HomeMy WebLinkAbout01-23-2001 Mechanical Mechanical Committee Minutes City Council Chambers @ Historic Depot January 23, 2001 - 6:30 p.m. Members Present: Jim May, Jo Anne Shores, Jim Hartford, Chet Phillips Others Present: Mayor Edwards, Attorney James Elson, Bob Molleck, Kevin Meade, Chief Elam, Chief Stanko, Gary Orwig, Clif O'Brien, Steve White, George Spahn, Jim Snider, Clark Wilson, Linda Caudle, John Froehling Public Safety & Traffic Committee Jo Anne Shores, Chairman Chief Stanko distributed the monthly fire department report along with the ESDA report. Both were self-explanatory. Included with the report was information on a grant the fire department may seek which funds up to 90% of the project with 10% matching funds. Chief Elam distributed the monthly police report which was self-explanatory. Prior to item #3 on the agenda, City Attorney Jim Elson made the following announcement: The demolition of the building downtown which was advertised for bids will be paid by TIF Funds. By using TIF Funds, the project must request the contractor pay Illinois prevailing wage and proof of such must be included in the bid before any bid is accepted by the City. A motion was made by Alderman Hartford, seconded by Alderman May to open the bids for the demolition of the downtown building as described in the bid specs. Voice vote, motion carried. Bids were opened and read aloud as follows: Chuck Kinsel, $90,000; River City, $90,633; Finch & Company, $105,000. Alderman Hartford, made a motion seconded by Alderman Shores to send the bids to staff for review and do an appraisal on the lot where demolition is to occur. Under discussion, several Aldermen voiced their concerns about the bids coming in so high. Voice vote, motion carried. Jim Snider informed the committee that item #4, Insurance Coverage, will be handled in the executive session. Alderman Shores said that she had received complaints that Greenwood Cemetery workers damaged stones. Mayor Edwards asked that Alderman Shores forward these complaints to Jim Nelson of the Greenwood Cemetery Board. No other business was discussed. The Public Safety and Traffic Committee adjourned. Streets & Garbage Committee Chet Phillips, Chairman Clif O'Brien asked each Alderman to begin looking at City Streets to determine which ones should be included in this year's MFT work. No other business was discussed under Streets and Garbage, and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman No business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Jim May, Chairman Steve White introduced Doug Blodgett, representative for the Illinois Chapter of Nature Conservancy. Blodgett told the committee that the Nature Conservancy home office in Arlington, Virginia has announced an immediate interest in selling a few acres of property around Canton in which Copperas Creek runs through. He would like to assist the City in making the proper contacts to discuss what could be done before the sale to insure that the watershed is protected. Nature Conservancy has already take some measures to protect the watershed. He feels he can assist the City in restrictive covenants or easements on the property before it is sold. Mayor Edwards said that some measures are iu place through an ordinance to protect that watershed. Mayor Edwards also expressed his interest in Doug pursuing this through the State Chapter of the Nature Conservancy. Doug will contact Attorney Elson within the next few days to discuss this further. No other business was discussed and the committee adjourned. Steve White discussed the 319 Grant application to the State for siltation dams at the lake. He received a letter stating that the grant was denied because the watershed was not addressed in the application. The letter suggested that the City look at other sources of funding such as the Clean Lakes Program, which is a 50/50 grant. Steve will talk with Emil Cook of CMT about this suggested method of funding. Mayor Edwards added that this has been an on going project for the past 12 years Recorded by Linda Caudle 2
