The other Aldermen present were Jim Hartford, Craig West, Mary Fillingham. Others Present: Mayor Jerry Bohler, Attorney Ron Weber, Fire Chief John Stanko, Police Chief Don Edwazds, WWT Supt. Gary Orwig, Water Plant Assist. Greg Pollitt, Street Supt. Clif O'Brien, Joe Ginger Video Services, City Treasurer Patty Beaird Fronzoni, News media -John Froehling, Jim West, Seth Trepco. Nancy Whites, City Public Safety & Traffic Committee Robert Mollecl~ Chairman Fire Report -John Stanko Chief. John Stanko highlighted one item in the report of receiving 5 desk top and 4 lap top quality computers from State Fazm, They are being upgraded for the Fire Department's use. Police Report -Don Edwards Chief. Don reported that the COPS in Schools Grant from the Department of Justice is expiring this school yeaz. The school will keep the officer on the payroll. The contract between the school and city was for three yeazs and began in 1999. Next year we will have to look at this program for future funding. Intergovernmental Cooperative Agreement -ESDA. To be held over again from the 8-27-02 meeting until the City heazs from the Fulton County ESDA. Replacement Radio Purchase. Motion and second by Aldermen Molleck/Meade, the approval to purchase 6 Motorola CT250 portable radios for the Fire Department (and using fundraising amount of $1,533.00). Voice vote, motion carried unanimously. Bridge Inspection - MSI. Street Superintendent Clif O'Brien gave a report about two bridges requiring repairs. The Vine. Street and Walnut Street Bridges. Clif mentioned that last year he had decided to have the bridges reinspected in 2002 which would be most likely to have experienced enough further deterioration to qualify for funding. Mauer Stutz Inc gathered information concerning available repair funding for bridges having a "sufficiency" rating below 80.0, which shows an unacceptable state of deterioration. The City must request such funding from the Fulton County Engineer. The County will then initiate the process to secure funds for repair/replacement of the structure from the Highway Bridge Replacement or Rehabilitation Program (HBRRP). Fulton County usually prioritizes these funds in the order requests aze received. Funds are contingent on the following conditions: 1. The Engineering Agreement must be approved by Fulton County. 2. Plans must be reviewed and approved by Fulton County. 3. City or public utility adjustments will be eligible for HBRRP funds. 4. Eighty (80) percent of the approved costs for engineering and bridge construction may be paid from the county's allotment of IiBRRP funds. The remaining twenty (20) percent must be paid from City funds. Motion and second by Aldermen Meade/Shores, to pay Maurer Stutz Inc $800 for each inspection of the Vine Street & Walnut Street bridges. Voice vote, motion carried unanimously. The Public Safety & Traffic Committee adjourned at 6:39 p.m Streets & Garbage Committee Jo Anne Shores, Chairman Bid Opening for Leaf Loader. Motion and second by Aldermen Shores/Molleck, all bids received be opened. Voice vote, motion carried unanimously. One bid was received and from Old Dominion Brush Co, owner David Dearth. The following is his bid. One New Leaf Loader LCT-600 Leaf' Yac $13,950.00 and Leaf Receiver Box LCB-500 9 ft Leaf Box $2, 400.00. Motion and second by Aldermen Meade/West, the bid be sent to staff for review. Voice vote, motion carried unanimously. LAPP Project. Clif O'Brien highlighted Maurer Stutz Inc report. The improvement is for FY-2004 STU Program and the azea is Chestnut Street from 11 `h Avenue to 20`~ Avenue. This request is for the Illinois Department of Transportation to include in their Fiscal Yeaz 2004 Federal Program Surface Transportation Urban (STU) Funds will be used to resurface Chestnut Street utilizing a procedure call Local Agency Pavement Preservation Program (LAPP). The City will use Motor Fuel Tax for the design and construction engineering and for the City's shaze of construction costs. The preliminary cost opinion to complete this project is a total construction cost of $437,500.00. The City's share of the construction cost would be $87,500.00 (20%). The estimated engineering cost is $21,875.00 (Design 5%) and $52,500.00 (Construction oversight 12%). Total engineering would be'~74,375.00. Resolutions and agreements aze to be on the next council meeting agenda. Motion and second by Aldermen Shores/Meade, to approve of the 2004 LAPP Project. Voice vote, motion carried unanimously. The Streets & Garbage Committee adjourned at 6:46 p.m Lake Buildings & Grounds Committee Les Carl, Chairman 2 Construct Two Sediment Basins. Greg Pollitt Assistant Water Treatment Plant spoke about seeking quotes on the two Sediment Basin Project. The project design has come from the office of Natural Resources Conservation Service (MRCS) and Bob Nayden. The project cost estimate for site #1 is $3,610.00 and the cost estimate for site #2 is $4,960.00. Motion and second by Aldermen CarUMolleck, to seek quotes on site # 1 and site #2 Sediment Basins. Discussion. Mayor Bohler stated that the lake is filling up every year. This is the first step of many projects. Voice vote, motion carried unanimously. Lake Restoration Priority List. Greg Pollitt Assistant Water Treatment Plant gave the following report...The Lake Restoration Committee is requesting each Council member and Mayor Bohler, take this list that has been provided, and rate each item according to what they consider to be it's placement in priority and also as to a short term, or long term project. The Study is what the Lake Committee feels addresses most of the issues they feel are important to the restoration of Lake Canton. Each list can be turned into the mayor's office. The committee adjourned at 6:53 p.m. Public Works, Water & Sewer Committee Kevin Meade, Chairman Alderman Meade thanked Stu Harrison ;for being responsible in tearing down his building. He did not ask the City for any assistance. Stu is to be commended for doing the right thing.
