Edwards Way formerly 50 North 4`h Avenue, Canton, Illinois. (Second meeting.) PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY JIM SNIDER- CITY ADMINISTRATOR. Mayor Kevin Meade asked for roll call at 7:00 p.m. Present -Aldermen Dave Pickel, Jim Hartford, Jerry Ellis, Jorge Rivero, Larry Sarff, Craig West, Eric Schenck, Rick Reed Absent -None. Others Present- City Treasurer Aaron Anderson, City Attorney Chrissie Peterson, City Administrator Jim Snider, Mayor Kevin Meade, Deputy City Clerk Diana Tucker, WTP Supt. Motion and second was made by Aldermen Hartford/Reed to adopt Roberts Rules of Order to conduct business for the City of Canton. The motion carried by voice vote and was unanimous. The motion carried by voice vote and was unanimous. 2010 Seating Arrangement for Aldermen Jim Hartford Dave Pickel Jorge Rivero Gerald Ellis Eric Schenck Rick Reed Larry Sarff Craig West Treasurer Attorney City Administrator City Clerk CENSUS DOOR TO DOOR/UPDATE Mayor Meade reported that the response rate for the Census is at 80% for the City of Canton. The door to door campaign began May 1, 2010. The inmates at the Illinois River Correctional Center are counted as living in the community. This increases the population in the city and makes a difference in the amount of aid the city receives. Mayor Meade stated that the recycling program is voluntary and a great asset to the community. Mayor Meade reported development currently taking place with the American Grill and construction process at Evangelical Free Church. NEW B USINESS: Ordinance- Establishing compensation for positions within the City of Canton for the fiscal year beginning May 1, 2010- first reading read by title. The appointments will be made as necessary. Mayor Kevin Meade reported that Mike Elam will serve as the public safety director for a six month period. This position fills the vacancy of the recently retired fire chief Bonnie Cremer. Mike Elam served in the role of public safety director when Chief Jackson left. The position will be part time at $1,000.00/month. The public safety director position will serve in an administrative role not to exceed six months. The public safety consulting services agreement will be discussed in more detail in executive session. Alderman Eric Schenck expressed concerns about approving a salary for Mike Elam for the position of public safety director, when the council did not appoint him to the position. Alderman Eric Schenck expressed further concerns about not listing the comptroller position- previously approved in the budget ordinance- in this salary ordinance. A previous adjustment was made to the deputy clerk's position in the budget ordinance. Alderman Schenck stated that the table should reflect what was previously discussed during the budget review. Alderman Schenck stated he wants to see consistency in the way salaries and positions are reported in the ordinance. City Administrator Jim Snider stated that it was with his recommendation to have the table reflect employees currently staffed at the city. Mayor Meade reported that it was his decision to only list the employees and salaries of the current employees. Employees hired would then be added as the date they begin employment. Motion and second was made by Alderman Ellis/Hartford to suspend the rules of the first reading and to vote on the Ordinance establishing compensation for positions within the City of Canton. ROLL CALL: Ayes: Alderman Pickel, Hartford, Ellis, Rivero, West, Schenck, Reed Nayes: Alderman Sarff The motion carried. Motion and second was made by Alderman Ellis/Hartford to accept the ordinance establishing compensation for positions within the City of Canton for the fiscal year beginning May 1, 2010. Mayor Meade stated that an amendment would be made to add Deputy Chief Rick Nichols and his salary to the ordinance. Alderman Eric Schenck stated that he would offer an amendment to add Deputy Chief Rick Nichols at his appropriate salary, but would also adjust the salary of the Deputy Clerk to reflect the amount in the budget. Alderman Schenck also wanted Mike Elam's name removed from the ordinance. Motion and second was made by Alderman Schenck/Alderman/Reed to make the amendments in the Ordinance establishing compensation for positions within the City of Canton. ROLL CALL: Ayes: Alderman Reed, Schenck, West, Sarff, Rivero, Ellis, Hartford, Pickel. Nayes: None The motion carried. Ordinance being # 1205 Motion and second was made by Alderman Schenck/Reed to adopt the ordinance as amended. ROLL CALL: Ayes: Alderman Pickel, Hartford, Ellis, Rivero, Sarff, West, Schenck, Reed. Nayes: None The motion carried. RESOLUTION APPROVING APRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON AND DALE PIERCE- first reading read by title- Motion and second was made by Alderman Ellis/I-Iartford to approve the resolution. ROLL CALL: Ayes: Alderman Reed, Schenck, West, Sarff, Rivero, Ellis, Hartford, Pickel Nayes: None The Motion carried. Resolution being # 3922 REMINDER Alderman Larry Sarff reported that Thursday, May 6`h negations will be held for public works in the director's room at the city building. Motion and second was made by Alderman Rivero/Reed to go into executive session to discuss police and public works contract negotiations, sale of property and personnel. The motion carried by voice vote and was unanimous The regular scheduled council meeting adjourned at 7:15 p.m. The Executive Session reconvened into open session at 8:10 p.m. to discuss the consulting service agreement between the City of Canton and Mike Elam as the public safety director for a period not to exceed six months and for a salary of $1000.00 per month. Alderman Dave Pickel asked to be excused from the vote due to his prior employment with Elam Detective Service. Motion and second was made by Alderman Sarff/West to excuse Dave Pickel from the voting. The motion carried by voice vote and was unanimous. Motion and second was made by Alderman Schenck/Reed to approve the consulting agreement.
