City Council Chambers
February 22, 2000 - 6:30 p.m.
Members Present: Jo Anne Shores, Jim Hartford, Jim May, Chet Phillips. Others

Public Safety & Traffic Committee

Chief Elam supplied a written monthly police report and noted that under "money
generated", there was $11,000 from the drug task force. He also reported that the
meetings with school officials have been going well and the school officials are pleased
with the truancy ordinance.
Chief Stanko presented a written monthly fire report and ESDA report and noted that
Ladder Truck 423 has been repaired at a cost of $434.37. Six members of the department
began a special class at Spoon River College in January and the cost will be reimbursed
by the State Fire Marshall's Office.
No other business was discussed. The Public Safety and Traffic Committee adjourned.
Streets & Garbage Committee

Wee Ma Tuk Country Club has offered corporate family memberships to City of Canton
employees at a reduced rate. Jim Snider stated that no city funds will be used.
Memberships will be paid entirely by the employees with the cost withheld from their
paychecks each month. The billing will go to the city and the city will send the payment
to Wee Ma Tuk. Motion by Alderman Hartford, seconded by Alderman Shores to
approve participation in the corporate membership plan. Voice vote, motion carried.
There was no further business discussed under Streets and Garbage, and the committee
adjourned.
Lake, Buildings & Grounds Committee

The Aldermen received a memo from Nancy Whites, City Clerk, regarding the TPW
Agreement covering the 8" sewer pipeline. The payment due date was 15 days from
February 7~' -which would be February 23rd. Mayor Edwards and Jim Snider had not
received this information ono action could be taken at this time~Committee asked Jim
Snider to check into this matter on Wednesday.
Harlan Banister spoke for the team that is studying the layout of the new police and city
building. The group visited a new police department and city building in Yorkville last
week and liked the open concept of the building. Their building is about 1/3 the size of
the new Canton city and police department building. Because of specific requirements
for the cells and for police department security, the team feels that it would be beneficial
to hire Phillips and Associates to work with them during the planning of this move.
Motion was made by Alderman Phillips, seconded by Alderman Shores to approve the
hiring of Phillips and Associates, Architects, on an as needed basis to assist in the
planning of the new city and police building. Voice vote, motion carried:
Motion was made by Alderman Shores, seconded by Alderman May to have the city's
comfort station building appraised and to advertise for bids to sell this property after the
appraisal is received. Voice vote, motion carried.
Steve Arrowhood, representative of Maurer-Stutz, Inc. discussed the Water Supply
Report done by Maurer-Stutz, Inc. He also provided a two page executive summary of
the complete report. The bulk of the study focused on raw water from the Illinois River
with a pipeline from the river to the city. The costs are significant, varying from $3.5
million to $6.1 million. The study also focused both on short term as well as long term
planning. Costs associated with replacing one of two water transmission mains from the
Water Treatment Plant to the City were also addressed in the report. The method
preferred is to continue on the Clean Lakes Program, attacking the problem in the lake
and upstream in the water shed, proceeding with the siltation dam project, and the
cleaning of the lake to hold more volume. No action is required at this time by council.
Clif O'Brien informed the committee that he and his crew are ready to begin work
Monday on the Dam project. All materials are on location.

Public Works, Water & Sewer Committee

Gary Orwig reported that a 20 horsepower RAS pump has failed. It has been taken to
General Pump and Machine and requests permission to have it repaired. No estimate is
available at this time. Motion was made by Alderman Phillips, seconded by Alderman
Hartford to authorize the repair of this pump. Voice vote, motion carried.
No other business was discussed and the committee adjourned.
