HomeMy WebLinkAbout08-28-2001 Mechanical Mechanical Committee Minutes City Council Chambers @ Historic Depot August 28, 2001 - 6:30 p.m. Members Present: Jo Anne Shores, David Nidiffer, Robert Molleck, Kevin Meade Others Present: Mayor Jerry M. Bohler, Attorney Ron Weber, Treasurer Patti Franzoni, Craig West, Mary Fillingham, Jim Hartford, Gary Pollitt, Gary Orwig, Clif O'Brien, Chief Elam, Chief Stanko, Dave White, Clark Wilson, Linda Caudle, Pam Smith, Harlan Banister, Collin Edwards, John Froehling, Tony Lee Public Safety & Traffic Committee David Nidiffer, Chairman Chief Elam distributed the monthly police report and a traffic study on 16th and Myrtle. The written report recommends a fourth stop sign placed at the intersection for safety and to aid in the flow of traffic approaching from the south. A motion was made by Alderman Nidiffer, seconded by Alderman Shores to place a stop sign on Myrtle Street at 16th. Voice vote, motion carved. Chief Elam reported that an audit done every two years on their data system showed that the system is in complete compliance with all regulations. Chief Stanko distributed the monthly fire report and ESDA report. He added that he and Assistant Chief Oaks recently attended the Fire Chiefls Convention. Over 16,000 officers were there from 28 countries. Chief Stanko reported that the department's first engine out for responses had been looked at today and is having problems with a malfunctioning valve. The repairs will be done in Morton and will take about four days. The cost will not exceed $3500 according to preliminary estimates. Motion by Alderman Meade, seconded by Alderman Shores to approve the repairs on the main engine valve at a cost not to exceed $3500. Roll call vote as follows. Ayes: Aldermen Molleck, Shores, Nidiffer, Meade, West, Fillingham. Nays: none. Motion carried. Alderman Hartford did not arrive in time to vote on this item. Mayor Bohler acknowledged Tim Garron in the audience. Mr. Garron asked to speak about an upcoming event at White Oaks parking lot on September 15th. During their poker run event they plan to have a motorcycle "burn out" competition in their parking lot. This will be completely controlled and will be finished at 7 p.m. Donations will go to youth acres. He fielded questions about the event from the committee members. Mayor Bohler informed the committee that he will bring this up at the next council meeting under his communications. No action was required at this time. No other business was discussed. The Public Safety and Traffic Committee adjourned. Streets & Garbage Committee Jo Anne Shores, Chairman A Motion was made by Alderman Meade, seconded by Alderman Molleck to open fuel bids. Voice vote, motion carried. Bids were opened and read aloud as follows: Riverland FS gas - $1.21 or tank price + 0.4. Riverland FS diesel - $1.26 or tank price + .05. Quick Oil Co. gas - $1.4005 or tank price + .05. Quick Oil Co. diesel - $1.2875 or tank price + .05. (If tank price drops below quoted price they will use the tank price + their figure stated.) A motion was made by Alderman Meade, seconded by Alderman Molleck to send the bids to staff for a recommendation. Voice vote, motion carried. Alderman Nidiffer asked the committee to consider the placement of a 15 minute parking place in front of the Canton Newstand on E. Elm Street. Most of their business is in and out for the purchase of newspapers. The previous Newstand location on South Main had a 15 minute designated parking place. Alderman Molleck said the committee should honor this request. Chief Elam said his department will survey the surrounding businesses and give a report to council. No action required at this time by the committee. No other business was discussed. The committee adjourned. Lake, Buildings & Grounds Committee David Nidiffer, Chairman Mayor Bohler asked for input from the committee on future plans for the current city hall building at 210 E. Chestnut Street. Discussion followed. Alderman Nidiffer's comments from the public have been that the building should be sold. Alderman Molleck said that the new city hall and police building was purchased due to needing additional space and the fact that the cost of maintaining the current city building would be costly. He said he strongly feels that the city building should be sold. Mayor Bohler said he would welcome comments and ideas from the community. While talking about the new city halUpolice building, Harlan Banister was asked to comment on the progress of the downtown location. He said everything was movin~ according to schedule and the building should be ready for occupancy by October 15 The generator will be delivered by mid September and a concrete platform will need to be poured and ready by that time. The cabling was being installed today. No other business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Kevin Meade, Chairman At the last Clerical meeting developer Charles Fuller asked if the city would extend water and sewer to two pieces of Nature Conservancy property which he purchased for residential development. One on North Main limits and the other property on Old West Vine limits. Clif O'Brien met with city engineer Collin Edwards to discuss the cost of an engineering study to see if this water and sewer extension would be feasible. Collin addressed the committee with his preliminary findings along with a detailed cost estimate 2 for a complete feasibility study of those two properties in the amnt of $20,000 to $25,000. Collin said that after discussions with Chief Stanko, Clif O'Brien, Steve White and Gary Orwig he has concerns about the project. There would have to be a one-mile extension on West Vine Street in an area that already has several stub lines in place. Chief Stanko has concerns with adding more lines to this area. According to Collin there are similar problems on the north line that comes off of the Noms line. He said if this is not studied thoroughly and properly, the project could present difficult problems for Norris. Steve White is also concerned with the pumping capacity. Alderman Meade said we should take this as a warning sign but figure a way to make this happen for future expansion. Collin stated that the City needs to look at the type of growth it wants. Right now, no one knows what the current system can do. There is a lot of uncertainty. Collin stated again that we should be very cautious about this project. Mayor Bohler said that we should look at the Comprehensive Plan completed in 1986 and bring it up to date. Collin said he would look art this plan and possibly be able to modify the section related to water and sewer services. A motion was made by Alderman Molleck, seconded by Alderman Nidiffer to direct City Attorney Ron Weber to send a letter to Mr. Charles Fuller explaining this situation and stating that the City is not able to spend $25,000 at this time on this particular study. Voice vote, motion carried. A motion was made by Alderman Nidiffer, seconded by Alderman Molleck to approve the purchase of a 5 inch butterfly valve on filter #2 at the water plant at a cost of $1150 plus shipping.
