In the audience was Daily Ledger representative ohn Froehling, Journal Star representative Kevin Sampier, Democrat representative Macey Creasy PUBLIC SAFETY & TRAFFIC Alderman Jim Hartford, Chairman Police Report. Deputy Chief Rick Nichols reported: • Approx 20% increase (+158) in calls - 48% increase (+30) in arrests between March 2009 and March 2010 • One arrest made in February multiple vehicle break-in case. • K-9: McDonough Co Track / 7 Arrests • Article 36 Seizure in the amount of $3200.00 • Woodell Arrest- Officers responding to this arrest received positive letters in their file for the actions during this arrest. (Officer Pollitt, Officer Butler) Deputy Chief Rick Nichols reported that the police department is involved with Western Illinois University and currently has an intern working in the department. Nick Chapman will graduate in May. Rick complimented Nick for his outstanding job and reported that he has completed 400 hours with the department. Nick completed a presentation on the police department that may be used during various group meetings in the community. 1 Fire Report. Fire Chief Bonnie Cremer reported: During the month of March, fire personnel responded to two structure fires and a mutual aid call from the Macomb Fire Department. The first structure fire was reported as an attic fire at 845 East Spruce Street. Upon arrival personnel found smoking showing from the vents. Upon entry to the residence, fire personnel found black smoke filling the home and a vent fan in the bathroom burning. The fan was removed, the ceiling around the fan removed and the fire extinguished. Smoke was removed from the residence. The estimated damage was set at $11,000.00. The second fire was reported to be a shed on fire at 444 North Avenue A. Upon arrival, fire personnel found light smoke coming from a detached garage with fire burning in the attic and an interior wall. The fire was extinguished and personnel pulled down the plywood ceiling and wall area and removed cellulose insulation from the area of the fire. Investigators were called in to determine the cause of the fire. Estimated damage was set at $5,000.00. Fire personnel received a request from the Macomb Fire Department for assistance to a fire in the downtown area. Upon arrival, fire personnel set up the tower to assist. The fire was contained to the building of origin by units on scene. Tower 1 remained on standby at the scene until released. There were 12 simultaneous alarms during the month of March. An analysis of the NFPA 1710 Response Time Compliance Report shows that 111 (82.2%) of our alarms required compliance. As you recall, NFPA 1710 requires that we arrive at the scene of an emergency alarm within five (5) minutes of being dispatched 90% of the time. Of the 111 responses requiring compliance, we were in compliance on 83 or 74.8% the alarms. The Canton Fire Department received their Non-Transport License through the Illinois Department of Public Health. The license has to be renewed annually. Members of the Department attended the Mandatory Workplace Harassment Training which was sponsored by the Illinois Department of Human rights. The three hour training was offered in four sessions at the Depot, March 3~d and 4tn The physical aptitude test for the fire department new hire list was administered at Canton High School on March 13tH. Twenty-five applicants went through the test. American Test Center tested the two ladder trucks and the ground ladders March 4, 5 and 6tH This was a very extensive five year testing process. Engine 2 has an air actuator that controls the switching of water to the aerial which failed during the testing. It would not allow the flow of water to the aerial. I attended the Chamber of Commerce, YMCA Business after hours on March 5, 2010. They had a large crowd attend as Bill Cook addressed the group and spoke about his YMCA connection. I attended a weather spotter class at Spoon River College March Stn. The two hour class was presented by Lincoln Weather Service. The speaker presented an excellent program that 2 emphasized the importance of information attained by the spotters and keeping the spotters safe during storm spotting activities. I attended the 13tH Annual Fire Service Legislative Day in Springfield March 24tH. The Illinois Fire Chiefs along with the Illinois Association of Fire Protection Districts and the Northern Illinois Alliance of Fire Protection Districts present this event annually. Attendees were educated about the legislative process, then went to the Illinois Capital and witnessed proceedings. I watched a Senate Committee pass a recommendation to fund the Cornerstone program, when it was established it did not have a designated funding source established. Cornerstone provides training for firefighters throughout the state at no cost to the fire departments. I also witnessed the House of Representatives hotly debating pension reform. Cross training with Illinois River Correctional Center was completed. Each year one shift is given a tour through the facility so they are familiar with the layout and complexity of the Correctional Center. The facility houses 2075 state inmates. The Technical Rescue Team leaders had their quarterly meeting at Canton Fire Department March 30tH The trees around the fire station were trimmed by Advanced Tree Service. Limbs and leaves from the locust trees east of the building were plugging the roof drains of the building. Fire Chief Recognition Mayor Kevin Meade presented Bonnie Cremer with a plaque to honor her for her 20 years of