Other Aldermen Present: Elny Harn, Les Carl, Rick Reed. Alderman Bob Molleck was absent. In the audience were Rod Heinze and Randall Williams. __ Finance Committee Alderman Jim Hartford, Chairman Mayor Bohler introduced each Aldermen who chairs one of the committees. Bills. Motion and second by Aldermen Hartford/Fillingham, all bills properly approved be referred to council for payment. Voice vote, motion carried unanimously. Treasurer's Report. Patty Beaird Franzoni, city treasurer, presented a revised report. The expenditures were $47,174 more than the incoming revenues. The General Fund has a balance of $969,197.00. Squad Car purchase -Police Department. Don Edwards had given out a report of wanting to purchase 3 Ford Crown Victoria squad cars for the patrol division. The new ones would replace three aging units, a 2001 Crown Victoria with 94,000 miles, a 2001 Crown Victoria with 87,000 miles and a 1998 Crown Victoria (unmarked squad car) with 119,000 miles. The cost based on state bid from Landmark Ford for 2 white units is $24,454 per unit plus license and title. The 3~d non-white unit will be approximately $24,650.00 plus license and title. This choice is more do to paint color. Landmark Ford will take the older vehicles in on trade giving us an allowance of $3,300 for the 2001's and $800 for the 1998. This would bring the total cost for the vehicles to $53,958. In addition to the above, they will have to purchase and install striping on two of the cars for a total cost of $1,014.00; update the lighting equipment for the unmarked unit at a cost of $613.00; and move the radio equipment from the older units to the new ones at a cost of $1,200.00. Clerical Committee meeting 8-10-04 Alderman Sarff asked if one of the Crown Victoria's could become the unmarked car for one year? Don Edwards answered that the maintenance is around $2,000 a year. Alderman Sarff said he did not feel that is a bad price compared to $24,650.OU! Mayor Bohler stated, you have to remember the officer's safety, and what kind of maintenance that is needed! Don Edwards gave high remarks about the city's mechanic on maintaining the vehicles. Alderman Fillingham asked about smaller cars. Don Edwards stated, for two years the city purchased Chevrolet Impala's, but do to the bulkiness of the officer's equipment made it difficult to get in and out of the car. Alderman Reed asked Don if he would be able to get what he wants next year? Don Edwards answered, if they are available! Motion and second by Aldermen West/Sarff, to have more discussion at the Council meeting. Voice vote, motion carried unanimously. Health/Wellness Diagnostic Testing -Graham Hospital. John Stanko had given each member a copy of his memorandum. The memo says, during the grant application process, they worked closely and partnered with Graham Hospital to determine the required costs. Although individual tests are nominal, the total cost for all required testing exceeds the threshold amount for seeking bids. Total costs for all required testing should not exceed $38,000. Grant funds will cover 90% of the costs. In addition, outside funding received will cover approximately 5% which will reduce the city's share accordingly. Motion and second by Alderman Sarff/Carl, approval of waiving bids, and the costs of $38,000 for diagnostic and laboratory testing at Graham Hospital and, referred to Council for their consideration. Voice vote, motion carried unanimously. Van Dyke Drive water quality and quantity. Cliff O'Brien mentioned that after recent complaints concerning water quality on Van Dyke Drive he flushed all the hydrants and took water samples. The sample results came back with good results. However, Cliff felt that we were seeing more rust and discoloration. than should be expected with a water main that is looped. The following day we dug dawn to the main and cut a sample section out to see if we could ascertain what the problem might be. We determined that mineralization had occurred inside the water main, thus reducing the inside diameter of the pipe and causing discoloration of the water. Although the water is discolored and has somewhat of an odor, the water is potable. Cliff proposed, the water main in this area by hydraulically cleaned, in accordance with the Rehabilitation of the Water Mains Manual of Water Supply Practices, published by the American Water Works Association. City crews and equipment will be utilized on this project. However, modifications to the City's equipment, such as hoses an nozzles, Clerical Committee meeting 8-10-04 will be required to effectively complete this project. 'The following cost of $8,500 to $9,000 will cover all modifications to equipment, fittings and goods for water main, all street removal and replacement. As you know, Van Dyke Drive is currently on this year's maintenance program for streets, so urgency in cleaning this main before the maintenance program starts should be of a timely manner. If for any reason the cleaning plan does not go as expected, we will return to Council for an update with other recommendations. We are confident in the cleaning procedures plan and expect no problems. Cliff said they will open up the pipe every 400 increments, clean and flush, clean and flush, and put chlorine in to clean the line. This has to be done to make potable water. The water tonight is potable. Will shut off the water in the 200 block of Van Dyke Drive in the West end on Sunday and begin on Monday morning at 8:00 and be done by 12 noon. There will then be a boil order for that night and 2 days. Alderman Sarff said when he received the call he then found out this has been a problem for sometime. Motion and second by Aldermen Sarff/Fillingham, to accept the improvement of water quality and quantity on Van Dyke Drive and referred to Council for their consideration. Voice vote, motion carried unanimously. The Finance Committee adjourned at 7:03 p.m. Legal & Ordinance Committee Alderman Mary Fillingham, Chairman Nothing listed on the agenda and discussion was not held. The Legal & Ordinance Committee adjourned at 7:03 p.m. Community & Industrial Development Committee Alderman Craig West, Chairman Update of Activities. Craig mentioned that a `Memory Walk' will be held at Wallace park on August 28 at 9:00 a.m. for Alzheimer Association. Craig asked Cliff O'Brien/Clark Wilson for an update on IH. Cliff mentioned the crews will be cutting pipe and the have cleaned out the inside of one of the buildings. The workers will be there end of this week or first of next week. The asbestos is cleaned out of 99%. Planning on taking down 2 more buildings, and they will take out remaining asbestos after the building is down. Clerical Committee meeting 8-10-04 Alderman Carl asked if the weeds can be taken care of where the Theatre is suppose to build. Cliff O'Brien said he is waiting on Reynolds Theatre owner, because he will have to work the ground before they build. Mayor Bohler said that David Byerly is working with Reynolds Theatre's attorney to finalize the agreement. Craig asked Randall Williams who was in the audience to speak about his request. Randall wants to have a `Poker Run' on August 31St at Players Lounge for Santa's Friends. The `Poker Run' will cross Route 9 twice. Motion and second by Aldermen Sarff/Hartford, to have the resolution presented at the next council meeting. Voice vote, motion carried unanimously.
