Bohler, Attorney Ron Weber, Dave White, Craig West, Mary Fillingham, Jim Hartford, Larry Sarff, Steve White, Gary Orwig, Clif O'Brien, Chief Elam, Chief Stanko, Linda Caudle, Pam Smith, Harlan Banister, Bill Phillips, John Froehling, Joe Ginger Public Safety & Traffic Committee Robert Molleck, Chairman Chief Elam distributed the monthly police report. Chief Stanko provided a written monthly police and ESDA report. He noted the used ambulance has been received by the City and will be operational by the end of this week. The contract for the new fire department vehicle was signed today. A Motion was made by Alderman Meade, seconded by Alderman Nidiffer to open bids for the demolition of a building at 63 E. Side Square. Voice vote, motion carved. One bid was received from N.E. Finch Company in the amount of $123,950. A Motion was made by Alderman Nidiffer, seconded by Alderman Meade to send the bid to staff for a recommendation. Voice vote, motion carried. Chief Elam received quotes on a radio tower for the new city haWpolice station. This tower will be used for communications by all departments. Quotes were obtained from Ragan Communications and Supreme Radio on a 60 foot tower and an 80 foot tower. Because of structural problems the tower can not be placed on top of the building. It will be placed on the north side of the building. Chief Elam recommended an 80 foot tower to enable future expansion. A Motion was made by Alderman Nidiffer, seconded by Alderman Meade to waive the bidding process due to time restraints. Roll call vote as follows: Ayes -Aldermen Molleck, Nidiffer, Meade, Hartford, Sarff, West, and Fillingham. Nays -none. Motion unanimous. A Motion was made by Alderman Meade, seconded by Alderman Nidiffer to approve the purchase and installation of an 80 foot radio tower from Supreme Radio for $10,051. Roll call vote as follows: Ayes -Aldermen Molleck, Nidiffer, Meade, Hartford, Sarff, West, and Fillingham. Nays -none. Motion unanimous. Bill Phillips, architect for the new city building, addressed the committee to suggest a change in the traffic flow in the parking lot of the downtown building. Alderman Molleck and Chief Elam reviewed the plan and feel it is a good idea. Mr. Phillips suggests the placement of baffles on the sidewalk next to the Daily Ledger for the safety of pedestrians. The change will also require new signage. Mr. Phillips was asked to supply copies of the drawing to the council members so they can study it further before making a decision. No other business was discussed~The Public Safety and Traffic Committ Tadjourned. Streets & Garbage Committee Jo Anne Shores, Chairman Due to the absence of Alderman Shores, Alderman Molleck presided. Clif O'Brien presented the leaf pickup schedule for this year: Monday and Tuesday's garbage routes will have leaf pick up the week of Nov. 5~' thru 9~'. Wednesday and Thursday's garbage routes will have leaf pick u~p November 12~' thru 16~', Friday's route will have leaf pick up the week of November 26 . Weather permitting the process will repeat. No other business was discussed. The committee adjourned. Lake, Buildings & Grounds Committee David Nidiffer, Chairman Nathan Blavelt, representative of PSO, a partner with CT Innovations, and acting as a consultant on the City's internet needs addressed the committee with a recommendation on internet and long distance providers. After collecting information and reviewing costs from several providers including local providers, PSO recommends the City contract with Quest for dedicated Internet access and intrastate long distance service. Quest was selected for dependability, support and overall quality. This company is not affiliated with PSO or CT Innovations. The monthly charge is $572 for Internet access, dedicated Internet connection hardware and configuration on site is $2,357.50. Quest intrastate long distance service is $.0467 per minute vs. the City's current Ameritech charge of $.10 to $.12 per minute, which will amount to substantial savings. A Motion was made by Alderman Meade, seconded by Alderman Molleck to send this recommendation for Internet service and long distance to council for approval. Voice vote, motion carried. Chief Elam reported that he had a request from Macomb First State Bank to purchase the lock boxes for $1500 that were left inside the vault of the new police department. He discussed this with City Attorney Ron Weber. Ron said that the City may sell these by passage of an ordinance. A Motion was made by Alderman Meade, seconded by Alderman Molleck to have an ordinance drafted by the attorney to sell the lockboxes for $1500 to the Macomb First State Bank and apply this money to the budget for the new building. Chief Elam added that it is necessary to sell these immediately so that the painting of the interior may continue. Roll call vote as follows: Ayes -Aldermen Molleck, Nidiffer, Meade, Hartford, Sarff, West, and Fillingham. Nays -none. Motion unanimous. Chief Elam recommended that the City change the combination of the vault and clean the vault door to insure that it works properly and to remove the time locks to avoid an accident. Mr. Moore, a licensed vendor for bank locks, will clean, service, disconnect the time locks and change the combination free of charge if he can keep the time locks that he removes. A Motion was made by Alderman Molleck, seconded by Alderman Meade to allow the necessary work be done on the vault at no charge and allow the licensed vendor to keep the time locks that he removes. Voice vote, motion carried. Mayor Bohler informed the committee that he will have a meeting at 11:00 a.m. tomorrow with Alderman Nidiffer and Steve White on the formation of a Lake Improvement Sub Committee 2 which Alderman Nidiffer will chair. This committee will consists of 8 t0 residents and they will explore the short term and long term lake improvement needs. More information will be available after tomorrow's meeting. Attorney Ron Weber said that the City has received an appraisal for the back portion of the Randolph lot as requested by the committee and is ready to proceed with the advertisement for proposals for the development of this lot. Alderman Sarff suggested we check the address with the post office and consider changing the bid opening date to allow additional time for proposals. A Motion was made by Alderman Meade, seconded by Alderman Molleck to send the Ordinance to the next council meeting. Voice vote, motion carried. Alderman Nidiffer informed the committee that the Canton Heritage Committee will present a program at the Historic Depot on Sunday November 4~' at 1:00 p.m. Cat Catalani will present "Songs of War, Songs of Peace". It is free and open to the public. No other business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Kevin Meade, Chairman Clif O'Brien gave an update on the new 24-inch water line that has started from the plant into town. He and engineers Mauer Stutz are on site. They will begin coming up the hill tomorrow and will keep the community aware of their location on the project. Steve White asked that new bill forms be added to the agenda. He received quotes, including local quotes on new printed forms. Crawford's in Canton could not match the price from Pro Form. A Motion was made by Alderman Nidiffer, seconded by Alderman Molleck to approve the purchase of billing forms for the water department in the amount of $612, which includes shipping.
