before the next council meeting authorizing the sell of property at auction with a minimum bid of $40,000. Under discussion it was noted that Jim Elson will work with Linda Caudle on checking for the specific requirements to see if the City would qualify to sell property at an auction. Voice vote, motion carried. A motion was made by Alderman, seconded by Alderman to enter into executive session for the purpose of discussing police personnel and salaries. Roll call vote. Ayes: Aldermen May, Shores, Meade, Nidiffer, Sarff, Phillips, Molleck. Motion unanimous. No other business was discussed in open session and the committee adjourned. Recorded by Linda Caudle 4
