Meade called the meeting to order at 6:30 p.m. Mayor Kevin R. Meade asked for Roll call. Aldermen Rick Reed, Eric Schenck, Craig West, Larry Sarff, Jorge Rivero, Gerald Ellis, Jim Hartford. Absent -former Alderman Jason Strandberg who resigned on 9-22-09. Others in attendance -Mayor Kevin R. CONSENT AGENDA Minutes of October 20, 2009 Council meeting Minutes of October 27, 2009 Mechanical Committee meeting Alderman Ellis made the motion to accept the Consent Agenda as presented, and was duly seconded by Alderman Reed. The motion was by unanimous voice vote. COMMITTEE REPORTS: Public Safety & Traffic -Alderman Hartford Old Tornado Sirens. Alderman Hartford made the motion to transfer the ownership of the three old sirens to Fulton Emergency Services & Disaster Agency with no guarantee, or 1 warrantee, or liability assumed by the City of Canton, and was duly seconded by Alderman Reed. The motion was by unanimous voice vote. Streets & Garbage -Alderman West Recvcline on contract basis. Alderman West made the motion to allow a private business to offer recycling to the citizens of Canton and billing from the private business, and was duly seconded by Alderman Ellis. Alderman West mentioned that 40% of the residents wanted recycling by the survey. The motion was by unanimous voice vote. lake, Buildings & Grounds -Alderman Reed Council meeting 11-3-09 None. Public Works, Water & Sewer -Alderman Ellis WWTP Secondarv Clarifier #1, for Rehab Chanee Order #5, from Leander Construction. Alderman Ellis made the motion to approve of the Substantial Completion Date be moved to September 20, 2009 with a Final Completion Date of October 7, 2009, and to approve the change order #5 from Leander Construction, and was duly seconded by Alderman Hartford. The motion was by unanimous voice vote. WWTP Secondarv Clarifier #1, for Rehab Application Number 13, from Leander Construction in the amount of $32,598.00. Alderman Ellis made the motion to approve the Secondary Clarifier #1, for Rehab Application Number 13, from Leander Construction in the amount of $32,598.00, and was duly seconded by Alderman West. Motion carried. 2 WWTP Flow Meterine Eauipment Application Number 2, from Leander Construction Inc. of $61,655.38. Alderman Ellis made the motion to accept the Flow Metering Equipment Application Number 2, from Leander Construction of $61,655.38 and paid from Bonding fund, and was duly seconded by Alderman Hartford. Discussion. Keith Plavec said this is the long term control plan of the City's. Alderman Ellis mentioned that they have to present lien waivers. Roll call. Alderman Ellis made the motion to approve the payment from Radial Collector Well Application Number 10 to Reynolds, Inc. in the amount of $74,025.00, paid from Bonding fund, and was duly seconded by Alderman Rivero. Motion carried. 61 East Side Square Chanee Order from Leander Construction in the amount of 18 899.33. Alderman Ellis made the motion to accept Change Order Number 2 from Leander Construction in the amount of $18,899.33 and for 61 East Side Square, and was duly seconded by Alderman Hartford. Discussion. Mayor Kevin R. Meade said in a few weeks there will be additional change orders coming in. We are scaling back on the project and reviewing. Roll call. Motion carried. 61 East Side Square Application #1 from Leander Construction in the amount of $34,261.13. 3 Alderman Ellis made the motion to approve of the request for payment from Leander Construction in the amount of $34,261.13 for work at 61 East Side Square, and paid from TIF fund, and was duly seconded by Alderman Rivero. Discussion. Alderman Ellis said there was unstable soil that was found at the site. Roll call. AYES -Aldermen Hartford, Ellis, Rivero, Sarff, West, Schenck, Reed. