MINUTES
CLERICAL COMMITTEE
City Council Chambers
June 13, 2000 - 6:30 p.m.
Members Present: Dave Nidiffer, Larry Sarff, Kevin Meade. Others Present: Mayor

Finance Committee
Larry Sarff, Chairman
Bills were reviewed and questions answered. Motion was made by Alderman Nidiffer,
seconded by Alderman Meade to send the bills to council for action. Voice vote, motion
carried.
Motion was made by Alderman Meade, seconded by Alderman Nidiffer, to open the bids
for radios and a base unit. Voice vote, motion carried. Bids were opened and read aloud
as follows: Ragan Communications, #1) $22,159.08, #2) $25,244.58, #3) 24,675.15, #4)
$25,950.15; Segno Communications, $24,265.74; Supreme Radio Communications,
$18,438.50. Motion was made by Alderman Nidiffer, seconded by Alderman Meade, to
send the bids to staff for a recommendation. Voice vote, motion carried.
Chief Stanko reported that the current three year support plan for the external
defibrillators expires August 1~`. The maintenance plan provides for semi annual
inspection and certification as well as repairs. Motion was made by Alderman Nidiffer,
seconded by Alderman Meade, to approve a three year AED Maintenance Contract at an
annual cost of $1,300.80 to be paid over three years, with money to come from the
operating budget. Voice vote, motion carried.
Motion was made by Alderman Nidiffer, seconded by Alderman Meade, to allow the fire
department to purchase apulse-oximeter for their lead engine, using $507.44 from the
rescue fund and $171.51 coming from city funds. Voice vote, motion carried.
Motion was made by Alderman Nidiffer, seconded by Alderman Meade, to allow Gary
Orwig to purchase two, 2 Hp pumps for the sand filters at the wastewater plant, at a cost
of $3585 plus shipping. Voice vote, motion carried.
Motion was made by Alderman Nidiffer, seconded by Alderman Meade, to approve the
purchase of a replacement aerator prop from US Filter Aerator Products at a cost of $694.
Voice vote, motion carried.

Motion was made by Alderman Meade, seconded by Alderman Nidiffer to allow Steve
White to purchase replacement filter valves for the water plant at a cost of $3,797 plus
shipping. Under discussion, it was noted that replacement of filter valves is included in
the plant operating budget. Voice vote, motion carried.
Motion was made by Alderman Nidiffer, seconded by Alderman Meade to approve
repairs to the turbidimeter for the water plant lab and the use of a loaner, at a cost of
$712.50. Voice vote, motion carried.
Motion was made by Alderman Nidiffer, seconded by Alderman Meade to approve the
expenditure of $3500 for repairs on the Lake Road and Campground road using CA-6
from Duck Island. Under discussion, Steve White said that after this is done he and Clif
O'Brien will decide on what further action will be needed. Voice vote, motion carried.
Motion by Alderman Meade, seconded by Alderman Nidiffer, to accept the low quote of
$860 from Reinmann Heating and Cooling for replacement of the air conditioner lines for
the 2nd floor of the water plant. Voice vote, motion carried.
Chief Stanko reported that a committee at the fire department has been researching the
purchase of anew apparatus and has visited two manufacturers. The 3rd manufacturer is
located in New York. This company has offered to pay all expenses for three committee
members to visit them for a fact finding mission on this apparatus. This would include
air fare, meals and lodging for a day and a half. Chief Stanko was concerned about the
gift act. In a memo to the Mayor, City attorney Jim Elson said this trip would be within
the law. The only cost to the city would be overtime for half of a shift and transportation
to the airport in Chicago. Motion by Alderman Nidiffer, seconded by Alderman Meade
to allow three committee members to go on this fact finding trip. Voice vote, motion
carried.
Chief Elam suggested that the city utilize crime stoppers to obtain information on the
vandalism that occurred recently at the historic depot. Motion by Alderman Nidiffer,
second by Alderman Meade to allow Chief Elam to move forward with notifying crime
stoppers. Voice vote, motion carried.
The committee discussed contacting Ameritech to install a box at the depot to
accommodate at least ten phone lines, with those lines being added as needed. The
committee asked Jim Snider to explore this with Ameritech and report to the next council
meeting.
Terry Poison, representative of the Pratt AV & Video Corporation of East Peoria,
presented a proposal for the city council chamber's AV system at the depot. His proposal
included state of the art equipment, which could easily be transferred to the new city hall
council chambers when it was ready for occupancy in two to three years. The cost of
the equipment would be $21,142. Mr. Poison also addressed the acoustical problem at
the depot and suggested mounting wall panels. These could be removed in the future if
necessary. These panels would enhance the acoustics in the depot and would be required
for any type of use at the depot. The cost of the sound panels would be $3,038 plus

shipping. The expenses would come from TIF Funds. There is an urgent need to order
this equipment if the council plans on moving to the depot by August or September.
Motion was made by Alderman Sarff, seconded by Alderman Meade to waive the
bidding process in order to purchase the necessary sound equipment in order to expedite
the completion of the depot for use as council chambers. Voice vote, motion carried.
Motion was made by Alderman Sarff, seconded by Alderman Meade to recommend to
council that a new audio visual system and equipment be purchased from Pratt AV &
Video Corporation and that the order for the sound panels also be placed with the total
expense not to exceed $25,000, with money from the TIF Fund. Voice vote, motion
carried.
Having no other business to discuss, the Finance Committee adjourned.
Negotiations, Grievance & Personnel Committee

Alderman Meade informed the committee and the media that there would be a
negotiations meeting in executive session with the city and the police union next Tuesday
at 4:00 p.m. at the city building.
There was no business for discussion and the committee adjourned.
Community & Industrial Development Committee
Robert Molleck, Chairman
In the absence of Alderman Molleck, Alderman Meade presided. Linda Caudle told the
committee that Bill and Barbara Awl donated an antique Woodstock typewriter to be
placed in the historic depot for permanent display. The typewriter was used by Mrs.
Awl's father at the Drow Hardware Store in downtown Canton.
No further business was discussed and the committee adjourned.
Legal & Ordinance Committee

Gary Montgomery of 1950 North Main addressed the committee requesting a variance to
the city ordinance that states no burning of buildings in the city limits. He has an old
building on his property behind his residence that he would like to have the fire
department burn down for training purposes. Chief Stanko informed him that this would
not be possible without an EPA permit and it would be a lengthy process. It would also
cost the city in overtime and the highway would have to be closed because of the location
of the fire hydrant. Gary Montgomery is asking for this assistance instead of paying a
contractor $5,000 to do the work. Mr. Montgomery will contact the EPA and Chief
Stanko will provide an estimated cost to the city. There was also a question of if the
building in question is actually in the city limits. This will be discussed again at the
Public Safety Committee June 27~'.

Pastor Wagner of the Assembly of God Church was in attendance and represented by
attorney Walt Barra. Mr. Barra, on behalf of his client, is requesting placing an alley
between Argonne and Stonegate. Clif O'Brien estimates the cost for the city fora 1 '/Z
inch overlay would be $3832. Before a decision is made, more information will be
needed. Clif will meet with Walt Barra and bring additional information back to the next
Streets and Garbage Committee meeting June 27a'. No action was taken by the
committee.
Attorney Barra also asked if the city attorney would review the agreement between the
Assembly of God Church and the city regarding improvements to their property in
conjunction with the church putting in curb and gutter.
No further business was discussed and the committee adjourned.