service with The City of Canton Fire Department and as Fire Chief. Bonnie thanked the employees of the fire department for their support. Chief Bonnie Cremer left the meeting at 6:35 p.m. and Assistant Chief Richard Grove filled in for Bonnie for the remainder of the meeting. Beer Garden License- Application for Outskirts City Attorney Chrissie Peterson reported that addendum A was submitted with the liquor license application-- or more commonly referred to as a beer garden application. Kim Scott presented the application to the Mayor. Chrissie Peterson reported that the application would first have to go to committee then to council for approval. Keith Plavec has a few questions regarding the outline of the beer garden and the fence, and will need to be addressed by Kim. The committee asked Keith Plavec to address the questions with Kim and bring back to Council next week. Motion and second was made by Alderman Hartford/Ellis to send to council for consideration. The motion carried by voice vote and was unanimous. Public Works, Water & Sewer Committee adjourned at 6:45p.m. 3 STREETS & GARBAGE Alderman Craig West, Chairman *Alderman Jerry Ellis conducted this portion of the meeting in the absence of Alderman Craig West Recycling Program Public Works Director Clif O'Brien reported that final information was received from: Peoria Disposal Company- A proposal was submitted for a subscription based at $10.00/stop. Eagle Industry submitted a proposal for $6.00/stop. The proposal includes a request for a five year commitment and to charge the $6.00 rate for the first three years, and then review the price for the remainder of the commitment. The proposal states the recycling is curbside recycling in whatever size containers would be preferred. The containers clearly display the name of the company, address and website, along with a list of items that can be placed in the containers. Clif reported that Eagle Industry works for various cities- including Kewanee. City Administrator Jim Snider stated that he is concerned about providing a three year commitment in price due to the market. If the city makes a commitment for three years, it could be possible that in 2 years the market could change and the service could be provided at a lower cost. The price is based on 600 households. The billing process would be handled by Eagle Industry. Motion and second was made by Alderman Ellis/Hartford to send to Council for consideration. The motion carried by voice vote and was unanimous. Alderman Schenck stated that trees were recently planted along route 78 by IDOT. The trees made a nice entrance for people entering the city. Alderman Schenck would like to consider having trees placed along the roadside on South 5th Avenue. Clif O'Brien will get additional information and bring it back for review. Alderman Schenck reported that the Illinois River By-Way signs are on state highways. Clif O'Brien stated he would help in placing the signs on city streets. Alderman Schenck reported that several street lights in the city are out. Deputy Chief Rick Nichols stated that he can assist in getting an inventory of the lights that need replaced and have these replaced. Streets & Garbage Committee adjourned at 7:00 p.m. 4 LAKE, BUILDINGS & GROUNDS Alderman Rick Reed, Chairman Access to city property at Canton Lake Alderman Eric Scheck reported that The City of Canton owns in excess of 1000 acres at Canton Lake. Approximately half of this acreage is land on the far west and north side of the lake that is not accessible to the public. Most of the regulations governing recreational uses at the lake and the surrounding watershed were passed in the 1960's and 1970's. With the exception of updating boating and camping fees, there have been no other changes to lake ordinances in the past 10 years. Alderman Schenck presented ideas to modify ordinance 8-11-10 (No trespassing near lake) and modify ordinance 8-11-9 (Close roads near lake) and create a new ordinance 8- 11-22 (Rules and Regulations, roadways and parking) and also to create a new ordinance 8-11- 23 (Rules and Regulations, recreational uses and restrictions), Create a new ordinance 8-11-24 (Rules and Regulations, Litter and Trash) and Create a new ordinance 8-11-25 (Rules and Regulations, Hunting) Alderman Rick Reed stated he will work with Attorney Chrissie Peterson on reviewing the various ordinance modifications and bring them back for further discussion. Attorney Peterson suggested having a work session to discuss plans for the lake area with anyone interested, and then get a firm set of goals to achieve. Alderman Ellis suggested having a lake manager to provide the updates and manage the lake area. Hiring summer employees is another option that was discussed for the lake area. Attorney Peterson stated that we have an inter-governmental agreement with the park district for their police services. Chrissie suggested having a discussion with them about some revisions to the agreement and asking for assistance in extra patrol of the lake. Alderman Eric Schenck said he wants to see follow up and action taken for lake updates. Lake Ordinance Recommendations Alderman Rick Reed reported that Youth Acres was asked to bring the resolution to the Council for review. This review pertained to the buildings and the use of the land. Alderman Reed will do further review and work with Youth Acres to get additional information and bring back to council. Discussion on electrical cost estimate for Canton Lake Campground Alderman Rick Reed stated that the repairs will probably exceed the $20,000.00 bid limit. Due to the cost and budget constraints for the lake, Rick would like to see the work divided into three separate sections. One section at a time could be done- as cost allows. The repairs would include electrical box updates, pedestal updates, amp updates etc. City Engineer Keith Plavec reported that the cost for the electrical updates at the campground is $175,000.00. The budgeted amount is currently only %: the amount needed for the update. Keith would suggest doing the repair in sections- based on funds available. 