Bohler, Attorney Ron Weber, Dave White, Craig West, Jim Hartford, Larry Sarff, Mary Fillingham, Gary Orwig, Steve White, Clif O'Brien, Asst. Chief Don Edwards, Chief Stanko, Clark Wilson, Linda Caudle, John Froehling, Joe Ginger, Kevin Wheelwright of IDOT. Public Safety & Traffic Committee Robert Molleck, Chairman Chief Stanko distributed the monthly fire report and ESDA report for January. He noted that work crews from the Hanna City Work Camp have been cleaning the public safety building. His department is also applying for grants for training and equipment. Chief Stanko also presented a written annual report, which shows that fire alarms were up 25% over the year and there was an overall increase of about 6%. He added that 224 fire code inspections took place this past year, which was a 25% increase. Assistant Chief Don Edwards distributed the monthly police report for January. He noted that the department recently received a thermo imaging system through a grant from Senator George Shadid's Office. This equipment was approximately $13,000. He gave special thanks to Senator Shadid. No other business was discussed and the Public Safety and Traffic Committee adjourned. Streets & Garbage Committee Jo Anne Shores, Chairman Linda Caudle introduced Kevin Wheelwright, resident engineer on IDOT's 5~' Avenue project. Mr. Wheelwright gave an update on the project costing just under 3.9 million dollars, to be completed in August of 2003 or sooner. He will be distributing a newsletter to residents and businesses along 5~' Avenue to keep them informed. He will also notify the City's Public Relations Department of the activities. Persons having questions may call Linda at City Hall. Attorney Weber discussed proposed changes in the garbage ordinance. He and Budget Administrator Dave White are working together to cleanup language in the existing ordinance and to increase the service charge by $1.00. He provided a copy of the ordinance to the aldermen for their review before the next council meeting. Alderman Shores made a motion to add to the agenda the fuel bid opening, seconded by Alderman Molleck. Voice vote, motion carried. Alderman Shores made a motion to open the fuel bids, seconded by Alderman Molleck. Voice vote, motion carried. Bids for the three month period of March, April and May 2002, were opened and read as follows: Qu/Oil Co. -gas @ .8243, diesel @ .8562~'Riverland FS -gas @ .84, diesel @ .84; J & M Oil -gas @ .902, diesel @ .92. A Motion was made by Alderman Shores, seconded by Alderman Molleck to send the bids to staff for a recommendation at council. Voice vote, motion carried. No business was on the agenda to be discussed, and the committee adjourned. Lake, Buildings & Grounds Committee David Nidiffer, Chairman In the absence of Chairman Nidiffer, Alderman Molleck presided. As an informational item Steve White shared a report from the Illinois Department of Natural Resources regarding the annual fisheries status report for Canton Lake. Overall, the sport fishery of the lake is improving with a higher percentage of quality size crappie and channel catfish. Also of note is the recent flathead catfish stocking program and the stocking of 10,200 blue catfish and 650 muskie in 2001 through the state hatchery. The complete report is on file. Mayor Bohler asked attorney Weber to update the committee on the Vic Mason property. The court deemed judgment against Vic Mason and proceed to move forward in reaching an agreement for the lot. No other business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Kevin Meade, Chairman In the absence of Chairman Meade, Alderman Shores presided. Steve White discussed the need for booster pump grounding at the water plant. During recent repairs it was discovered that the booster pumps are not grounded properly. There are two 40 hp three phase booster pumps. At the same time two other problems were discovered: the safety switch and the starters for both pumps need the contacts cleaned. Two quotes were received and shared with the committee. A Motion was made by Alderman Molleck, seconded by Mayor Bohler to accept the lower quote of $1746 from Advanced Electric to have the aforesaid problems repaired at the water plant. Voice vote, motion carried. A Motion was made by Alderman Shores, seconded by Alderman Molleck to enter into executive session for the purpose of negotiations for the fire union contract. Roll call vote as follows: Ayes -Aldermen Shores, Molleck, Sarff, West, Hartford, Fillingham. Nays -none. Motion unanimous. The committee reconvened in open session for the purpose of adjournment.