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. (Former Alderman Jason Strandberg resigned on 9-22-09.) Motion carried. COMMUNICATIONS FROM THE MAYOR. City Clerk draft aeenda on Thursday by 5:00 for review. Mayor Kevin R. Meade stated we had suggested last July to have our draft items in by Thursday at 5:00 p.m. in the clerk's office. I like to formalize this with a vote and the clerk will be sending over the agenda to the city administrator. Any changes that comes in we will be able to send out the agenda to the department heads and all of you on Thursday evening or Friday morning as a draft to see if anything else needs to be added. Then we can add them on Friday. The idea is we need a better communication flow. To approve the change is for the clerk and city administrator to put the agenda out on Friday. Alderman Sarff made the motion to approve of having the city clerk doing a draft agenda on Thursday by 5:00 p.m., and was duly seconded by Alderman Reed. Discussion. Alderman Schenck said he has no problem voting on this. Do we have a standing policy for submitted items, and how do we get to place issues on the agenda? Former mayor Rod Heinze did something like that. We need to be bringing this policy back to the committee. Mayor Kevin R. Meade said the policy is still there. The motion was by unanimous voice vote. Red Kettle Challenee (Salvation Army). Mayor Kevin R. Meade said that the WBYS and the City Aldermen and he will be ringing the bells for the Salvation Army on November 13. This will be done at the Hy-Vee for the City in the morning that day and WBYS will be at Kroger's. In the afternoon at Hy-Vee for WBYS and the City will be at Kroger's. This will be for one hour at a time. City Awards. 4 Mayor Kevin R. Meade mentioned that a 'bright spot' chosen by Master Gardeners is the ginko tree of Bill and Diane Schrodt at 60 East Linn Street. Council meeting 11-03-09 Other awards are for Alumni Achievement Awards recipients include Fire Chief Bonnie Cremer and Alderman Jim Hartford. The Spoon River Foundation & Alumni Association honored Spoor River Alumni for their career accomplishments and for their community service. City Attorney Chrissie Peterson was honored Alumni from the Lewistown high school. Entrepreneur under 40 will be recognized November 4 in Peoria and they are Keith Plavec of Maurer Stutz Inc, SRPED Executive Director Mark Rothert, and Canton resident Karen Ferris. 3rd Avenue Extension Bids (Roadway & Sanitary Sewer Work). Mayor Kevin R. Meade said we are not voting on this tonight as we are still waiting on some paper work. Keith Plavec said yesterday we have bids for Cook Project for 3rd Avenue. Due to USEDA funding which is one of the grant sources we needed their approval prior to sending out for bids and had to split up into two projects. The roadway Water Main & Storm sewer components, is what we call the Main Work. It's from Elm Street to 580 feet south. The second project is the Sanitary Sewer. The sanitary sewer is purely city funded. There is no DCEO funding for it. No IDOT funding for it. And there is no USEDA funding for it. The first job has all three. Received three bids on the Main Work, and the engineer's estimate is $500,000.00 roughly. On the bid submitted from Otto Baum no action taken as the bid was incomplete. You'll see a line item as read of Midwest Bridge and Crane appears was the low bidder. When we went back and actually entered into the spread sheet we discovered they did not use the most recent bid schedule that was included in the addendum. They acknowledged they had the addendum but did not use the quantities that were updated. And as a result you 5 can see their bid went up about $40,000 to $50,000. As corrected Laverdiere Construction is apparent low bidder. Mayor Kevin R. Meade said we will recess this meeting until next week and hope will receive funding okay from DCEO and then make the award. February is the completion date and it is getting late in the year. The other item is the Sanitary Sewer work. This will allow them to get started. The cost of this project will be paid out of the TIF account. Alderman Schenck made the motion to accept for the Sanitary Sewer work the low bid from Laverdiere Construction, Inc. in the amount of $85,447.50, and paid out of the TIF fund, and recommended by Keith Plavec, and was duly seconded by Alderman Sarff. Leaf Proeram. Council meeting 11-03-09 Mayor Kevin R. Meade reminded the citizens the leaves belong on the terraces for pick-up. Will do each day of the week and when completed in December will go back around. Cook Emgloyee Hirine. Testing is going well. On the first part of the three testing only one person did not make it. Now doing 4 and 5 test and they use the 5 as a base test. Everyone needs to go through all the testing that they require for all positions.
