Others Present: Mayor Jerry Bohler, Aldermen Bob Molleck, Les Cazl. City Clerk Nancy Whites, City Treasurer Patty Beaird Franzoni, City Attorney Ron Weber, Fire Chief John Stanko, Police Chief Don Edwazds, Wastewater Supt Gary Orwig, Assistant Water Plant Greg Pollitt, Street Supt. Clif O'Brien, Video Services Joe Ginger, Public Relations Coordinator, Linda Caudle. News Media -John Froehling, Seth Trepco. Two representatives from the Chicago area and one member of Spoon River Info Ramp for high tech Internet. Also attending was Mark Barett, Pat Wright & Gary Leese. Finance Committee Jim Hartford, Chairman Bills. Motion and second by Aldermen West/Sarff, all bills be referred to council for approval as presented. Voice vote, motion carried unanimously. Treasurer's Report. City Treasurer Patty Beaird Franzoni gave each of the council members a copy of her report and explained that the General Fund is at 49% of expenditures. Mayor Bohler asked the Police and Fire Department why they aze 54% of their Budget? Don Edwazds explained it was clothing allowance paid the first of the yeaz. John Stanko mentioned that is the same for him and also hydrant and flow testing. Alderman Jim Hartford told Patty Beaird Franzoni he appreciated receiving her annual report, and mentioned the first page of the report is very hard to grasp. Alderman Sarff stated, the bottom line is you can't read it! Alderman Les Carl wants the Tax Increment account added to the annual report. Ron Weber, city attorney mentioned that the newspaper cost is one reason why it is this way, and the law allows it to be done in this format. Patty thanked the aldermen for their suggestions and added the administration figures need to be reviewed, she said they seemed to be low. Insurance -Workman's Comp & Liability. Mayor Bohler suggested hiring a consultant for the Workman's Comp and Liability Insurance. Motion by Aldermen Sazff/West, to seek a consultant for Workman's Comp and Liability Insurance. Voice vote, motion carried unanimously. WWTP Fleet Plan. Gary Orwig presented his revised list of state quotes to replace a 1992 GMC truck with 135,000 miles. Those giving a quotes were... Coleman Ford $26,150.48 Art Hossler $24,195.00 1 500.00 Trade-in $ 1,050.00 Trade-in $24,650.48 $23,145.00 Coleman GMC $23,000 price with trade-in Green Chevrolet $24,451.27 $ 2.500.00 Trade-in $21,951.27 Gary recommended Green Chevrolet with atrade-in price of $2,500 and total quote $21,951.27. Alderman West questioned Gary about the trade-in amount and Gary said they drove our truck, the other people quoting did not. Alderman Sazff asked if Coleman GMC at $23,000 was considered, as it is local? Gary Orwig said they offered no trade-in, we could sale our truck outright, maybe we would get more. Alderman Sazff said we could try to get the minimum bid of what Green Chevrolet offered. Gary Orwig also mentioned the quotes from Green Chevrolet was $3,049 under budgeted amount. Mayor Bohler said we went back to local dealers a couple of times. Motion and second by Aldermen Sazff/Fillingham, to accept the low bid of Green Chevrolet. Voice vote, motion carried unanimously. Pav request #12 Leander Construction. Motion and second by Aldermen West/Sazff, to recommend to council the amount of $37,901.09 be paid to Leander Construction for pay request #12. Voice vote, motion carried unanimously. Info Ramp High Speed Internet & Net Workins. Info Ramp presented the next generation of wireless Broadband System from Motorola. Inforamp, Inc. wants to use a number of the City's water towers for the purpose of placing equipment in connection with wireless Internet. This will involve space, electricity, and access. The agreement would be for 2 yeazs and the will provide free the next generation wireless access for the City of Canton. Mayor Bohler said he has had another company talk to him. It would cost the City $7500 to buy out our service at the present time. Mayor Bohler appointed an ad-hoc committee of Police Chief Don Edwards, Public Relations Director Linda Caudle and Alderman Mary Fillingham. Motion and second by Alderman Sazff/West, to approve of the ad-hoc committee to review the options as presented for wireless high speed Internet from Inforamp, Inc. Voice vote, motion carried unanimously. Pav Request #6, final request, from Thomas Industrial. Motion and second by Aldermen Sazff/Fillingham, to allow the final request from Thomas Industrial of pay request #6 in the amount of $10,706.30. Voice vote, motion carried unanimously. The Clerical Committee adjourned at 6:54 p.m. Legal & Ordinance Committee Mary Fillingham, Chairman Ordinance Amending Burning Resulations. City Attorney Ron Weber mentioned that he and the fire chief had met to consider language for recreational fires. John Stanko had discovered that in the fire code was already adopted, but we needed to add to the ordinance. Alderman West said that he had a call that we took away their wash day on Monday, as we allow burning that day and would like to talk about this next fall. Ron Weber suggested we discuss this in the summer, to get this information out in a timely fashion. Voice vote, motion carried unanimously. 