MINUTES
CLERICAL COMMITTEE
City Council Chambers @ Historic Depot
March 13, 2001 - 6:30 p.m.

Finance Committee
Larry Sarff, Chairman
Bills were reviewed. Alderman Sarff noted the bill for community water supply annual
testing. Motion was made by Alderman Molleck, seconded by Alderman Meade to send
the bills to council for action. Voice vote, motion carried.
A motion was made by Alderman Meade, seconded by Alderman Nidiffer to open bids
for TIF Projects 4A and 4B (Depot Parking Lot & Industrial Park Road). Voice vote,
motion carried.
One bid was received and read from United Paving and Construction of Macomb. The
bid for the Depot Parking Lot was $35,515. The bid for the Industrial Park Road was
$72,555.31 with the alternate bid for additional '/2" surface was $87,957.96. A motion
was made by Alderman Meade, seconded by Alderman Nidiffer to send the bids to staff
for review. Under discussion it was noted that these bids were reasonable. Voice vote,
motion carried.
Rick Semonez discussed the insurance bid opening held at the City Building at 9:00 a.m.
today. Mr. Semonez gave a brief overview of the bids that were received. He is
requesting additional information from 4 of the companies. There was some discussion
regarding the renewal bid not yet received. There was some concern that they would
have the advantage. Mr. Semonez said that because of so many factors involved it really
would not be an advantage to the other company and this happens in many insurance
bidding processes. The bids will be reviewed and then taken to the insurance committee
meeting March 21~` at 9:00 a.m. at the Public Safety Building.
Colin Edwards of Maurer Stutz, Inc. provided a letter stating that they had reviewed the
results of the bid opening for the proposed water transmission main and the potable water
standpipe rehabilitation and advised the passing of a resolution with intent to award bids.
A motion was made by Alderman Meade, seconded by Alderman Molleck to have the
city attorney bring to council a resolution with the intent to award the transmission main
to Laverdiere Construction, Inc. of Macomb in the amount of $1,655,486.50 contingent
upon the receipt of IEPA State Revolving Loan funding. Under discussion it was noted
that the contingent phrase must be in the resolution, which will be sent to the IEPA in
order to finalize the loan application. Voice vote, motion carried.
A motion was made by Alderman Molleck, seconded by Alderman Nidiffer to have the
city attorney bring to council a resolution with the intent to award the standpipe
rehabilitation to Thomas Industrial Coatings, Inc., of Pevely, Missouri, contingent upon
the receipt of IEPA State Revolving Loan funding. Under discussion it was again noted
that the contingent phrase must be in the resolution. It was also noted by Alderman SarPF
that both bids came in lower than anticipated. Bids totaled $700,000 under the projected
amount. Voice vote, motion carried.
A motion was made by Alderman Molleck, seconded by Alderman Meade to approve the
signing of the IEPA document for the water transmission main and the standpipe loan
application by Mayor Edwards. Voice vote, motion carried.
Linda Caudle received a request from the Heritage Committee for an additiona124 chairs
for the Historic Depot for this Sunday's event. They were short of chairs at the last event
and are expecting a much larger crowd this Sunday. A motion was made by Alderman
Nidiffer, seconded by Alderman Meade to allow George Spahn to purchase 24 folding
metal chairs at a price of $180 for this Sunday's event at the Historic Depot. Voice vote,
motion carried. Linda also invited everyone to attend the 175`t' birthday celebration for
the City of Canton and the Essay Contest, which will begin at 1:30 p.m. Sunday at the
Depot.
Linda Caudle requested permission to order 6000 time cards, printed on both sides, from
Crawford Printing in Canton at a cost of $242. This is the amount usually purchased and
will last a little over 2 years. A motion was made by Alderman Meade, seconded by
Alderman Molleck to allow this expenditure. Voice vote, motion carved.
Chief Stanko requested permission to include costs for sending all fire officers to the first
80-hour class for management and executive training under the direction of the
Northwestern Traffic Institute. Costs for the 1~` four officers are $7,665. He has included
himself in the budget request to attend this training. All officers have applied for a
scholarship to attend the 1~ class and if received the scholarship would cover tuition
which is $700 per person. The next class available will be April 16-20 and April 30-May
4. Chief Stanko requested that Assistant Chief Oaks and himself be allowed to attend at a
cost of $3,430. It is important that application be sent in immediately because enrollment
is limited. A motion was made by Alderman Meade, seconded by Alderman Nidiffer to
include the costs for the first class series in the 2001-2002 budget and to approve
Assistant Chief Oaks and Chief Stanko attending the next class of "Supervising Fire
Personnel" at a cost of $3,430. Roll Call Vote. Ayes: Aldermen May, Meade, Nidiffer,
Sarff, Phillips, Molleck, Hartford. Nays: None Absent: Alderman Shores.
The next item on the agenda is on the bills which will be sent to council for action.

Jim Snider gave a brief overview of the 2001-2002 budgets. Again this year he will be
proposing a balanced budget. More information will be forthcoming at a future meeting.
Having no other business to discuss, the Finance Committee adjourned.
Negotiations, Grievance & Personnel Committee

For informational purposes, Alderman Meade said that the city will be meeting soon with
the Public Works Union to begin negotiations on a new contract.
There was no other business for discussion and the committee adjourned.
Community & Industrial Development Committee
Robert Molleck, Chairman
As an informational item, Linda Caudle reported that to date over 2300 people have
enjoyed programs and special events at the Historic Depot and programs are scheduled
through November.
No other business was discussed and the committee adjourned.
Legal & Ordinance Committee

Jim Snider said he received a letter from Colin Edwards requesting revisions in the Water
Ordinance to include IEPA Provisions. These changes will be given to the city attorney
to prepare a revised Water Ordinance for the next city council meeting. A motion was
made by Alderman Nidiffer, seconded by Alderman Meade to allow the city attorney to
revise the Water Ordinance in accordance with the IEPA provisions as provided by Colin
Edwards for action at the next council meeting. Voice vote, motion carried.
No other business was discussed, and the committee adjourned.
A motion was made by Alderman Molleck, seconded by Alderman Sarff to enter into
executive session for the purpose of pending and threatening litigation. Roll call vote.
Ayes: Aldermen May, Nidiffer, Meade, Sarff, Phillips, Hartford, Molleck. Nays: None
Absent: Alderman Shores.
The committee reconvened in open session for the purpose of adjournment. No other
business was discussed and the committee adjourned.