5 Further discussion took place regarding other campground updates. Alderman Rick Reed stated that everyone will be informed of a time to discuss the lake updates in more detail. Lake, Buildings & Grounds Committee adjourned at 7:50 p.m. PUBLIC WORKS, WATER & SEWER Alderman Jerry Ellis, Chairman Water Pre-Annexation Agreement Pierce/Purtle Keith Plavec recommended sending the agreement to council for approval. Motion and second was made by Alderman Ellis/Reed to send to council for consideration. The motion carried by voice vote and was unanimous. Application for payment No. 16 for proposed Radial Collector Well from Reynolds Inc. Keith Plavec reported the pay application amount is $321,943.47. The project is reported at 93% complete and would be paid from the bond fund. The current completion date is projected for May. Motion and second was made by Alderman Ellis/Hartford to send to council for consideration. The motion carried by voice vote and was unanimous. Application for payment No. 1 for Kilroy Sewage Force Main from Denton Gunther underground Keith Plavec reported this was a bond project, and the pay application is in the amount of $462,282.82. The project is currently at 94% complete and should finish the project in 1- 1 %: weeks. Motion and second was made by Alderman Ellis/Reed to send to council for consideration. The motion carried by voice vote and was unanimous. Application for Payment for Lime Slaker & Accelator Rehab. Project from Leander Construction Inc. Keith Plavec reported that the pay application is in the amount of $139,765.19. The project is currently at 49% complete. This would be paid from bond funds. Motion and second was made by Alderman Ellis/Hartford to send to council for consideration. The motion carried by voice vote and was unanimous. 6 Application for payment for 61 East Side Square from Leander Construction Inc. Keith Plavec reported that the pay application is in the amount of $104,338.31. The project is currently at 66% complete and would be paid from the TIF funds. Motion and second by Alderman Ellis/Reed to send to council for consideration. The motion carried by voice vote and was unanimous. Change Order for lime Slaker & Accelator Rehab. Project from Leander Construction Inc. Keith Plavec reported that adjustments created changes in the dollar amount of the project. These adjustments included items being removed and modified. The net decrease to the change order is in the amount of $2,035.41 and a 44 calendar day extension. Motion and second by Alderman Ellis/Reed to send to council for consideration. The motion carried by voice vote and was unanimous. Change Order for Proposed Radial Collector Well from Reynolds Inc. The water plant tower would be moved further west, and would be placing two antennas at the two water towers- which would allow the water plant to be monitored. The total cost is in the amount of $10,932.09 for the tower. This would be paid from bond funds. Motion and second was made by Alderman Ellis/Hartford to send to council for consideration. The motion carried by voice vote and was unanimous. North Park Drive and Pecan Street Storm Water Issues Keith Plavec reported that several complaints have been received pertaining to sump pumps discharging into the roadway. One of the complaints is on North Park Drive, and the other is on Pecan Street. The water will ice over during the winter months in front of driveways, and people slip and fall. There are currently no storm sewers in the roadway. The total cost for North Park drive storm sewer is in the amount of $28,000.00. The cost for a storm sewer on Pecan Street would be $38,000.00. Clif spoke to the homeowners, but the homeowners said they have the right to discharge the sump pump into the street-Keith confirmed that they do have this right. City Administrator 1im Snider recommends the city talk to the homeowners first- then possibly going out for bids for the project. Clif and Keith will talk to the homeowners, and then bring additional information back to next month's public works meeting. Wastewater Treatment Plant Chlorination System Improvements Project Bid Results Keith Plavec reported on a disinfectant system. Discussion took place about a system that uses tablets vs. chlorine. The EPA accepts this type of system. A large portion of the cost is to run electricity 1700 feet to the discharge plant. The project was sent out for bids. The engineers estimate was $247,800.00. Leander construction was the low bidder at $225,700.00. Denton Gunther underground was over the engineers estimate. This project would be paid out of the bond fund. 7 Motion and second was made by Alderman Ellis/Reed to accept the bid of Leander Construction in the amount of $225,700.00 out of bond expense and send to council for recommendation. The motion carried by voice vote and was unanimous. Public Works, Water & Sewer Committee adjourned at 8:25 p.m. An executive session will take place to discuss the sale of land following the committee meeting.
