Mayor Bohler introduced each Aldermen who chair the 4 committees.
Public Works, Water & Sewer

Alderman Les Carl chaired the committee in the absent of Alderman Bob Molleck.
Police Report. Acting Chief Dean Putman commended the Auxiliary Police as they
donated 15 days prior to the holidays working two shifts. They donated their time. They
moved about the community, and it was good to see them out in high profile.
Fire Report. Fire Chief John Stanko highlighted his report. On December 7~', the first
audit of the 2003 Assistance to Fire Fighters Grant was conducted. All records and
expenditures were found to be in order. Records for expenditures were examined, and all
disbursements were found to be in accordance with the guidelines of the grant. John said
he believed these findings assisted us in our application for a grant amendment that was
awazded on December 31. John thanked secretary Kayma Duncan for her meticulous
records.
One of the highlights of the month was when Fire Fighter Tony Fahrenbruch became
certified as a Fire Inspector I, through the International Code Council. Tony spent a lot
of time studying for the difficult examination. (Congratulations Tony.)
Alderman Carl asked John to give a report on the recent house fire. John said some three
years ago council approved buying a multi functional rescue engine. This truck was at
another fire before this one and was only 4 blocks away when the call came in. The
arrival time for them was 27 seconds response time. They were informed that one child
was missing and believed to be in a bedroom upstairs. Entering the house the 2
firefighters found the child in the second bedroom under a desk. He was removed and
given aid and sent to the hospital. John said he has heazd the boy has been released from

the hospital. John said it took 13 minutes in all to arrive, find the child, offer aid, and
send to hospital. Alderman Cazl said he appreciates all the firefighters.
Ladder Testing -Fire Dent. Motion and second by Aldermen Reed/Harn, to approve
of aerial and ground ladder testing from American Test Center in the amount of $2,105,
and refer to council for their consideration. Discussion. John said the ladder testing is
conducted to satisfy ISO, NFPA and the Department of Labor requirements. Voice vote,
motion carried unanimously.
Smoke Detector. Motion and second by Aldermen Harn/Reed, to approve the purchase
of 500 smoke detectors from Alexander Lumber Company at a cost of $3.75 each, for a
total cost of $1,687.50, and refer to council for their consideration. Discussion. John
reported that the funds aze provided from the Amendment # 1 of the 2003 Assistance to
Fire Fighters Grant at 90%. Alderman West asked how they would be applied for? John
said the department would provide the application. And they will offer spaze batteries as
well. Voice vote, motion carried unanimously.

Public Works, Water & Sewer Committee

Water & Sewer Study -Discussion. Alderman Harn said she realized there are pros
and cons on this and she sees advantages and disadvantages. But after the last Finance
meeting it became obvious we were going to see our water bills double. Unfortunately
there are a lot of families struggling to make ends meet and we just simply cannot further
burden them by doubling rates. Alderman Harn said she instructed the committee
members to research lowering the cost.

Alderman Carl said he had done considerable study and reseazch on this item during the
last two weeks. He wanted something he could support and the citizens could live with.
It is not a question of "if' we aze going to do it! It's a question of what we're going to
do, and how much is it going to cost us? Alderman Cazl said he met with Keith Plavec of
Maurer Stutz Inc. and a number of other people.
Alderman Carl make the following recommendation -the Kilroy Lift Station repair, the
Water Plant upgrading, and a new source of water from the Illinois River.
Alderman Cazl said he had Keith Plavec send a letter to all of the aldermen of what the
cost will be.
Alderman Cazl said he reads in the paper and some Aldermen have stated that we should
wait awhile. Alderman Cazl said he could give 4 million reasons why we shouldn't wait.
You have a breakdown of the $16.6 million for the water line upgrading the water plant,
and the pumping station at the river. The breakdown amount is $13,184,000.00, and
other cost of surveying and engineer fees. But the large difference is 15%, he would like
to call that a procrastination fee of what that will cost us about 2 million in access if we
wait around and don't do something. If we finance the 16.6 million over 20 yeazs at 5 1/z
percent the cost would be $26,414,872.00, if the city borrows now, probably get at 4 '/z
percent and that will cost us $24,292,736.00. This is saving the city over 2 million
dollars. Alderman Cazl said he also figured the payments at a monthly rate, not
annually. The monthly payment will reduced the amount over $9,000.00. Alderman Cazl
said he does not want too wait as it will cost us millions of dollazs.
Joe Berardi resident of Canton spoke about why the City cannot do possible alternative
water services. Joe listed his qualifications as to why he wanted to speak on this issue as
people ask him questions of why not do this or this. Joe said he met several times with
Alderman Les Carl, Keith Plavec engineer with Maurer Stutz Inc. and George Hall of
MSD.
*The question came up, can the City of Canton use the existing pipeline from the Illinois
River to MSD holdings? The lease expired in 1989 and the pumping station is no longer
in Liverpool, so this is out.
*Could the City of Canton work out something with MSD to use their holding basins, and
to pump water out of the lakes at the lower level and do the project? Obviously we still
have to address the length of the line.
*The strip mines aze not going to be a source of water, as Keith Plavec reported the water
is probably contaminated.
*Another one is, why don't we use waste water that comes out of the Wastewater
Treatment Plant? Upto 2 million gallons is dischazged from that plant a day. The
problem is drinking recycled water out of the Wastewater Treatment Plant.
Dredging the lake, have not found any professionals that recommend dredging the lake.
Reason being the dam is not in good shape, it has voids in it.

