Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on August 15, 2023 (6:30pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. No electronics, tires or paint. One load per household and you must present ID. The hours th are 8 a.m.-5 p.m. Sept. 5-8 and 8-Noon on the 9. The Mayor thanked Mike Krulac for donating his time and talent to constructing the podium. CITY CLERK COMMUNICATIONS DEPARTMENT HEAD COMMUNICATIONS/REPORTS Alderperson John Lovell wanted everyone to know that the BDD Fund has about $900,000.00 in it. Police Chief Eveland presented awards to Officer Twidwell, Herink, and Shippert for the “Alliance Against Intoxicated Motorists”, an annual award that is presented for exceptional DUI enforcement. CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR RUGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR TH APPROVAL OF A SPECIAL EVENT AND ROAD CLOSURE FOR THE FIRST BABTIST CHURCH 190 THTH ANNIVERSARY TO BE HELD ON SEPTEMBER 9 AND 10. rd They are requesting closure of half of the block on North 3 that runs between the church and the parking lot. Hale stated it would be from E. Elm to E. Chestnut. Motion and second were made by Alderpersons Hale/Gossett to approve the special event and ththth road closure for the First Babtist Church 190 anniversary to be held on September 9 and 10. COMMUNITY AND ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND CODY GIEBELHAUSEN (SOUTH FIFTH AVENUE / LINN STREET). This was tabled to work out details. Alderperson Lovell said they would hold a Special meeting st before September 1 to vote on it. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A REDEELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND CODY GIEBELHAUSEN (MAIN STREET / LOCUST STREET). This was also tabled for the same reason as the previous. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR RESOLUTION APPROVING A PROPOSAL FROM ASTERRA REGARDING LEAK DETECTION SERVICES. Alderperson Lingenfelter stated that this company uses satellite to review underground leaks as small as .2 gallons per minute. Also, with a single scan they can identify 30% of the active leaks. Utility Director Joe Carruthers said for the last six or seven months the water pumpage has continued to go down. The City workers have made various efforts using different methods to locate the leak and have still not been able to locate it. He went on to say that the current procedure for finding a leak would take to long. It could take two weeks just at one location for example, Ash Street. The cost of this service to find the leak would pay for itself in two months with the chemical costs savings. Motion and second were made by Alderpersons Lingenfelter/Hale to approve the proposal from Asterra regarding leak detection services not to exceed $37,500.00. FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR APPROVAL TO PURCHASE ADDITIONAL REFURBISHMENT EQUIPMENT FOR ENGINE 2 AND ENGINE 3 IN THE AMOUNT OF $5,500.00 TO COME OUT OF THE FIRE CAPITAL DEPRECIATION FUND. Chief Roos explained that they have incurred some up costs since the initial approved request. Motion and second were made by Alderpersons Hale/Grimm to approve the purchase of additional refurbishment equipment for Engine 2 and Engine 3 in the amount of $5,500.00 to come out of the Fire Capital Depreciation Fund. IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR RESOLUTION APPROVING A SERVICE AGREEMENT WITH SYNERGETIC TECHNOLOGIES FOR IT SERVICES FOR THE CITY OF CANTON. Alderperson Gossett stated that the monthly service fee will be $2,900.00 with a one-time set up fee of $1,500.00. Motion and second were made by Alderpersons Gossett/Hale to approve a resolution for a service agreement with Synergetic Technologies for IT services for the City of Canton. LABOR AND EMPLOYMENT: ALDERPERSON RALPH GRIMM, CHAIR PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR RESOLUTION AUTHORIZING SALE OF SURPLUS PUBLIC REAL ESTATE LOCATED AT OR ABOUT 920 W. LOCUST STREET, CANTON, IL 61520 Attorney Jump explained that that Council had previously approved this but no proposals were received. Jump stated that there is a slight change to the resolution so we are repealing the prior resolution. Maurer and Stutz is working on a new legal description. The proposals will be th due by September 15. Motion and second were made by Alderpersons Ketcham/Nelson to approve a resolution authorizing sale of surplus public real estate located at or about 920 W. Locust Street, Canton, IL 61520. Motion and second were made by Alderpersons Ketcham/Nelson to approve a resolution nd authorizing sale of surplus public real estate located at or about 155 S. 2 , Canton, IL 61520.
