HomeMy WebLinkAbout02-16-2010 Council MinutesA regular meeting of the Canton City Council was held on February 16, 2010 in Council Chambers located at the Historic Depot, 50 North 4th Avenue, Canton, Illinois. Mayor Kevin R. Meade called the meeting to order at 6:30 p.m. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Kevin R. Meade asked for roll call -Present -Aldermen Eric Schenck, Craig West, Larry Sarff, Jorge Rivero, Gerald Ellis, Jim Hartford, Absent -Aldermen Rick Reed, Dave Pickel. Others in attendance -Mayor Kevin R. Meade, City Clerk Nancy Whites, City Attorney Chrissie Peterson, Rick Nichols Deputy Chief sat in for Police Chief Dan Taylor, Fire Chief Bonnie Cremer, Public Works Director Cliff O'Brien, Joe Ginger Video Services. Absent -City Treasurer Aaron Anderson, Police Chief W. Dan Taylor, City Administrator Jim Snider. In the audience was news media of John Froehling from The Daily ledger, Kevin Sampler from The Journal Star, Stacey Creasy from The Democrat; also a number of residents against mining for coal so close to the City's Watershed. CONSENT AGENDA - Minutes of Council meeting held February 2, 2010 Minutes of Clerical Committee meeting held February 9, 2010 Alderman Sarff moved the Consent Agenda be approved as presented, and was duly seconded by Alderman West. The motion was by unanimous voice vote. BILLS Alderman Schenck moved to accept all bills that was presented for payment, and was duly seconded by Alderman Sarff. Approved by roll call vote - AYES: Hartford, Ellis, Rivero, Sarff, West, Schenck-6; NAYS: None. TREASURER'S REPORT. Mayor Kevin R. Meade said that City Treasurer Anderson was not with us this evening as his wife just gave birth to a little girl named Avery. Mom and the little girl are doing find. He does not have any additions or corrections to the report presented last week. Alderman Schenck moved to accept the treasurer's report as presented, and was duly seconded by Alderman Hartford. The motion carried by unanimous voice vote. COMMITTEE REPORTS: Finance -Chairman Alderman Eric Schenck Council Action Bids for Sludee Removal and Disposal Project. Alderman Schenck asked for this issue to be held over to Public Works Committee next week. Laserfiche Maintenance & Support Renewal Aereement. Alderman Schenck moved to approve of the maintenance renewal agreement with Laserfiche in the amount of $780.00, and was duly seconded by Alderman Rivero. Approved by roll call vote - AYES: Schenck, West, Sarff, Rivero, Ellis, Hartford - 6; NAYS: None. Chanee Order from Reynolds Inc. for Proposed Radial Collector Well for Contract Price and Contract Time. Alderman Schenck moved to increase the contract by $2,288, and extend the contract completion time to 5-31-10, and was duly seconded by Alderman Sarff. Approved by roll call vote - AYES: Hartford, Ellis, Rivero, Sarff, West, Schenck -- 6; NAYS: None. Chanee Order Proposal for 61 East Side Square. Alderman Schenck moved to approve and involves using thermal seal wall coating which is a change order increase of $2,310.00, and was duly seconded by Alderman Ellis. Alderman Ellis said, thermal seal will be applied to the South side of the building and this is our responsibility. Approve by roll call vote - AYES: Schenck, West, Sarff, Rivero, Ellis, Hartford; 6; NAYS: None. Legal & Ordinance -Chairman Alderman Dave Pickel Council Action None. Community & Industrial Development -Chairman -Alderman Jorge Rivero Council Action None. Negotiations, Grievance & Personnel -Chairman -Alderman Larry Sarff Council Action Rick Semonis Proposal -Health Insurance Review. Alderman Sarff moved to approve Rick Semonis Proposal for Health Insurance review for the upcoming expiration, and was duly seconded by Alderman Hartford. Mayor Kevin R. Meade said - we have used Rick a number of times and how many times he has saved us money which has been substantial. Approved by roll call - AYES: Hartford, Ellis, Rivero, Sarff, West, Schenck - 6; NAYS: None. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE - Mayor Kevin Meade said, I was listening to the radio today and they were talking about snow removal and rating different cities and the large cities of Chicago got an A, and Washington D.C. got an F. This got me to thinking about our snow removal, and the great job Cliff O'Brien and his crew are doing in this weather of keeping our streets cleaned. We having received 30 inches dumped on us like some but we sure had our share. Great Job and appreciate the job you do. Golf Course Study -Mayor Meade mentioned, the study that was done I have a copy in my office if anyone wants to review it. Also the Partin-Ingersoll Library has one and it is on our website. OLD BUSINESS: None. NEW BUSINESS: None. Mayor Meade stated, there is no need for the executive session. EXECUTIVE SESSION - TO DISCUSS -PERSONNEL; AND PENDING LITIGATION. ADJOURNMENT Alderman Hartford moved to adjourn, and was duly seconded by Alderman Ellis. The motion carried by unanimous voice vote.