Joe Berazdi then commented on the Water & Sewer Study Project.
Joe Berazdi mentioned 1. The City of Canton to investigate using existing catch basins
and pumping station located on the Illinois River. This not been used since 1998. 2.
Scrutinize the elements that make up the proposal. This is the way you can save money.
3. Take an aggressive approach of what Maurer Stutz Inc. has presented. Alderman Sarff
felt we might be to aggressive. Alderman Reed had a concern for the elderly. Joe felt the
rates could be fixed for the elderly.
Joe recommend a town meeting at the high school auditorium and have Keith Plavec
make a power point presentation, load up buses to take people to the water treatment
plant, and go to the purpose Ethanol Plant.
Alderman Harn thanked Alderman Carl, Joe Berazdi and George Hall for their hazd work.
Keith Plavec said he wants the citizens to know the dam is not going to fail tomorrow,
inspections aze made, and improvements have been made before.
Motion and second by Aldermen CazUHarn, recommend to city council to spend $16.6
million for the water project at the water plant, and $2.5 million for the Kilroy Lift
Station. Discussion. Alderman Reed thanked Joe Berardi for his comments. Alderman
Reed said the majority of the citizens of Canton are the senior citizens. Our young
people aze leaving to find work. He said he would be in favor of a town meeting.
Mayor Bohler said the reason the young people are moving out, we have not taken in the
past what is needed to build up the City of Canton to attract new businesses.
Alderman West thanked Joe Berardi for his comments. Alderman West said he also felt a
town hall meeting is a great idea. Also would like to see us include the West side looping
and some of the safety issues at West side school for the amount of water pressure.
Alderman Haztford said, we don't have to have a town hall meeting, they can come to our
meetings and they see the meetings on TV. This has not been held secret from the public.
Alderman Hartford said he was not against having the town hall meeting.
Alderman West said that he has had a lot of calls on this, he also said he does not have all
the answers, but felt at a town hall meeting they could get their answers.
Alderman Cazl said this is a baze bone proposal. This is the fairest necessities we have.
Mayor Bohler said he would be in favor of moving forward, and commended Alderman
Carl for his moving forwazd on this project.
Alderman Cazl said this would be referred to council tonight, and he wants council to
refer to the Finance Committee to come up with a financial plan. The recommended flat
fee is $7.50 and this is charged to be reinsured of payment, and then if we want to do
something for the elderly. Alderman Carl said they could cut from the $16.6 million cost
as one building could be eliminated at a cost of $180,000 and the proper placement of
the other building could eliminate two other items at a cost of/z million dollazs.
Rod Heinze offered that if anybody would be interested in knowing what their water bill
is going to be, they can call him as he has it all figured out. We have had a proposal for
water and wastewater and now we're looking at just water. If we need the wastewater,

we need it! If we don't need it now why did we need it 6 months ago? Rod said he
actually trust the people here Keith Plavice, and he does not know what needs to be done,
and if the information would be communicated to us, it would provide more comfort.
Joe Berazdi said he disagrees with Rod Heinze about citizens calling him for their cost, as
Rod is a private citizen and the city can provide those costs. Joe also asked, what kind of
fees aze the outlying communities going to pay?
Mayor Bohler said they will pay the same as Canton citizens aze charged. Voice vote,
motion carried unanimously.

unanimously.
