MINUTES
CLERICAL COMMITTEE
City Council Chambers
August 8, 2000 - 6:30 p.m.
Members Present: Dave Nidiffer, Kevin Meade, Robert Molleck. Others Present:

Finance Committee
Larry Sarff, Chairman
In the absence of Chairman Sarff, Alderman Meade chaired the committee.
Bills were reviewed and comments made by Jim Snider. Motion was made by Alderman
Molleck, seconded by Alderman Nidiffer to send the bills to council for action. Voice
vote, motion carved.
"Catfish" Barker asked to address the committee. He stated that the retirees are short on
funds to maintain a building for their gatherings and asked if the City would offer a
location. The retirees would pay for utilities. Mayor Edwards asked Mr. Barker to attend
the August 22°d Mechanical Committee Meeting along with the Chamber and the United
Way to discuss office and meeting locations that may be available. He added that
something maybe worked out with the Comfort Station.
Clif discussed the request from Post Master Linda Mayberry, for the City to use TIF
funds to provide city labor for the replacement of the sidewalk in front of the Post Office.
The Post Office would pay for the cost of materials. Motion was made by Alderman
Molleck, seconded by Alderman Nidiffer to allow Clif to have specs drawn for this
project with separation of costs for labor and materials and to open the bids at the August
22°d Mechanical Committee Meeting. Voice vote, motion carved.
Clif discussed a complaint he received during the rain last Saturday. The storm sewer
was backing up on 14a' Avenue. The catch basin goes into a 15" storm sewer. This
happened once before and the problem was tree roots. Hunter was called in and corrected
the problem. Clif feels the tree roots have damage the sewer again. He is hoping the
problem is only from Wheeler to Ash. He asked permission to have Hunter televise the
sewer and cut the roots. Clif said he would like to line the sewer and feels that he may be
able to do this himself to save the City money. Motion was made by Alderman
Molleck, seconded by Alderman Nidiffer to authorize Hunter to cut the roots and televise
the sewer on 14~' Avenue at a cost of up to $1600 and for Clif to report to next week's
council meeting for further repairs if needed. Voice vote, motion carried.
As an information item, Jim Snider told the committee that the City Clerk had provided
him with a memo regarding the City's IlVIRF contributions for its retirees. IMRF is
asking the City to commit to 4.81% fora 10 year period. Jim will research this and report
to the council meeting.
Having no other business to discuss, the Finance Committee adjourned.
Negotiations, Grievance & Personnel Committee

Alderman Meade informed the committee and the media that there would be a
negotiations meeting in executive session with the city and the police union August 17~'
at 6:00 p.m. at the city building.
Mayor Edwards informed the committee that he received a packet of information from
Governor George Ryan and Corinne Wood on the Illinois River Restoration Program and
a proclamation to support the clean up of the Illinois River. He will sign the
proclamation and forward it to the Governor. This is not a financial committee, merely a
proclamation of support to clean up the Illinois River, which will benefit the communities
along the river and Canton. He is hoping that this project will also involve Spoon River
at some time.
Mayor Edwards also gave a report on yesterday's visit from Congressman Lane Evans.
Evans and his staff, media reps and city staff toured the International Harvester site and
held a press conference at the Historic Depot. Joy Stieglitz from Vandewalle and
Associates also attended.
There was no other business for discussion and the committee adjourned.
Community & Industrial Development Committee
Robert Molleck, Chairman
Linda Caudle told the committee she has received a completed application for an EDLF
loan in the amount of $8,000 from Ron Long, owner of a downtown building at 26 South
Main St. The EDLF loan is from CDAP funds in the City's revolving loan fund.
According to Pat Wright there is approximately $60,000 remaining in this fund. Mr.
Long plans to make the building usable for a new music business which will employ one
full time and two part time low income persons. The total project is $32,000. Linda said
that she has reviewed the application and it meets all of the requirements for the EDLF
Revolving Loan. Mr. Long has the collateral required and will sign a personal
guarantee. Alderman Nidiffer stated that he supports this project of fixing up a
downtown building for a new business. Mayor Edwards also stated that another request
for this type of assistance may be coming in the future. Motion was made by Alderman
Meade, seconded by Alderman Nidiffer to approve this request and send it to council for
further action. Voice vote, motion carried.
No further business was discussed and the committee adjourned.

Legal & Ordinance Committee
David Nidiffer, Chairman
Alderman Nidiffer gave a summary of the Fence, Walls and Barriers Ordinance. Clark
Wilson told the committee it was basically an effort to clean up the language in the
existing ordinance. He also said that the ordinance is under Title 10 and also in Title 6 of
the Police Department and suggested it remain only in Title 10 in the Ordinance Book.
Alderman Nidiffer also felt that the change in requiring a building permit to install a
fence was a necessary change but felt a minimal fee should be charged. Motion was
made by Alderman Molleck, seconded by Alderman Meade to accept the revised
ordinance adding a $5.00 fee for a building permit for constructing a fence and
secondly, to remove the ordinance from Title 6 of the Police Department and keep in only
in Title 10. Voice vote, motion carried.
In regards to the second item on the agenda, Alderman Nidiffer said that the sign
ordinance amendment has already been approved by the committee. The next step is to
send it to council for further action.
Attorney Jim Elson received a request from the Fulton County Highway Department to
allow the EPA to place monitoring wells in the city owned alley behind property on Oak
Street. Because of the in ground and above ground tanks on that property, the EPA wants
to monitor the ground water for contamination. The Fulton County Highway Department
will clearly mark the location of the wells. Clif will check the locations to make sure
they will be clear of the water main. Motion was made by Alderman Meade, seconded
by Alderman Molleck to send this request to council. Voice vote, motion carried.
No further business was discussed and the committee adjourned.
