Others Present: Mayor Donald E. Edwards, Attorney Jim Elson, Kevin Meade, Dave Nidiffer, Chief Elam, Chief Stanko, Gary Orwig, Clif O'Brien, Linda Caudle, Greg Pollitt, Jim Snider, George Spahn, John Froehling, Matthew Leaf Public Safety & Traffic Committee Jo Anne Shores, Chairman At the beginning of the meeting Mayor Edwards recognized two guests. They were Maria Orwig and Cindy White, both students in the Adult Leadership Academy. They attended the meeting as part of their leadership training. The Mayor thanked them for attending. Chief Elam supplied the written monthly police report along with the annual K-9 Report. In March over 200 citations were written. Chief Elam also reported the police department received a check from the State of Illinois for $2200 in drug forfeiture funds. He also received grant money in the amount of $2394 for the purchase of bullet proof vests. The department will apply for this grant again next year. The Chief gave an update on Grando. After numerous tests at the University of Illinois, Grando will now have minor surgery in Canton. Dr. Hahn will provide the medical service at no charge. The U of I provided a 50% discount on testing since Grando is used for police work. The other K-9 is in its Sa' week of training and will be on the street in mid May. Chief Stanko presented the written monthly fire department report and the ESDA report. He added that beginning March 21 ~ the fire department became a work based learning center for a high school student. This program is made possible through Education to Careers. No other business was discussed. The Public Safety and Traffic Committee adjourned. Streets & Garbage Committee Chet Phillips, Chairman A designated date for Gabby Days was discussed. It is usually held after the city wide yard sale, however, the Chamber is not sponsoring the city wide yard sales event this year. So as not to conflict with the Heartland Chautauqua in Canton June 12a' through 17~', the Cruise In on June 16a' and the Relay for Life June 23`~ and 24'I', Clif O'Brien suggested the 1~` weekend in June for GABBY DAYS. Canton residents may place unwanted items on terraces to be picked up by others. Left over items will be picked up 1 by the City of Cantoeginning the following Monday after o'Al3BY DAYS. Items that will not be picked up will be provided to the news media by Clif O'Brien. Motion by Alderman Hartford, seconded by Alderman Shores to have the City sponsor GABBY DAYS June 3rd and June 4a'. Voice vote, motion carried. Mayor Edwards told the committee he received a complaint of speeding on Avenue D along with a request for a stop sign in that area. He asked Chief Elam if the police department would look at this area and report back. Mayor Edwards also stated he receives a request daily from the UPS Delivery driver for an unloading zone next to Maurices. This would take up two parking spaces. The police department was asked to look into this situation and report back. On the same lines, Mayor Edwards stated that there is an unneeded handicap parking space in front of the former Churchill Hotel. This space was not included in the count for the number of required handicap spaces provided by the city. He also informed the committee that the owner of the property is considering using the Churchill Hotel lot for parking and is requesting a curb opening. The owner has been informed of the proper procedure for a permit for this request. Motion was made by Alderman Hartford, seconded by Alderman Shores to remove the handicap parking designation on South Main Street in front of the Churchill Hotel lot. Voice vote, motion carried. The American Cancer Society's l~` Fulton County Relay for Life will be held at Canton Memorial Stadium June 23rd and 24"'. This will be a continuous 24 hour walk-run relay. Mayor Edwards received a request from the committee to have the bagged trash removed from the event site by city personnel on Monday, June 26d'. Motion was made by Alderman Shores, seconded by Alderman Hartford to approve this request. Voice vote, motion carried. Clif O'Brien informed the committee that a mower is broken and the cost to repair it would be $650 versus the cost of a new one at $725. He also added that each year he rents two mowing tractors for five months. The cost to rent two tractors per month is $1,000 ($500 each). Motion was made by Alderman Hartford, seconded by Alderman May to allow Clif O'Brien to purchase a new mower at a cost of $725 and to rent two mowing tractors for five months at a monthly cost of $1,000. Voice vote, motion carried. There was no further business discussed under Streets and Garbage, and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman Carolyn Maricle requested permission to either build a home or move in a home on leased lake lot #9. The property is owned by her mother Beulah Tindall who has a single trailer on the property with a septic tank in place. Mayor Edwards informed Ms. Maricle that a county permit is required and he had no objections to her request. Motion by Alderman Phillips, seconded by Alderman May to allow Carolyn Maricle and Beulah Tindall to either build a new home or move in another home to replace a trailer on leased lake lot #9, with approval from the county. Voice vote, motion carried. 2 Alderman Nidiffer informed the committee that the Player's Lounge will have a benefit for the 4~' of July Fireworks on Saturday, May 27`t' beginning at noon. There will be a pool tournament, music and food. He suggested the City waive the fee for a beer garden license for this event. Motion by Alderman Phillips, second by Alderman Shores to allow Player's Lounge to proceed with a Fireworks benefit on May 27, 2000, to waive the beer garden license fee and to require Player's Lounge to move all music inside after 10:00 p.m. on May 27't'. Voice vote, motion carried. Mayor Edwards stated that there is still a need for a fireworks committee to purchase and set off the fireworks. Alderman Hartford agreed to contact Gary Atkins to see if he would set offthe fireworks this year and help to train others. Jim Snider received a memo from the Network Group who provide phone service through Ameritech. The Network Group has continued to review the city's phone bills and recommends that the city wait until it's move downtown to negotiate for long distance phone service. No action required by the committee at this time. No other business was discussed and the committee adjourned Public Works, Water & Sewer Committee Jim May, Chairman Mayor Edwards told the committee that Mauer/Stutz is working with the City Attorney on the proposed new water line. Attorney Jim Elson informed the committee of some problems regarding the easement. It was discovered that free water has been supplied to some people in this area over the years. Installing the new line will eliminate this problem. Attorney Elson will continue working with Mr. Edwards of Mauer/Stutz on this project and the easements.