2 Tax Levy Ordinance. Former City Treasurer Pat Wright said she had talked with the Mayor and he knew some changes were taking place in Workman's Comp and Liability. Based on what was received this year we could bring this year's levy compared to last year's extension below 5%. So you won't need a public hearing. Motion and second by Aldermen Hartford/West to present the Tax Levy Ordinance for the next council meeting. Voice vote, motion carried unanimously. Resolution - Streetlisht at South 2°d Avenue and East Walnut Street. Police Chief Don Edwards said IH use to have light for their parking lot and those lights were bright enough to light up the street. The area is very dark. Motion and second by Aldermen Sarff/Hartford, to send the resolution to council for adoption. Voice vote, motion carried unanimously. Ordinance "No Parking" on the Westside of Avenue B from West Locust Street to West Chestnut Street. Police Chief Don Edwards said he looked at the parking situation because of a business located at the corner of Locust and Avenue B. This is a problem, but there is a easy solution, eliminate the parking. Don said he had talked with the Library and they have no problem as they have a parking lot. Mayor Bohler expressed the concerns of the residents of having parking on both sides, you cannot get down the street if meet another car. Motion and second by Aldermen HartfordlWest, the ordinance be sent to council for passage. Discussion. Alderman Carl asked about changing parking on West Elm to Pine Street. Don Edwards commented, the church down the street uses the area for handicapped parking. Gary Leese requesting a variance for a new entrance & elevator at Palm Cafe of 101 East Elm Street. Gary said he is in negotiation to purchase the building from Bruketta Accounting Inc. Gary wants to put the elevator on the North side of the building, by the city's parking lot, and possibly an additional entrance into his cafe. City Attorney Ron Weber mentioned that he has not seen any plans of his proposal. The city would have to eliminate 4 parking places, and we would have to do a permanent easement. The city would be granting a permanent use of the property. Ron said he would talk with Gary after the meeting. Motion by Aldermen Sarff/Hartford, for city attorney Ron Weber to discuss with Gary Leese his proposal for the Palm Cafe. Discussion. Alderman Hartford expressed that he likes seeing more going on and likes the idea. Voice vote, motion carried unanimously. The Legal & Ordinance Committee adjourned at 7:12 p.m. Community & Industrial Development Committee Craig West, Chairman Update of Activities. Membership in the Fulton County Toursim was November 1st. April 1 is the deadline for getting advertisement on placemats. They are looking to revamp their Internet, and are interested in Canton's Web site. Linda Caudle has been assisting APAC employees, they now have 170 people. A restaurant chain is interested in locating in Canton. Chamber of Commerce Annual Christmas Walk is scheduled for December 12~' from 5:00 p.m. to 7:00 p.m. The Fulton County Board will be holding a public heazing tonight to extend the Enterprise Zone for 10 years. Meeting was held with Paula Richazdson, she is considering purchasing a building in the downtown azea and opening up a gift shop. Proposal to purchase Ameren Insite property - at Industrial Park -Mark Barrett. Linda Caudle introduced Mazk to the committee members. He lives in Elmwood and wants a site away from where he lives. Needs 30,000 squaze feet for a manufacturing business. He had seen the City's ad on the Internet of $5,000 per acre. He mentioned receiving a rebate after the first yeaz. Mazk said he would give the city $2,000 in the beginning, if do not break ground by July 1, 2003, the City keeps the $2,000. Mark wants a site by January 1st, 2003. Linda Caudle mentioned that the city has set a precedence, as one other business owner received free ground. The soil borings were done, the site is ready to go. City Attorney Ron Weber said he has not been involved. Motion by Aldermen Hartford/Fillingham, to proceed with this request, and working out the details. Voice vote, motion carried unanimously. The Community & Industrial Development Committee adjourned at 7:25 p.m. Negotiations, Grievance & Personnel Committee Larry Sarff, Chairman Safety Manual. Alderman Sarff said the manual was reviewed by attorney Bruce Beal and changes were made. Motion by Aldermen Sazff/Hartford, to have the three unions to respond before November 26`h and this can be discussed on November 26~'.
